Good to see you my name is Cynthia Cohen, and I live in Port Townsend and represent District one on the County Planning Commission. 09:03:26 As you all know, so I'm on Wednesday we had a planning commission meeting to discuss the Planning Commission's recommendations to the County Commissioners for the upcoming docket. 09:03:40 2024 docket, and we have some exciting things that are gonna be coming your way. 09:03:48 And during that meeting we heard yet another update from staff talking about losing more staff. 09:03:58 Yeah. And you all know I have stood up here every year and more many times a year saying we have to fund that department differently, and you know the only people there are that are there there's a 3 month, employee training a new employee. 09:04:21 And that means to me that everybody's doing the best that they can, but they are. 09:04:29 Nobody at 3 months has the skill. This is not a Mcdonald's job. 09:04:33 Where you learn how to flip the Burgers right? 09:04:37 Because there's a chart on the wall that tells you how to do your one job. 09:04:41 This is a job that requires knowledge and skill, and I think I think the planning Commission has has agreement about the concerns we have had for a very long time, and I feel like this is the Dumpster fire that we have been warning against this is not particular directors. 09:05:06 Or managers, or employees, I don't know what your dramas about that are, but this has been going on forever. 09:05:15 As certainly as long as I've been on the planning commission, which is 8 years. 09:05:21 But as a community member much longer than that. So I don't like to hear that it's any one person's fault. 09:05:27 I think this is the natural outcome of the way that we decided to fund the Department of Community Development in Jefferson County 22 years ago, or whatever whatever whatever year that decision was. 09:05:45 Additionally, I feel the legal lot of records. I feel like the planning commission was tricked. 09:05:51 I feel personally that I was tricked something that was supposed to resolve, not solve. 09:05:58 I can see I'm already yellow, cause I'm emotional. 09:06:02 My dad told me that when he started serving he started serving his first term. 09:06:10 He went and sat with every employee in Jefferson County employee, and I don't know if that's literally true, but I know he spent a great deal of time doing that, and I'd like you to stop saying there's nothing you can do. 09:06:23 I'd like you to fix the funding problems and maybe it's time to get in there and pitch in and find out what those jobs are and find out the results of your decisions. 09:06:34 Thank you. I share probably all of your concern on this front, and have been talking with a lot of the crew at Dcd. 09:07:26 Some before they departed. Some as they were departing, some who are staying because they love their jobs and their team. 09:07:33 Yeah, and I think that's. 09:07:41 I mean, we have to trust the team that's over there, and we also have to show some leadership on their behalf, and I think we're moving in that direction. 09:07:52 There are some changes on the horizon that feel right, but when you talk about how the department is funded through permanent applications, largely, I had, I share that frustration that you know. 09:08:07 I think we need to go above and beyond that and I don't know what that's gonna look like for us as a team. 09:08:13 But I think we're gonna be talking about it a lot. 09:08:16 And I know that all of us, at least from these, when we can talk to each other, share the concern about that. 09:08:23 That team over there and from every person I've talked to they really care about the team at Dcd. 09:08:30 And feel like they have a good team, and even the people who are left there feel like they have a good team, and they're committed to training the new people. 09:08:41 And but the company issue is huge. Yeah. 09:08:46 So that's from me. I see Kate's hand up. 09:08:51 Yeah, and bear with me. I don't have much of a voice, which is why I'm not there today. 09:08:58 I am. Yeah, certainly share the concerns. That department is so critical for the you know, really, that the functioning of of this county for for businesses and homes to be able to develop and prosper. 09:09:14 And you know I I would say that every time Dcd. 09:09:19 Has requested additional funding for staffing or other needs. 09:09:23 This board has supported, them. We have never turned down a funding request. 09:09:26 In the 6 or 7 years that I have been here we have been willing to throw more resources and continue to throw additional resources at that department. 09:09:34 I don't think that it is a funding issue. 09:09:37 Think that it is a workforce issue that we're experiencing across the country, and especially in in rural communities. 09:09:45 We've also increased wages. Quite a lot. 09:09:48 The last couple of years for all of our employees, including their A. 09:09:53 Dcd. So I think it. It is really hard for rural communities to be able to bring in kind of entry level professionals, and when you have a community as expensive as ours getting those folks to move here, you know, we are hiring planners right out 09:10:15 of right out of college, which is great, and yet you know the wage that that brings in is really hard to make work, and the cost of living that we have here. 09:10:25 So it's a perfect storm of a bunch of factors. 09:10:29 But I feel really strongly and proud that we have supported that department and what they have asked for and what they've needed, and we'll continue to do so. 09:10:39 Thanks, Kate, and I'll just follow up. You know I agree with everything that all 3 of you said you. You included Cynthia. 09:10:48 I think we really we do recognize that Dcd is not just a really one of the many critical departments that we have but often the biggest interfaith that residents of the county have. 09:10:58 And so it really is kind of the the shirt tails of the county in a very real way, and we're looking for solutions to the problems and if there are many myriad problems that I think we have to deal with, I think you know we've identified some of them. 09:11:10 And they're all nested together and really complicated way, you add in collective bargaining, and on top of that, and it just makes it even more complex. 09:11:17 But I appreciate your passion in writing this ship, and well, let's keep working at it, you know it's it's not right, and that I think money is not even really the issue, as Kate says, we have responded byly to every 09:11:32 request and are are looking for solutions that will will help add a Dcd. 09:11:38 Thank you. And I just wanna bring up one of the things that I often talk about is, you know, the unfortunate case of mass shootings in this country. 09:18:48 There was another one this morning in Louisville, Kentucky, for bed, 1 one officer from the police department is in critical condition in the operating table right now. 09:18:59 Another one is injured, not as critical, but also there was a number of injured in that. 09:19:07 In that shooting we have yet to know about whether or not they used any kind of assault weapons. 09:19:14 It was at a bank, and they say that it was a workplace, violence, issue. 09:19:19 So either, someone lost their job, went back to, paid him back. 09:19:24 But there was also red flags with this individual, according to what the news said that could have prevented this if the red flag type of warnings were in place and followed up on such as you know, threats coming about whatever his issue was same thing with the tennis shooting and you 09:19:46 know. A week or 2 ago what I person went into school and shot children. 09:19:53 So you know I keep statistics on these things. We're now at about about 500 persons dead, with this latest shooting from mass shootings and almost 200 children. 09:20:10 No, wait a minute. I'm not looking at that right. 09:20:14 About 200 persons, dead, and or nearly 500 people injured in mass shootings. This year. 09:20:20 Just it's only April this year. We get more than more than one mass shooting a day. 09:20:27 In this country again. We've had 13 school shootings. 09:20:32 I'm the K. Through 12 schools, and you know we're missing out. 09:20:41 You know. The gun lobbies does its job real well. 09:20:46 And you know, there's comments about loving your guns in this country more than you do your children allowing us to go on. 09:20:53 There are laws that could be on place, you know. 09:20:56 Red flag laws. Thanks for that nature that could help, that need to be put in place anyway. 09:21:02 I just wanna bring it to everyone's attention. This country is on some other civilized countries and on a country we're we're on the list to do not visit because of our gun violence. 09:21:16 That's not a very good statement about who we are in the world, and we are the worst in the world for these individual gun violence problems and mass shootings in the you know economically well off part of the world. 09:21:34 So just wanna bring this up again. Oh, I would just say to John, I was, I don't know where it's gone, in the last 24 h, but I was really relieved to see that the Senate passed an assault weapons Ban in Washington state yesterday. 09:22:12 Are the day before. I don't know. Kate might be being our closest years to the ground in Olympia might have more information on this, but I got a note from a somebody, in Olympia that but things are moving in the right direction on assault weapons in Washington, so was grateful for that because I've 09:22:30 always thought, you know, when you see pictures of people with those I'm just always like, Oh, God! 09:22:36 So, yeah, and on Chief Black's comment about community wildfire planning, really looking forward to working through that process with them. 09:22:50 And also grateful for the collaborative nature of first responders in our community and people kind of owning their roles and their leadership in terms of first response. 09:23:02 It's just something our community values greatly. 09:23:09 Great Kay. 09:23:10 Yeah, I have to save my voice a little bit, but I can't help but I'm not weighing on the the legislation that Heidi Richard. 09:23:21 Yeah, so there's a bill that was brought forth by the Attorney General and the Governor to ban a number of types of assault weapons, and I'm sure there will be debate as to whether that list of what is now banned is the right list or not but really proud 09:23:37 of our State for joining just a very small handful, I think 3 or 4 other States in the country that have a similar ban, so headed in the right direction. 09:23:46 Share your concerns, John, and you know every time, every time there's a shooting like this, I just think it could easily be us. 09:23:53 You know my childhood best friend is in Louisville, and I think you know these. 09:23:57 Just get closer and closer to our communities, and there's no reason that wouldn't be in Jefferson County next time, and you know how we just have to do everything we can to prevent that kind of tragedy. 09:24:10 Thanks. And I'll just say when I was a kid and going to school, I did not naturally plan escape routes out of my school like I know my daughter does. 09:24:22 And other kids do and I think that there's just the the weight of that on our society is of that of that risk is really causing damage. 09:24:30 So great to hear about legislation in Washington and see the courage of some legislators in Tennessee. 09:24:39 As you know, we are going to have to do something, and that's where it starts. 09:24:41 So appreciate that. Second thing is, I was just thinking about something that Mr. 09:27:55 Hamilton just mentioned in his comments regarding and and Commissioner Dean also saying, Well, Jefferson County could be next Mr. 09:28:04 Hamilton mentioned that that his topic was about a workplace shooting, and I just want to remind you that you folks approved a courthouse security plan which specifically exempts a lot of people from any kind of screening. 09:28:22 And you know, as I pointed out in my recommendations to you on that particular policy, 26% workplace violence comes from people. 09:28:32 You know. You know it's not strangers people you work with can happen anytime. 09:28:39 So you know, every time these things happen it, you know, going postal is an expression, and it's an expression for a reason. 09:28:47 It came from someplace, so you may wanna think about revisiting that policy. 09:28:51 Thanks. 09:28:53 Thanks. I hope we don't have to find out, but there is a need to allow things to keep flowing, you know. 09:31:42 Many of the active shooters we've seen in recent months have been a real forced entry, and it weren't folks who are lawfully entering buildings that we're coming in shooting, and that's that's often the case, too. 09:31:57 So it's it's just really hard to know what to prepare for it, how to prevent any potential violence. 09:32:03 So we always hope that we are striking in the get, you know, aiming for the right target. 09:32:10 Maybe I shouldn't use a target metaphor here, but in making policy we always hope that we're getting close. 09:32:17 But there's a lot of factors at play. 09:32:19 So appreciate your input. 09:32:22 Yeah, I think, I think you guys covered it. Well, I mean, they were largely a capacity issue, too. 09:32:29 I mean, we've hardened, hardened our entrance a lot. 09:32:31 We've got other other county facilities, too, of course, that we have to take care of, but I think you know most gun violence is really a mental health issue with really devastating tools available to the public. 09:32:40 So it's working with people, and how we treat our employees and how we treat each other is a big. 09:32:49 These are all, all things, all mitigating facors. And really, you know, we count on the folks were there to hold that ship together in this time, but we might need to think about going above and beyond the call of duty. 09:41:33 Ambassador to the team, because it's choppy waters over there, to say the least, trying to be politic here. 09:41:41 But maybe I'm gonna be a little less politic and say it's in common upon us to rise to this occasion with them because they are strained. 09:41:50 And stressed, and then middle of the day, I had someone tenth of 1% vendor data reviews. 09:42:04 Just I really like attending those, because I think it was some of my first meetings as a commissioner. 09:42:10 I went to some of those as I got assigned to the Behavioral Health Advisory Committee and really got my first look at some of the work that our vendors do, and I find it really beneficial to continue going to those and hear how it's going so we met 09:42:23 with Jumping Mouse. Last time last Tuesday, and let's see who else Gabby Gifford? 09:42:34 And talking about the mobile Su. D. Clinic and inmate services. 09:42:39 I mean that and the only cap transitional housing. So the Haynes Street cottages, so that just the diversity of programs and projects that that funding is applied to in our community is astounding. 09:42:52 And the work that our partners are out there doing is really inspiring and also effective, and that these data reviews actually show the effect of of the funding that we give them. 09:43:03 So Tuesday evening was the Mrc. Committee meeting, and we met in well hybrid meetings, but a bunch of us were in person and at Kibbly Center, and we haven't quite got the the Zoom Meetings working perfectly seamlessly out there. 09:43:21 Right, then. On Wednesday we had our session to talk about the letter to the Governor and Secretary Malar regarding Hood can outbridge closures, proposing yet again some solutions that might they might consider and I hate thinking that they aren't gonna that 09:43:44 those recommendations will fall on deaf ears. 09:43:45 But I imagine some predictions that I've heard in the room this morning. 09:43:50 Her rights, so it's unfortunate. Then we are. 09:43:54 We had our strategic planning team, check-in, and we have had a ton of respons to the surveys we put out to the community. 09:44:04 I think, like 600 people. Yeah. So we've done a really good job of pushing the the survey out. 09:44:12 That's stakeholders and staff so it went out to our. 09:44:17 You know our entire staff list, which is like 350 emails and and then we had a stakeholder list that we had compiled, which was about 500 people from the community. 09:44:30 And then we asked people to push the survey out, so it'll be interesting to see the compiled results of the survey we've just been getting the date, the data on the response rates. 09:44:41 But we also been getting a little preview in some of the comments that people are sending, and not surprisingly housing is rising as the top issue of concern in our community, and affects everything we've been talking about today. 09:44:56 Finding, a new Jeff. Person getting filling positions and keeping people in their roles a Dcd, I mean every issue that we talk about. 09:45:07 You can almost tie it back to housing concerns. 09:45:10 So, and then middle of Wednesday and other vendor meeting, behavioral health vendor meeting. 09:45:19 Then Wednesday afternoon I met with a departing Dcd. 09:45:22 Staff member to talk about their transition and their time with Dcd. 09:45:27 And just underscore everything I just said a couple of minutes ago, and we heard from Cynthia earlier then had a Jefferson transit Finance Committee meeting in the afternoon, and finally a Northwest States Commission Conference Planning Committee meeting. 09:45:49 I raised my hand to help with that from my role as a Mrc. 09:45:53 Member here, and then I was out on Thursday and Friday, very much needed reset, and there was something oh, but in the midst of me being gone, I was getting tons of emails and texts about the Trust Land transfer Bill passed on Friday, so great for good news and a ton 09:46:15 of work. I have never I guess I've never flown as close to a piece of legislation as I have to this one end I just sent an email to everyone this morning saying, this, this is the best use of the longbow metaphor I like to use of you know, always have to 09:46:30 all be growing together in the same direction for a boat to get anywhere and through the chaos and the choppy waters of the House Bill, 1460. 09:46:39 Journey the ship may it, to harbor so that's great news. 09:46:43 Yeah, so I think. 09:46:45 And Heidi, are you? Are you happy with the bill where it ended up? 09:46:48 Much better than it. There. There were moments where I was like. 09:46:54 Why did we even work on this bill? So I a lot of them ending. 09:46:57 And ramending and ramending. Give us a quick. 09:47:04 The elevator pitch about the final bill so it's a it's a bill to put the trust land transfer program, which is a program within the Department of Natural Resources which allow them to move unproductive assets out of the timber base into a conservation status most 09:47:24 commonly the Dnr natural areas program. And that program, the trust and transfer program, since it was founded in 1,989 has always been funded by a budget proviso. 09:47:36 It's never been in statute. So this bill puts the program in statute and defines how it can be used. 09:47:44 And the biggest concern over the course. From my perspective over the course of the legislative session was the some of the interest groups, principally the forest products industry wanting to narrowly defined the lands that could be transferred. 09:48:06 Using the mechanism, and we went through a year and a half sitting on the subcommittee with the forest products in industry, talking about how we would use the program came to unanimous agreement and then there's we get the bill start moving through and they keep trying to put more 09:48:23 constraints on what the work group had agreed to, and it was. 09:48:29 It came down to our legislate. It came down to our Senator Kevin Mandela, working on those amendments, and you know it. 09:48:40 It was interesting because it was we'd see this amendment come, and then we'd be like no, we've got to do this way, and it was very. 09:48:48 It was a back and forth conversation through through the Senator's office, and I feel like Paul. 09:48:55 Joel was there it was, had a seat right at the table, and was very as he is very good at bringing multiple voices to legislation. 09:49:04 And so I felt like it was a good coalition in the end, but it was because we weren't necessarily talking to each other directly. 09:49:13 It was a little bit sideways getting there. 09:49:18 Felt like a little bit like screaming into the finish. 09:49:21 But in in the long run it does. 09:49:26 The program is allowed to be used for a diversity of the kinds of lands that Dnr. 09:49:34 Might consider encumbered by elevation, by shoreline issues, by no Tim, no revenue producing assets on the lands. 09:49:48 So it's it's so. It's a good piece of legislation, and I'm really proud of the diversity of the groups that came together to get it to the finish line. 09:49:56 But I've like I, as I've said. 09:50:01 As I said, I've never been as close to something like this and I've never been quite in the sausage recipe like I was so I'm a little bit I'm like huh! 09:50:12 God, I mean, yeah. Their answer is chair of the Capital Budget Committee, and he put in about 24 million dollars for the program, and we're hoping that the program comes out at that level because at 10 million it doesn't even get through devil's Lake which is the number 09:50:51 2 project on the list, and that's the project in quil sign. That's been on the list for about 12 years. 09:50:56 I think. So we just want to get this backlog of projects that have been sitting on the trust land transfer list for decades funded and start over with a new program that has a lot more is a lot more robust and has has basically we'll have a manual much like the our co programs do. 09:51:15 Yes, and did I hear the carbon bill died? 09:51:21 I heard it was gasping for air, and I don't. 09:51:25 I don't know the final outcome, but you might know more than me on that one. 09:51:30 Yeah, I think Friday at the No. Was that call? Much, much of my week was hijacked by Covid in the house, but I was able to work quite a bit with our fairground stakeholders. 09:52:25 Although I did have to cancel the meeting scheduled for last week. 09:52:31 For fear of spreading Covid and the as fate would have it, I didn't end up coming down with Covid until yesterday, which means the rescheduled fairground meeting is this week, and might be looking to one of you to see if 09:52:50 either of you would be available on Wednesday night to represent the county at that meeting it's at 6 30 at the fairgrounds, and we do have a proposal and a subcommittee that's worked very hard on that's proposal to present to the all the 09:53:07 stakeholders. So we can talk about that later. But just want to plant that seed, but spent a lot of time last week trying to. 09:53:13 Can get this grand compromise. 09:53:15 Completed, which is mostly done. Still few things to hammer out, but getting pretty close. 09:53:25 Let's see another kind of sticky with it. 09:53:32 Spent some time dealing with last week. Successfully get put to use here on the Peninsula, and so I think she's Kelly was very frustrated that she wasn't able to develop the kind of programs she wanted to develop. 09:54:10 So there's there's some hurt feelings going around, and some strong opinions about how we can better be accessing those dollars and putting them to use. 09:54:22 And so so stay tuned. It's I think it might he up a little bit and tend to shepherd a bit of a process there. 09:54:33 Let's see, I was not able to go to Senator Mary's community round table on Wednesday afternoon. 09:54:41 I was sorry to miss that she met with a number of leaders across the Peninsula. 09:54:46 And again I was just a little concerned about Covid in the house. 09:54:52 Thursday had a Economic Development Council meeting, and so that Edc. 09:54:58 Is, you know, still still working on stabilizing financially, but doing a good job. 09:55:05 They've got a good staff team, strong board and feels like things are starting to gel there, really nicely under Cindy strong leadership. 09:55:17 Of course, had a ongoing onboarding with the State Board of Health and a lot of issues will be coming to the State Board of Health of great interest to Jefferson County, we've all been eagerly awaiting the new onset. 09:55:34 Septic rule, which is taking longer than they anticipated, but that we will be kind of finalizing that this year, probably by fall, and then also quite a bit of shellfish regulation is coming up on our agenda next. 09:55:49 So that'll be interesting. Friday attended the Wasac legislative call good to get an update on a few bills that are still alive. 09:56:07 Some progress there with our point O. 9 Bill. 09:56:12 There were some amendments that were added and heard at the last minute, which did get it out of send it ways and means. 09:56:21 And so it is waiting on the rail in the Senate, and apparently there are a number of texts. 09:56:27 Bills that they're wanting to pushed through all at once, so say it will be kind of down to the wire. 09:56:34 We hope they get to them. And so, in the position we've been in a number of times. 09:56:40 The amendments were related to reporting Hi Marilyn, which is a concern we've heard and been trying to address the behavioral health Network Adequacy Bill did pass out of both chambers, and so was ex feeling good about that the Federal fund 09:57:01 exchange is included in for transportation dollars is included in both the house, and to see a budget, so that just to go through the main priorities that last second, I think I covered them all. 09:57:14 Oh, then the jail jail proviso for study. 09:57:16 That's still in disagreements Senate version of the budget funded that fully. 09:57:24 House Virgin did not, and so, still working on, trying to. 09:57:27 Convince folks in the house that if we want to modernize jails to really talk about the services that they provide and the facilities we need in order to do that kind of rehabilitative justice that we want to do that our current jails do not allow for that so 09:57:44 if you have an opportunity to talk to our members of the State House. 09:57:47 That's an important talking point, Darren sure has been a sticking point in. 09:57:54 Yeah, so that was mostly my week. No, it's been yeah, fairly quiet. 10:00:50 I think people cut me a break when I'm filling in so so that's good, because, you know, we've got plenty going on in public works. 10:00:59 My normal job with the sewer and solid waste, and marks and roads and everything else. 10:01:06 So you know. Course, roads were preparing for the summer's chips seal season will be opening bids today for some of those products, but the crew they go through a fairly methodical list to address a number of issues along the roads prior to chip sealing broadcasting patching things 10:01:29 like that we try to be, you know, a year ahead, on our patching programs. So you know, we did a lot of work on Coil Road last year in preparation for this summer's chip seal out there. 10:01:43 For example. So there is a a method to the whole approach. 10:01:48 There! 10:01:51 Solid waste. You know we continue the process of working with a stakeholder group on on a future capital facility, improvements or relocations to address the the capacity issues there, and aging that facility probably gonna have a workshop with the board next week. 10:02:19 or whenever we can schedule it in the near future. 10:02:21 On the fee structure. That's solid waste. 10:02:24 So that'll be yeah coming up. I know we were. 10:02:31 Being encouraged to do a. The public works, annual work plan, workshop with the Board. 10:02:39 But after discussion with Mark, felt like public works, was going to be in front of the board. 10:02:44 A lot this year with issues ranging from solid waste to sewer, to road transportation improvement program. 10:02:53 Things like that. So it seems like we have a lot of opportunity to again in front of the board and talk about our various programs, and what we're doing. 10:03:03 And of course, members of the Board participate in the solid waste pisory committee and the Park and rack advisory committee, as well. 10:03:11 So! 10:03:13 Sewer. As you know we receive bids for the kind of the site work, earthwork phase on that project, and we got very favorable bids from some local bidders. 10:03:27 We'll be working to award that contract to the low-bidder in the coming weeks, and then that project will occur all this summer. 10:03:39 We gave them, you know, lots of time to work to build some flexibility into the schedule, which helps get good bids, as contractors need to do multiple jobs at the same time and be able to. 10:03:51 They have the same I don't know about the same. 10:03:53 They face staffing issues as well in the contracting world, and there's a lot of work going on out there. 10:03:59 It's hard to find, you know, people to do all these projects. 10:04:05 But you know we got favorable, favorable bid from a Port Townsend based contractor that we're all familiar with. So tell us who it was. 10:04:21 And but we had some good bids from other local contractors, as well. 10:04:26 Yeah, but kudos, on splitting up the project so we could use leverage. 10:04:32 Those local bidders. So the plan for the sewer will be this fall to bid out the major sewer, wastewater treatment, plant work, and then post on the heels of that more of the collection system out in the streets. 10:04:51 There's a lot of work going on right now that, and not many months ago it was just me and a part-time person, Bob Wheeler, and we're very lucky now to have a right away person working with us. 10:05:06 I mean, I feel like all these staffing fines or higherres have come at just in a nic of time. 10:05:17 You know, we need a number of easements for the sewer, and we have, and we also have a full-time engineer, 3 working with us on the sewer project now, and he's doing great work still looking for additional help. 10:05:31 Because trying to put out 20 million dollars where the work before December 2024 is. 10:05:37 Not easy, and that's our deadline to get that state appropriation. 10:05:44 At least obligated. We don't have to finish the work, but we have to have the all the contracts signed for doing things so we're trying to get most of that obligated this year. 10:05:57 In between like I said, the waste water treatment plant and the collections system itself, and then also the connections to some of the individual properties. 10:06:10 And you know each that's the smallest amount of work dollar wise, but probably the biggest amount of work time wise because you're working one on one with each property owner, which one's a broad. 10:06:22 Each one's a project, you know, and it's complicated hooking up existing buildings to, you know, new sewer infrastructure. 10:06:30 They weren't designed around a sewer so often. 10:06:35 Building drains and drain fields are in the back of a building but the sewers now in the front of the building, so you have to bring it around, using the the low pressure sewer system that we're using that with the grinder pumps is actually kind of helpful 10:06:51 that way, because with more flexibility and routing and don't have to slow the pipe continuously downhill, and things like that adds the complication of having to connect to the building's electrical system that you know obviously you don't have with a gravity sewer 10:07:10 so a lot of work to be done there. What are the pieces of capacity that you'll be looking to add to the sewer team? 10:07:16 More engineer project manager, someone to take over a lot of what I've been doing, which is overall project management and. 10:07:31 Again. Just the amount of work out there is tremendous that we have to do. 10:07:39 We are making some well over the course of the summer. 10:07:42 We'll be finalizing the design of the wastewater treatment plant and the collection system. 10:07:53 Given, the the funding picture is, it looks now, and in the way we think bids will come in. 10:08:02 We're making some improvements to the design to make it a better, better project. 10:08:06 Putting rough over the over. The to cut costs back in the day when we had no money and no pandemic and no money on the horizon. 10:08:21 Maybe. And now that the funding pictures improved, we're going back and adding some features that will make it, you know, a better project that's more friendly to own and operate, but also cheaper to operate. 10:08:34 And I mean a roof over it will be cheaper to operate long term, because it'll maintain the the the asset right? 10:08:45 But we I went out to Port Gamble. Their waste water treatment plant with Bob like over a year ago, but we walk into this building and I'm brand new to the team right? 10:08:59 And I'm like, are we gonna have a building, Bob? 10:09:00 And he's like not in the plan. And I'm like, I think we need a building or something, because it's a huge, and once you look at the apparatus it's a huge complex apparatus, you just want it's like a spaceship and and 10:09:17 then not building it, putting it in a garage, you know, doesn't really. 10:09:22 But they do, install a lot of those units outdoors, but roof is always highly recommended, it's an improvement totally makes sense. Yeah. 10:09:38 So some things like that to, you know, we had cut things desk, I mean, we were cutting it down to. 10:09:41 We didn't even have asphalt on the road going into the plan. 10:09:42 Now now we do. We are adding sledge thickening to reduce the amount of hall we have to do of the biosolids. 10:09:52 We're adding odor control. Prior to this, we are going to rely on our large buffer and surrounding property. 10:10:00 But we have the funding to include that now in the in the plan. 10:10:08 So all that work has to be done this summer by our consultant, and to finalize the design. 10:10:16 And then the collection system, fairly simple. Out in the county roads. 10:10:20 But a little more complicated along the State highway. There, with their requirements in the room we have to work in. 10:10:27 So we've been working with the adjacent property owners on easements and it doubles as a opportunity to really talk to these property owners that will have sewer service. 10:10:41 You're trying to avoid the State highway, whatever as much as possible. 10:10:45 Yeah, we still have to cross it a number of times, and our ride away. 10:10:48 Person's been working with the dot on those requirements. 10:10:54 Alright! 10:11:00 Parks, busy as always. That was a great a new way to take care of the aging call works for us. 10:18:39 Aligning them with the cured in place. 10:18:43 By product of heavy, thick fiberglass. It's like a boat hall. 10:18:47 It's about a half in quarter to a half inch thick, cured inside the pipe works. 10:18:52 Really? Well, it's a structural solution, doesn't help when your pipe is deemed to be a fish passage barrier, which is, most of them. 10:19:03 But for those pipes where you don't have fish use, and there are a number of them. 10:19:09 Why, why can't it be used for efficient? Because most of the pipes are Dean to be too small? 10:19:16 And then their velocity barrier, and then, once the velocity becomes excessive in those pipes. 10:19:22 During winter flows, they typically dig a scour hole at the outlet. 10:19:27 So then you have a drop as well, and those pipes, but there's still a lifetime supply of pipes that we could do with geared in place. 10:19:37 Pipe and one of our engineers is out. 10:19:43 Evaluating which pipes we can do, and discussing with the permitting agencies primarily this wildlife, you know, finding out which ones they'll agree to, let us do with that methodology. 10:19:57 So, and I remember in the consent agenda item, it was listed as like the actual application of it was a little less than $200,000 was that for a certain number of pipes, do you know or how may I how I guess how does the price relate to you know kind of like the work we're doing on 10:20:12 Snow Creek, where it's excavation and replacement right? 10:20:19 So we lined a pipe under Oak Bay Road. 10:20:22 It was with the last, you know. It was in November, December last year. 10:20:28 With this methodology, and it cost us about $60,000 to do that work. 10:20:35 It took one day. And to dig that pipe up would have probably cost a couple 1 million dollars plus. 10:20:45 We would had, you know, obviously, months of traffic impacts and had to relocate temporarily utilities as well that pass above that pipe. 10:20:56 So it's it is very cost, effective. 10:21:02 I mean, we ended up doing about 300 little over 300 feet of pipe for $100,000. 10:21:09 So you know, it's. 10:21:14 It's pretty pretty cost effective that way. Versus digging them up. 10:21:20 Of course we don't have that option. It's Snow Creek, because the pipe is you know, that's 200 sized already. 10:21:29 The main issue. There we have repeatedly had plugging issues at the inlet of that pipe with debris and stuff and creates a very dangerous situation. 10:21:38 So we're putting in a much larger pipe. There. Also the funding that we received is is tied to a pipe up sizing as well. 10:21:53 That cured in place pipe we would, but we have a number of other really deep culverts out there, where, if we can avoid the fish passage issue, it'll save us a lot of money doing that so it's great product really one of your staff our staff from public 10:22:14 works. 10:22:17 John Bruce, Patterson figured that out. Our team, much like the the staff member that Monty just referred to we've got some really creative problem solvers that were able to get us back in line in that respect. 10:24:05 Last week. Is this real? What are the currently we have leave policies in place for Covid? 11:05:15 What, how does this change that, or does it? 11:05:20 The previous temporary policy included a masking requirement at first, and then it was a masking recommendation that's been, that is, no longer in force. 11:05:32 There was also the recommendation for vaccination, and that is no longer in the current policy, or would no longer be depending on board action. 11:05:42 The prior policy included temporary paid leave 40 h of admin leave for any employee who had covid, and up to an additional 40 h for those employees who could not work remotely, and it included Covid prevention measures which were and improved 11:06:09 Hvac filtration systems and improve ventilation in offices as well, and that was for Covid Prevention. 11:06:18 And I think that items like ventilation, and you know how close we get to people and how we these are all aspects. 11:06:31 I think of Covid that will remain just in terms of our health and community health and health within work here at the county, and of course, anyone who wanted to would always be able and welcome to where a mask, if they felt more comfortable wearing a mask it just would not be included in a 11:06:51 policy is that some of these policies are are going away. 11:06:58 Can I just, I guess, drill in a little bit on? 11:07:02 Stick on in the, you know. Sip means a lot of different things of course, I mean infectious diseases. 11:07:07 If, I mean there's all sorts of things I don't know. It's just. 11:07:10 It's hard to parcel little bit, and there's I mean, as we go forward. 11:07:15 If you have a bit of a head cold, do you stay home? 11:07:20 Is that sick? Well, there's no, there's no clear rule on that, and I think that an individual has to be responsible for themselves and what they are bringing into work. 11:07:36 But there's no rule hard and fast on something like that. 11:07:40 Other. The county does in our personnel manual have already is sick. 11:07:46 Leave policy and basically an employee can take off. You know, off a few days if they're sick, and in fact, we want employees to stay home because we want them to be better and not bring illness to work. 11:07:59 But we there's no rules about when what if you have this? 11:08:05 And yeah, what the threshold is. But I guess I there's no mention of masking at all. 11:08:13 And you know, if you have a little bit of a cold or something, and you come to work, I guess we hand washing, which was there in the beginning, and proved not to be really a very necessary mitigation for Covid is still here, but masking is not his absence entirely and i'm just wondering 11:08:30 if mentioning how masking can be used a source control for any infectious diseases as well as protecting folks, still belongs in their hand. 11:08:42 Washing does the mitigation that's available to staff. 11:08:44 And we want them to know that they can use it right. 11:08:47 Yeah, I mean that it is another area where information it would be available to staff say, Hey, this could be helpful and protecting oneself. Yeah, I think it would. 11:09:08 It would be great to include a a sentence in there that we encourage employees to mask. 11:09:16 If there's a question of illness or I don't feel informed enough to come up with the exact wording. 11:09:26 You know it's not just necessarily respiratory diseases, but I think, having, you know, helping to contribute to a culture where that is a really acceptable thing to do, that people don't look at you funny if you choose to mask. 11:09:42 I would like to, you know, ensure that we keep some normalcy around masking, because of what we've learned the last few years. 11:09:53 And certainly putting a couple of sentences in a policy that you hope people read carefully, as no assurance that that will happen. 11:10:02 But I would love to add a sentence or 2. 11:10:20 I've noticed that when I put on a mask and dense like packed places right I'll put on a mask and cause I did get Covid, as people well know. 11:10:34 Now in February, and I was, you know, otherwise had never gotten in and completely healthy, and I went to a conference, and I was in a room with 4,000 people, and I'm like, Yeah, I probably should have been met better about masking at that event. 11:10:47 But I wouldn't want people to feel uncomfortable if they masks. 11:10:52 So I think, supporting that personal decision to mask is something that would that well, here, can I ask Sarah, if we repeal the the 2 resolutions? 11:11:05 But then worked a little bit more on. Wanna just try one more time and say that the Cochrane Review did find no randomized, controlled trial evidence for source control that the masks actually are effective in preventing viruses from infecting others. 11:15:23 Afterwards there was pushback, and not the authors of the reports, but some bureaucrat, or whatever at the Cochrane Review, you know, basically issued a clarification statement saying that they were concerned that people had misunderstood the report and that the report had not addressed the possible 11:15:44 efficacy of masks to protect oneself, but did not deny that the review had shown that there was no actual evidence from randomized, controlled trials. 11:15:56 That source control was effective. You know. So I do feel like, for you know, I mean so I don't really love that idea of sort of being putting out in some kind of you know, we know that masks are effective for source control. 11:16:12 So we encourage employees to wear masks, you know. 11:16:15 I don't think we know that, and if anything, I think we have every reason to believe they offset. 11:16:21 So that said, I really do appreciate the idea of personal choice. 11:16:25 People should be able to feel comfortable, to wear masks if they feel that that they are effective for source control. 11:16:33 If that's their opinion, or if they want to protect themselves, and they think they're wearing it in the right way. 11:16:39 So I you know one of the problems I've things in the last few years that has really disturbed me is, you know, what is health? People make their own dietary choices, their own choices about everything. 11:16:52 About their bodies, but instead, it feels like it's been replaced by public health, and I understand there's a role for public health, you know, in sanitation and so on. 11:17:02 But to a large extent health is a collection of private choices, and so people should be able to make their private choices, and I so I'm glad things are no longer mandated. 11:17:13 But even the way of of public pressure.
