This newsletter aims to share a brief overview of new and upcoming federal funding opportunities with folks across our region, highlighting the recent packages that Congress passed and the President signed into law: the Chips and Science Act, the Infrastructure Investment and Jobs Act, the Inflation Reduction Act, and the Bipartisan Safer Communities Act. Please note that the newsletter below provides a high-level overview of opportunities. ACTIVE GRANT OPPORTUNITIES The following grants and funding opportunities are active and available as of the publication of this newsletter. THE CHIPS AND SCIENCE ACT * CHIPS Incentives Program – Commercial Fabrication Facilities (Link <https://www.nist.gov/chips/notice-funding-opportunity-commercial-fabrication-facilities> ) * Description: This funding opportunity seeks applications for projects for the construction, expansion, or modernization of commercial facilities for the front- and back-end fabrication of leading-edge, current-generation, and mature-node semiconductors. * Who can apply? Nonprofit entity; a private entity; a consortium of private entities; or a consortium of nonprofit, public, and private entities with a demonstrated ability to substantially finance, construct, or expand a facility that is eligible under the funding opportunity * Deadline: Submissions accepted through June 26, 2023 * Two additional funding opportunities—for materials and manufacturing equipment facilities, and for research and development facilities—will be announced later this year. THE INFRASTRUCTURE, INVESTMENT, AND JOBS ACT (IIJA) * Low or No Emission Vehicle Program (Link <https://www.grants.gov/web/grants/view-opportunity.html?oppId=345639> ) * Description: The Federal Transit Administration (FTA) announces the availability of approximately $1.22 billion in competitive grants under the Low or No Emission Grant Program (Low-No Program) for the purchase or lease of zero-emission and low-emission transit buses, including acquisition, construction, and leasing of required supporting facilities. * Who can apply? County governments; City or township governments; State governments; Native American tribal governments (Federally recognized) * Deadline: April 13, 2023 * Buses and Bus Facilities Program (Link <https://www.grants.gov/web/grants/view-opportunity.html?oppId=345637> ) * Description: The Federal Transit Administration (FTA) announces the availability of approximately $469 million in competitive grants under the Buses and Bus Facilities Program is to assist in the financing of buses and bus facilities capital projects, including replacing, rehabilitating, purchasing or leasing buses or related equipment, and rehabilitating, purchasing, constructing or leasing bus-related facilities. * Who can apply? County governments; City or township governments; Native American Tribal governments (Federally recognized); Others (see text field entitled "Additional Information on Eligibility" for clarification); State governments * Deadline: April 13, 2023 * Port Infrastructure Development Program (Link <https://www.grants.gov/web/grants/view-opportunity.html?oppId=345160> ) * Description: The Infrastructure Investment and Jobs Act authorized and appropriated $450 million for the FY 2023 Port Infrastructure Development Program (PIDP). The Consolidated Appropriations Act, 2023, appropriated an additional $212,203,512 for the FY 2023 PIDP. Therefore a total of $662,203,512 is available for the FY 2023 PIDP. * Who can apply? A port authority, a commission or its subdivision or agent under existing authority, a State or political subdivision of a State or local government, an Indian Tribe, a public agency or publicly chartered authority established by one or more States, a special purpose district with a transportation function, a multistate or multijurisdictional group of entities, or a lead entity described above jointly with a private entity or group of private entities (including the owners or operators of a facility, or collection of facilities, at a port). * Deadline: April 28, 2023 * Charging and Fueling Infrastructure (CFI) Discretionary Grant Program (Link <https://www.grants.gov/web/grants/view-opportunity.html?oppId=346798> ) * Description: The Charging and Fueling Infrastructure Discretionary Grant Program (CFI Program) is a new competitive grant program created by President Biden's Bipartisan Infrastructure Law to strategically deploy publicly accessible electric vehicle charging and alternative fueling infrastructure in the places people live and work, urban and rural areas alike, in addition to along designated Alternative Fuel Corridors (AFCs). * Who can apply? Public housing authorities/Indian housing authorities; Public and State controlled institutions of higher education; Special district governments; Native American tribal governments (Federally recognized); State governments; County governments; City or township governments; Others (see text field entitled "Additional Information on Eligibility" for clarification) * Deadline: May 30, 2023 THE INFLATION REDUCTION ACT * Industrial Demonstrations Program (Link <https://www.energy.gov/oced/industrial-demonstrations-program> ) * Description: The Industrial Demonstrations Program will fund projects that focus on the highest emitting and hardest to abate industries where decarbonization technologies can have the greatest impact: iron and steel, cement and concrete, chemicals and refining, food and beverage, paper and forest products, aluminum, other energy-intensive manufacturing industries and cross-cutting technologies. * Who can apply? Technology Developers, Industry, Manufacturers, Universities, National Laboratories, Engineering and Construction firms, State and Local Governments, Environmental Groups, and Community Based Organizations * Deadline: Available until expended * Environmental Justice Grants (Link <https://www.epa.gov/environmentaljustice/environmental-justice-grants-funding-and-technical-assistance> ) * Description: Multiple Environmental Justice Grant opportunities offered by the Environmental Protection Agency (EPA). * Who can apply? See link for additional information broken down by each grant. * Deadline: See link for additional information broken down by each grant. * Pollution Prevention (P2) Grant: Environmental Justice in Communities (Link <https://www.epa.gov/p2/pollution-prevention-grant-environmental-justice-communities> ) * Description: The purpose of the Pollution Prevention Grant: Environmental Justice in Communities is to provide technical assistance to businesses (e.g., information, training, expert advice) on source reduction, also known as pollution prevention (P2). Grantees must demonstrate that the project will improve human health and the environment in disadvantaged communities by implementing P2 approaches. * Who can apply? States, state entities (colleges and universities recognized as instrumentalities of the state), the District of Columbia, the U.S. Virgin Islands, the Commonwealth of Puerto Rico, any territory or possession of the U.S., and federally recognized Tribes and intertribal consortia. * Deadline: June 6, 2023 * Pollution Prevention Grant: Environment Justice Through Safer and More Sustainable Products (Link <https://www.epa.gov/p2/pollution-prevention-grant-environmental-justice-through-safer-and-more-sus tainable-products> ) * Description: The purpose of the Pollution Prevention Grant: Environmental Justice Through Safer/Sustainable Products is to provide pollution prevention (P2) technical assistance to businesses (e.g., information, training, expert advice) in order to improve human health and the environment in disadvantaged communities by increasing the supply, demand and use of safer and more sustainable products, such as those that are certified by EPA’s Safer Choice program <https://www.epa.gov/saferchoice> , or those that conform to EPA’s Recommendations for Specifications, Standards and Ecolabels for Federal Purchasing (Recommendations) <https://www.epa.gov/greenerproducts/recommendations-specifications-standards-and-ecolabels-federal-purchasing> . * Who can apply? States, state entities (colleges and universities recognized as instrumentalities of the state), the District of Columbia, the U.S. Virgin Islands, the Commonwealth of Puerto Rico, any territory or possession of the U.S., and federally recognized Tribes and intertribal consortia. * Deadline: June 20, 2023 THE BIPARTISAN SAFER COMMUNITIES ACT * Project AWARE (Advancing Wellness and Resiliency in Education) (Link <https://www.samhsa.gov/grants/grant-announcements/sm-23-001> ) * Description: The purpose of this program is to develop a sustainable infrastructure for school-based mental health programs and services. Recipients are expected to build collaborative partnerships with the State Education Agency, Local Education Agency, Tribal Education Agency, the State Mental Health Agency, community-based providers of behavioral health care services, school personnel, community organizations, families, and school-aged youth. Award recipients will leverage their partnerships to implement mental health-related promotion, awareness, prevention, intervention, and resilience activities to ensure that school-aged youth have access and are connected to appropriate and effective behavioral health services. * Who can apply? States and Territories, including the District of Columbia, political subdivisions of States (e.g., county, LEA), Indian tribes, or tribal organizations (as such terms are defined in section 5304 of title 25), health facilities, or programs operated by or in accordance with a contract or award with the Indian Health Service, or other public or private non-profit entities. * Deadline: April 28, 2023 * Cooperative Agreements for School-Based Trauma-Informed Support Services and Mental Health Care for Children and Youth (Link <https://www.samhsa.gov/grants/grant-announcements/sm-23-025> ) * Description: The purpose of this program is to increase student access to evidence-based and culturally relevant trauma support services and mental health care by developing innovative initiatives, activities, and programs to link local school systems with local trauma-informed support and mental health systems, including those under the Indian Health Service. With this program, SAMHSA aims to further enhance and improve trauma-informed support and mental health services for children and youth. * Who can apply? State Education Agencies, Local Educational Agencies, and Indian Tribes (as defined in section 4 of the Indian Self-Determination and Education assistance Act) or their Tribal Educational Agencies, a school operated by the Bureau of Indian Education, a Regional Corporation, or a Native Hawaiian Educational Organization. * Deadline: May 08, 2023 * Pediatric Mental Health Care Access (PMHCA) (Link <https://mchb.hrsa.gov/programs-impact/programs/pediatric-mental-health-care-access> ) * Description: This program brings behavioral health consultation, training, and support to pediatric primary care and other providers so that children’s mental health needs are met. * Who can apply? This opportunity is available to state and regional pediatric mental health care teams. * Deadline: May 15, 2023 ADDITIONAL FUNDING OPPORTUNITIES * Pathway Home 4 Grants (DOL) (Link <https://www.grants.gov/web/grants/view-opportunity.html?oppId=345782> ) * Description: By providing for reentry services to begin while participants are still incarcerated and to continue post-release, these projects are designed to eliminate the time gap between release from prison and enrollment into a workforce development reentry program leading to skills-based employment, to improve individuals' transition back into their communities, and to reduce recidivism. These projects will serve adults aged 18 or older who have been convicted under federal, state, or local law and are incarcerated in state correctional facilities or local or county jails with scheduled release dates within 20 to 270 days of enrollment in the project. * Who can apply? Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education; County governments; Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education; State governments; Native American tribal governments (Federally recognized); Native American tribal organizations (other than federally recognized tribal governments); City or township governments * Deadline: April 21, 2023 * Community Policing Development (CPD) – Microgrants (Link <https://cops.usdoj.gov/cpdmicrogrants> ) * Description: This program aims to develop law enforcement’s capacity to implement community policing strategies by providing funding to local, state, tribal, and territorial law enforcement agencies. When properly applied, community policing improves the identification and prioritization of community problems; builds trust and relationships between law enforcement and the communities they serve; and enables an agency to build a culture toward accountability, transparency, open communication, and mutual trust. * Who can apply? Law enforcement agencies; state law enforcement agencies; Tribal law enforcement agencies; territorial law enforcement agencies * Deadlines: May 1, 2023 (Grants.gov) and May 8, 2023 (JustGrants) * Community Policing Development (CPD) – Implementing Crisis Intervention Teams (CIT) (Link <https://cops.usdoj.gov/cit> ) * Description: The goal of FY 2023 Implementing Crisis Intervention Teams solicitation is to provide funding to support the implementation of crisis intervention teams, including embedding behavioral or mental health professionals with law enforcement agencies, training for law enforcement officers and embedded behavioral or mental health professionals in crisis intervention response, or a combination of these. * Who can apply? Law enforcement agencies; state law enforcement agencies; Tribal law enforcement agencies; territorial law enforcement agencies * Deadline: May 8, 2023 * COPS Hiring Program (CHP) (Link <https://cops.usdoj.gov/chp> ) * Description: The Fiscal Year 2023 COPS Hiring Program (CHP) is a competitive award program designed to provide funding directly to law enforcement agencies to hire and/or rehire additional career law enforcement officers to increase their community policing capacity and crime prevention efforts. Anticipated outcomes of the CHP program awards include engagement in planned community partnerships, implementation of projects to analyze and assess problems, implementation of changes to personnel and agency management in support of community policing, and increased capacity of agency to engage in community policing activities. * Who can apply? Law enforcement agencies; state law enforcement agencies; Tribal law enforcement agencies; territorial law enforcement agencies * Deadline: May 11, 2023 * Intercity Bus Security Grant Program (Link <https://www.fema.gov/grants/preparedness/intercity-bus-security> ) * Description: The Intercity Bus Security Grant helps protect surface transportation infrastructure and the traveling public from acts of terrorism and increase the resilience of transit infrastructure. This funding provides owners and operators of intercity bus systems with resources for implementation of the National Preparedness System and works toward the National Preparedness Goal of a secure and resilient nation. * Who can apply? Eligible applicants under the FY 2023 IBSGP are private operators providing transportation by over-the-road bus that have completed a vulnerability assessment and developed a security plan that DHS has approved as described in Section 1531 of the Implementing Recommendations of the 9/11 Commission Act of 2007. Eligibility for funding is limited to applicants that meet one or both of the following criteria: * Operate fixed-route intercity bus transportation providing services to one or more historically eligible Urban Area Security Initiative (UASI)-designated urban areas; and * Operate a charter bus service using over-the-road buses and provide a minimum of 50 trips annually to one or more historically eligible UASI-designated urban areas. * Deadline: May 18, 2023 * Webinars: Coming soon on April 18! See below under “Workshops and Webinars” for details. * Transit Security Grant Program (Link <https://www.fema.gov/grants/preparedness/transit-security> ) * Description: The Intercity Bus Security Grant helps protect surface transportation infrastructure and the traveling public from acts of terrorism and increase the resilience of transit infrastructure. This funding provides owners and operators of intercity bus systems with resources for implementation of the National Preparedness System and works toward the National Preparedness Goal of a secure and resilient nation. * Who can apply? Eligible transit agencies are determined based on daily unlinked passenger trips (ridership) and transit systems that serve historically eligible Urban Area Security Initiative (UASI)-designated urban areas. Certain ferry systems are eligible to participate in the FY 2023 TSGP. Ferry systems that elect to participate under the FY 2023 TSGP are not considered for funding under the FY 2023 Port Security Grant Program (PSGP). Likewise, any ferry system that elects to participate in the FY 2023 PSGP is not considered for funding under the FY 2023 TSGP. A complete list of eligible transit agencies is in the FY 2023 TSGP NOFO. * Deadline: May 18, 2023 * Port Security Grant Program (Link <https://www.fema.gov/grants/preparedness/port-security> ) * Description: This grant provides funding to state, local and private-sector partners to help protect critical port infrastructure from terrorism, enhance maritime domain awareness, improve port-wide maritime security risk management, and maintain or reestablish maritime security mitigation protocols that support port recovery and resiliency capabilities. * Who can apply? Eligible applicants include, but are not limited to, port authorities, facility operators, and state, territorial, and local government agencies. * Deadline: May 18, 2023 * Nonprofit Security Grant Program (Link <https://www.fema.gov/grants/preparedness/nonprofit-security> ) * Description: The Nonprofit Security Grant Program (NSGP) provides funding support for target hardening and other physical security enhancements and activities to nonprofit organizations that are at high risk of terrorist attack. The intent is to integrate nonprofit preparedness activities with broader state and local preparedness efforts. It is also designed to promote coordination and collaboration in emergency preparedness activities among public and private community representatives, as well as state and local government agencies. * Who can apply? The State Administrative Agency (SAA) is the only entity eligible to apply for FY 2023 NSGP funds. The SAA applies to FEMA on behalf of eligible nonprofit organizations (sub-applicants) that are at high risk of terrorist or other extremist attack. Eligible nonprofit organizations are those organizations described under section 501(c)(3) of the Internal Revenue Code of 1986 and exempt from tax under section 501(a) of such Code. * Deadline: May 18, 2023 * Tribal Homeland Security Grant Program (Link <https://www.fema.gov/grants/preparedness/tribal-homeland-security> ) * Description: The FY 2023 Tribal Homeland Security Grant Program (THSGP) is one of three grant programs that constitute the DHS/Federal Emergency Management Agency’s (FEMA) focus on enhancing the ability of state, local, tribal, and territorial governments, as well as nonprofit organizations, to prevent, prepare for, protect against, and respond to terrorist attacks. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by DHS to help strengthen the nation’s communities against potential terrorist attacks. * Who can apply? Federally recognized Tribal nations * Deadline: May 18, 2023 * Emergency Management Performance Grant Program (Link <https://www.fema.gov/grants/preparedness/emergency-management-performance> ) * Description: The Emergency Management Performance Grant (EMPG) provides state, local, tribal and territorial emergency management agencies with the resources required for implementation of the National Preparedness System and works toward the National Preparedness Goal of a secure and resilient nation. The EMPG’s allowable costs support efforts to build and sustain core capabilities across the prevention, protection, mitigation, response and recovery mission areas. * Who can apply? All 56 states and territories are eligible to apply for the FY 2023 EMPG Program funds. Either the State Administrative Agency (SAA) or the state’s Emergency Management Agency is eligible to apply directly to FEMA for EMPG Program funds on behalf of each state or territory. However, only one application is accepted from each state or territory. * Deadline: May 18, 2023 * Tribal Transit Notice of Funding Opportunity (Link <https://www.transit.dot.gov/notices-funding/public-transportation-indian-reservations-program-fy-2023-notice-funding> ) * Description: The Department of Transportation’s Federal Transit Administration anticipates announcing the availability of $8.9 million in Fiscal Year 2023 funding to help American Indian Tribes and Alaska Native Villages, groups, and communities initiate, continue, and improve transit service on Tribal Lands. * Who can apply? Eligible applicants include federally recognized Indian Tribes or Alaska Native villages, groups, or communities as identified by the U.S. Department of the Interior (DOI) Bureau of Indian Affairs (BIA). * Deadline: June 26th, 2023 * Safe Streets and Roads for All (SS4A) (Link <https://www.transportation.gov/grants/SS4A> ) * Description: The SS4A program funds regional, local, and Tribal initiatives through grants to prevent roadway deaths and serious injuries. * Who can apply? The following groups of applicants are eligible for the SS4A grant program: * A political subdivision of a State or territory, defined in the FY23 Notice of Funding Opportunity as a unit of government created under the authority of State law. This includes cities, towns, counties, special districts, certain transit agencies, and similar units of local government; * A federally recognized Tribal government; * Metropolitan planning organizations (MPOs); and * A multijurisdictional group of entities from the ones described above (select one lead applicant from group). * Deadline: July 10th, 2023 * The America the Beautiful Challenge (NFWF) (Link <https://www.nfwf.org/programs/america-beautiful-challenge/america-beautiful-challenge-2023-request-proposals> ) * Description: The ATBC vision is to streamline grant funding opportunities for new voluntary conservation and restoration projects around the United States. This RFP consolidates funding from multiple federal agencies and the private sector to enable applicants to conceive and develop large-scale, locally led projects that address shared funder priorities spanning public and private lands. * Who can apply? State government agencies, territories of the United States, and Indian Tribes are eligible to apply for all five grant categories. Non-profit 501(c) organizations, local governments, municipal governments, and educational institutions are eligible to apply for grants in categories (3) Sentinel Landscape Grants, (4) National Forest Grants and (5) Private Forests, Rangelands and Farmlands Grants. * Deadline: July 20th, 2023 (Pre-proposal due date on April 20, 2023) * Low-Carbon Building Materials for Disaster Recovery (Link <https://www.fema.gov/grants/policy-guidance/low-carbon-goals#:~:text=Under%20the%20Act%2C%20FEMA%20defines,similar%20products%20in%20North %20America.> ) * Description: The Federal Emergency Management Agency (FEMA) will announce new guidance enabling recipients of federal disaster funds to utilize low-carbon concrete, asphalt, glass and steel when rebuilding from disasters. No new federal funds are associated with this guidance. * Who can apply? Under the Act, FEMA defines eligible low-carbon materials as concrete, asphalt, glass and steel that have a Global Warming Potential (GWP) lower than the estimated industry averages of similar products in North America. This information will be reported through an Environmental Product Declaration (EPD). States, tribes, territories and local communities will have more access to cleaner materials through eligible FEMA programs as communities rebuild or take initiatives to become more resilient. This ensures communities can help advance the clean energy economy as they confront the impacts of the climate crisis. * The following programs are eligible to fund low-carbon materials through the Inflation Reduction Act: * Public Assistance * Hazard Mitigation Grant Program * Building Resilient Infrastructure and Communities * Drinking Water State Revolving Fund Announcement (Link <https://www.epa.gov/dwsrf> ) * Description: The U.S. Environmental Protection Agency (EPA) will announce ~$7 billion for states, Tribes, and territories through this year’s Drinking Water State Revolving Fund (DWSRF), $6 billion of which has been made available through the Bipartisan Infrastructure Law. This funding will support communities in upgrading essential water infrastructure and removing lead service lines. * Who can apply? DWSRFs fund a wide range of drinking water infrastructure projects. Six categories of projects are eligible to receive DWSRF assistance. These categories and examples of projects within them are: * Treatment: Projects to install or upgrade facilities to improve drinking water quality to comply with SDWA regulations * Transmission and distribution: Rehabilitation, replacement, or installation of pipes to improve water pressure to safe levels or to prevent contamination caused by leaky or broken pipes * Source: Rehabilitation of wells or development of eligible sources to replace contaminated sources * Storage: Installation or upgrade of finished water storage tanks to prevent microbiological contamination from entering the distribution system * Consolidation: Interconnecting two or more water systems * Creation of new systems: Construct a new system to serve homes with contaminated individual wells or consolidate existing systems into a new regional water system. * Clean Water State Revolving Fund Announcement (Link <https://www.epa.gov/cwsrf/clean-water-state-revolving-fund-cwsrf-implementation#annual> ) * Description: The U.S. Environmental Protection Agency will announce over $3.2 billion in Fiscal Year 2023 allotments for the Clean Water State Revolving Fud (CWSRF), with almost half of it being available in the form of grants and principal forgiveness loans. The funding will support communities in upgrading essential water, wastewater, and stormwater infrastructure that protects public health and treasured water bodies across the nation and address key challenges, including emerging contaminants like PFAS. * Who can apply? Using a combination of federal and state funds, state CWSRF programs provide loans to eligible recipients to: * Construct municipal wastewater facilities, * Control nonpoint sources of pollution, * Build decentralized wastewater treatment systems, * Create green infrastructure projects, * Protect estuaries, and * Fund other water quality projects. * Investing in Clean Energy for Rural America (Link <https://www.rd.usda.gov/programs-services/energy-programs/rural-energy-america-program-renewable-energy-systems-energy-efficiency-improvement-guar anteed-loans/wa> ) * Description: USDA will announce ~$1.45B in new Inflation Reduction Act funding for the REAP program, which is an existing program created in the 2002 Farm Bill. It provides guaranteed loan financing and grant funding to agricultural producers and rural small businesses for renewable energy systems or to make energy efficiency improvements. * Who can apply? * Deadline: The program provides guaranteed loan financing and grant funding to agricultural producers and rural small businesses for renewable energy systems or to make energy efficiency improvements. Agricultural producers may also apply for new energy efficient equipment and new system loans for agricultural production and processing. * June 30, 2023 * September 30, 2023 * December 31, 2023 * March 31, 2024 * June 30, 2024 * September 30, 2024 * Release of IRA Guidebook for Tribes (Link <https://www.whitehouse.gov/cleanenergy/tribes/> ) * Description: The Inflation Reduction Act directs over $722 million specifically to Tribal and Indigenous communities. The guidebook provides an overview of Tribal specific clean energy, climate mitigation and resilience, and conservation-related tax incentives and investment programs in President Biden’s Inflation Reduction Act, including who is eligible to apply for funding and for what activities. * Wildlife Crossings Notice of Funding Opportunity (Link <https://highways.dot.gov/federal-lands/programs/wildlife-crossings> ) * Description: The Department of Transportation’s Federal Highway Administration will publish a $125 million NOFO for the Wildlife Crossings Pilot Program. Funds will be awarded on a competitive basis for projects that seek to achieve a reduction in the number of wildlife-vehicle collisions. The primary goals of the WCPP are to save lives, prevent serious injuries, protect motorists and wildlife by reducing WVCs, and improve habitat connectivity for terrestrial and aquatic species. Reduction of wildlife vehicle collisions and improvement of terrestrial and aquatic habitat connectivity are the primary merit criteria that will be used in reviewing applications, and each of the primary merit criteria is of equal importance. * Who can apply? This funding includes $11 billion for research and development—the focal point of which will be the National Semiconductor Technology Center (NSTC), an innovation hub that will advance semiconductor technology and seed new industries built on the capabilities of a wide range of advanced chips. * Timeline: April 2023 * Airport Control Tower Grants * Description: The Department of Transportation will announce grants to sustain, construct, repair, improve, modernize, replace or relocate airport-owned towers and install communications equipment, with funding made available from President Biden’s Bipartisan Infrastructure Law. * Timeline: April 2023 * Applications for Leading-Edge Fabs * Description: The Department of Commerce will begin accepting applications for leading-edge fabs, as well as optional pre-applications. * Timeline: April 2023 * Notice of Proposed Rulemaking for 30D New Clean Vehicle tax credit * Description: The Department of Treasury publicly committed in December to release a Notice of Proposed Rulemaking for the IRA’s 30D New Clean Vehicle tax credit by the end of March. When it goes into effect, this NPRM will trigger new sourcing requirements for the critical minerals and battery components contained in qualifying electric vehicles. Requirements related to North American final assembly of such vehicles, MSRP caps, and caps on purchasers’ income are already in effect and will remain in effect following the NPRM. * Timeline: April 2023 * Urban and Community Forestry Assistance Program * Description: USDA / USFS will announce a Notice of Funding Opportunity for competitive grants for non-state entities for the Urban and Community Forestry Assistance Program. This program provides grants for urban tree planting and related activities, with a priority for projects that benefit underserved populations and areas. This will be the largest funding opportunity available from the U.S. Forest Service directly to cities, nonprofit organizations, community organizations, and universities to support urban and community forestry, improve access to nature, and improve public health by combating extreme heat in urban areas. * Timeline: April 2023 * Repairing Aging Water Infrastructure Across the Country (Link <https://www.usbr.gov/newsroom/news-release/4473> ) * Description: The Department of the Interior will announce $585 million for infrastructure repairs in fiscal year 2023 from President Biden’s Bipartisan Infrastructure Law.
