Dear Washington State Legislators,
Substitute House Bill 1333 is a dangerous censorship initiative that attempts to skirt the First
Amendment but fails.

Among its many fatal flaws:
1) SHB1333 would allow the party currently in power to target its political adversaries for thought
crimes, absurdly labeling them as domestic terrorists, persecuting them in a divisive and
discriminatory manner that is ripe for abuse.
2) On the model of Soviet political abuse of psychiatry, SHB1333 deputizes policing of thought
crimes to public health authorities and a new political correctness commission with ill-defined
powers prone to become unlimited during supposed "emergencies".
3) SHB1333 is vague and does not define “domestic violent extremism” nor set forth any
legislative intent, so could apply to anyone targeted by the party in power.
4) SHB1333's surveillance of citizens may well have unintended consequences, such as violating
privacy rights of reproductive health services providers and recipients.
5) SHB1333 conflates bona fide crimes such as violent acts with undefined “misinformation".
6) On the model of the dystopian movie "Minority Report", SHB1333 targets citizens for future
crimes not yet committed by "proactively responding to domestic violent extremism", a self-
contradiction since it is impossible to proactively respond.
7) SHB1333 unnecessarily and redundantly addresses violent crimes already handled by multiple
state and federal agencies, replacing "defund the police" with "fund the public health police".
8) SHB1333 violates numerous civil and constitutional rights, including due process, privacy, and
First & Fourth Amendments.
9) On the model of the Spanish Inquisition, SHB1333 harps on "misinformation" as if the
commission it establishes could be a Pope-like infallible determiner of what is true and what is
false, a role for the government that is completely contrary to a free and open society.
Efforts to address terrorism should be focused on bona fide criminal activity, as already done by
Washington’s existing law against “conspiracy to commit” crimes, but should never target people
for exercising their right to freedom of expression.
Please help stop SHB1333. This bill has no place in a democratic society.
Yours truly,
Stephen Schumacher
