There were a handful of bad bills for counties, some very good ones, and those that we perfected along the way. There are certainly bills and budget items that remain outstanding, but, overall, counties have had a pretty successful year. Public health was supported and included in more significant initiatives, including workforce, behavioral health, and climate, demonstrating that the Legislature understands the need for more multidisciplinary approaches to these complex issues. Public health is part of these approaches. Unlike past sessions, most public health policies focused on proactive and positive policies around increasing access, health promotion and education, and increased regulations. This week, E2SHB 1181 was finally approved by both chambers. Read more <https://wsac.us3.list-manage.com/track/click?u=6943e0d4535671f24022ca02a&id=3d95e9e2f7&e=30e2d4045f> Prevailing Wage, Apprenticeships, and Small Works Roster Changes ________________________________ <https://wsac.us3.list-manage.com/track/click?u=6943e0d4535671f24022ca02a&id=2a53bf120f&e=30e2d4045f> These bills were initially discussed during the first month of the Session, and with just 10 days left, it seems appropriate to revisit where things stand with some of the changes that have been proposed for our public works procurement processes. Bills introduced this session would have required the payment of current prevailing wage on the date work is performed, expanded the definition of public works, will likely add apprenticeship utilization requirements for some projects, and will update the Small Works Roster to allow for direct contracting with certified small businesses for projects under $150,000. Read more <https://wsac.us3.list-manage.com/track/click?u=6943e0d4535671f24022ca02a&id=1689e2d497&e=30e2d4045f> Rural Sales Tax Credit Extension Final Stretch! ________________________________ <https://wsac.us3.list-manage.com/track/click?u=6943e0d4535671f24022ca02a&id=1c8eb60d7c&e=30e2d4045f> It looks like the final passage of our .09% rural sales tax credit extension bill, a major WSAC priority, will come down to the wire. HB 1267 <https://wsac.us3.list-manage.com/track/click?u=6943e0d45 35671f24022ca02a&id=62d937a475&e=30e2d4045f> has passed out of the House unanimously, out of the Senate policy committee unanimously, and finally passed out of the Senate Committee on Ways and Means on April 4. We have had good discussions with senators as to concerns they had with the bill—more accurately, concerns they have with the whole program going back years, focused on the use of funds and reporting.
