Subject: Temporary Road Closure on West Valley Road, MP 3.56 to MP 3.60,
County Road No. 514109
Statement of Issue: A planned bridge construction project on West Valley Road will be best
served by a temporary road closure.
Analysis/Strategic Goals/Pro's It Con's: The Department of Public Works needs to replace a
damaged culvert under West Valley Road prior to resurfacing of the road planned for this
summer. The Department has determined that a temporary road closure is appropriate for
this project. The road would be closed between milepost 3.56 and milepost 3.60 for a period
of approximately 9 hours on Wednesday, March 29, 2023. Closure of West Valley Road will
allow the work to be completed in a shorter time period, at lower cost, and will not
significantly impact the travelling public and adjacent landowners. Given the location,
availability of alternate routes, and advance warning to the public through signage and
publication, road closure is the best alternative.
Fiscal Impact/Cost Benefit Analysis: No analysis performed, but constructing the bypass
required to replace the culvert without road closure would be cost prohibitive.
Recommendation: The Board is requested to approve the road closure, and return a copy of
the resolution to Public Works for further processing.

WHEREAS, a planned culvert-replacement project at West Valley Road, Milepost 3.583, County
Road No. 514109, shall cause interruption and unavoidable delays to traffic, and
WHEREAS,as potential hazard exists to the motoring public and the workers, and
WHEREAS, an on-site traffic bypass is economically infeasible, and
WHEREAS,alternate routes are available to the motoring public, and
WHEREAS,notice of closure will be provided by signage on the road not less than 3 days prior
to closure, as required by law, but need not be published in the area newspaper because it will be in
effect for fewer than twelve hours, and
WHEREAS, Chapter 47.48 R.C.W. authorizes closure of roads,
IT IS HEREBY RESOLVED that said West Valley Road be closed between milepost 3.56 and
milepost 3.60 to all traffic for a period not to exceed nine hours from approximately 7 A.M. until 4 P.M.
on Wednesday, March 29, 2023, for culvert-replacement work.
