Statement of Issue: Award of Contract to Bruch Et Bruch Construction, Inc. of Port
Angeles, Washington for their bid of $1,092,394.00 for the above referenced project.
Analysis/Strategic Goals/Pro's Et Con's: Public Works has completed checking the
bids for the above referenced project, and recommends award of the contract to
Bruch Et Bruch Construction, Inc. for their bid amount of $1,092,394.00.
Fiscal Impact/Cost Benefit Analysis: The Bid amount is $1,092,394.00. The total
estimated project cost including engineering, right of way and construction is
$1,332,894. The FEMA Hazard Mitigation grant will provide $997,500 in federal
funding and $166,250 in state funding. The Public Works Board Construction Loan will
provide up to an additional $500,000 in funding for construction and construction
management.
Recommendation: Public Works recommends that the Board authorize the Award of
Contract to Bruch Et Bruch Construction, Inc., and return the original to Public Works
for further processing.

• The Call for Bids was issued by the Board of County Commissioners on February 13, 2023.
• Due notice of the Call for Bids was given as required by law.
• Sealed bids were received and opened in public on March 6, 2023 at 10:45 a.m. in the Commissioner's
Chambers.
• The Public Works Department has completed checking the bids and has investigated the qualifications
of the lowest bidder.
• Bid tabs are attached for reference.
The Public Works Department recommends that the construction contract be awarded to the lowest responsive
bidder:
