Subject: Resolution to create a County Project - East Jefferson Culvert Lining
Project
Statement of Issue: Create a county project known as the East Jefferson Culvert Lining
Project.
Analysis/Strategic Goals/Pro's Et Con's: Jefferson County has many deteriorating steel
culvert pipes and recently completed a project that cost effectively installed fiberglass
epoxy liners (CIPP method) in three of the culverts. The proposed East Jefferson Culvert
Lining Project will complete the preliminary engineering (PE) necessary to identify
additional culverts that can be restored using the CIPP method and develop a specific
project to restore one to four of the culverts. A project will be added to the 2024-2029 TIP
which will include construction costs.
Fiscal Impact/Cost Benefit Analysis: The estimated PE cost of $6,000 will be funded from
County road funds.
Recommendation: The Board is requested to sign one original of the Resolution to Create
County Project.

IT IS HEREBY RESOLVED that Preliminary Engineering be completed to identify and
develop a project to restore culverts in eastern Jefferson County as follows:
The East Jefferson Culvert Lining Project is a transportation improvement project included in the
officially adopted 2023-2028 Transportation Improvement Program(TIP) as Item No. 32. This
preliminary engineering project will identify and develop a project to restore one to four existing
culverts using the cured-in-place-pipe (CIPP)method.
IT IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and
based on the County Engineer's estimate is hereby made in the amounts and for the purpose shown:

with R.C.W. 36.81.130.
IT IS FURTHER RESOLVED that:
X The construction is to be accomplished by contract in accordance with R.C.W. 36.77.020 et. seq.
The construction is to be accomplished by County forces in accordance with R.C.W. 36.77.065
and W.A.C. 136.18.
