The Jefferson County/City of Port Townsend Housing Fund Board (HFB or the Board) is seeking feedback from housing providers eligible to receive funding through the Fund 148/149 and 1590
Request for Proposal processes. The Board hopes to make the funding processes accessible, fair and transparent, and acknowledges that the 2022 process was frustrating for many of the
parties involved. As a newly created Board, we strive to get these important funds out the door and put to work most effectively, which can be challenging given extraordinary need,
limited funds, competing priorities, and necessary trade-offs. We need your help in figuring out the best way to approach and overcome these challenges in 2023 and beyond.
Please answer the questions below on the topics of Application Process, Criteria and Priorities, and Funding Strategy. Feel free to provide descriptive answers.
Application Process
Did you apply for funding in 2022? If no, why not?
Did you receive adequate notice of application availability?
Were there aspects of the application process that went well?
Completing the application itself
Submitting the application
The scoring

Supporting documents requirements
Other/ details: ____________________________________________
What aspect of the application process did you find confusing or difficult to navigate?
Completing the application itself
Submitting the application
The scoring
The budget requirements
Supporting documents requirements
Other/ details: ____________________________________________
How did this application process compare to funding applications for similar funding sources? ____________________________________________________________________________
What did you like more about this process versus past years? What did you like less?
____________________________________________________________________________
What is the ideal timing for application/RFP? _________________________________________
Criteria and Priorities
Given that there is often more request for funds than there are funds available, would you rather:
The Board fund fewer projects fully?
The Board fund all eligible projects partially?
Comments: ____________________________________
Would you rather:
A smaller amount of funds be made annually?
A larger amount of funds made available less often?

Should we use a quantitative criterion and scoring process OR a subjective, consensus process OR a hybrid model, using both quantitative and qualitative values? ______________________________________

In addition to the criteria set forth in statute for these funds, what other criteria should the Board consider in weighing/ scoring? (e.g.: number or people served, cost/ unit, etc.):
____________________________________________________________________
If we are using criteria, what criteria do you think we should weigh most heavily? __________________
Given your response to the questions above, do you think the application should include more narrative questions or more quantitative or yes/no questions? _________________________________________
These funds can be used for both capital and operations. Given the limited funds, how should the Board decide which to fund? _________________________________________________________________
What percentage of funds should be used for each? _______________________
In your experience, is it easier to get other funding (NOT HFB funding) for operations OR capital? And how should this influence our decision-making? __________________________________
Should we consider a set-aside for special, smaller populations that have a hard time competing? (e.g.: youth, DV, etc.): _____________________
Funding Strategy
Should we consider bonding the 1590 dollars? (do we want to explain what that means?) ________________________
We want these funds to be able to be used to leverage outside funding sources, and yet the applications did not indicate that they were to be used this way. Are there ways The Board
could structure this funding process to facilitate these funds being used for match? ______________________________________
Do you believe that using some portion (specify how much or max allowed) of these funds to staff the Housing Fund Board would make this process work more effectively? ________________________
If so, do you think this position should just staff the board or strategize across agencies and seek additional funding for projects? __________________________________
What didn’t we ask here that we should have? What else would you like us to consider? Other comments welcome. ___________________
