HomeMy WebLinkAbout012523M F��SON atYofort Townsend %`SFIING`tO� MINUTES HOUSING FUND BOARD Regular Meeting — January 25, 2023 at 2:30 p.m. Commissioners' Chambers, Jefferson County Courthouse 1820 Jefferson Street, Port Townsend, WA 98368 (Hybrid) CALL TO ORDER: Chair/Jefferson County Commissioner Greg Brotherton called the meeting of the Joint Jefferson County/City of Port Townsend Housing Fund Board (HFB)to order. Members participated in the meeting remotely and in-person. The following HFB members participated in the meeting: Vice Chair/City of Port Townsend Deputy Mayor Amy Howard, Jefferson County Commissioner Kate Dean, and Member Peggy Webster. City of Port Townsend Councilmember/ Member Aislinn Diamanti joined shortly after the meeting began. APPROVAL OF MINUTES: Member Dean moved to approve the Regular Meeting Minutes of December 28, 2023 as presented. Vice Chair Howard seconded the motion. Chair Brotherton called for a vote on the motion. The motion carried. PUBLIC COMMENT PERIOD: Chair Brotherton called for public comments, and one comment was received. There was a brief discussion regarding Housing Fund Board vacancies. COMMITTEE UPDATES: • Community Conversation Committee/Coordinated Entry Advisory Board(CEAB): Chair Brotherton provided information on the committee. They will hold a hybrid meeting on February 10, 2023 at 10:00 a.m. in the Courthouse to set a path for process. He noted it is a subcommittee meeting of the Housing Fund Board, and therefore not an open public meeting, but the public is invited to attend. He added that the Department of Commerce may conduct a training on the CEAB in March, 2023. Peninsula Housing Authority, Bayside Housing, OlyCAP and Dove House plan to attend the training session. Chair Brotherton asked for volunteers to assist with a survey on this and Vice Chair Howard and Member Dean indicated they could help. UPDATE re: HOUSING FUND BOARD VACANCIES: Chair Brotherton recapped conversation from the public comment period responses regarding the vacant positions. Robert Davis resigned from his 3-year term which ends in 2024, and Anya Callahan's 1-year term expired December 31, 2022 and she did not seek to renew her term. An advertisement is published seeking candidates and the HFB will review applicants during the next meeting on February 22, 2023. He urged people to share the news with everyone. NEW BUSINESS: • Point-In-Time Count: Chair Brotherton stated that as a rural County, we get 10 days to figure out which individuals were unhoused on Thursday, January 26, 2023. 1 Housing Fund Board—Meeting Minutes of December 28, 2022 FUTURE AGENDA ITEMS: HFB members discussed the items below that they would like to delve into further at a future meeting: o HB1277 o 2023 RFP Process—aligning 1590 and 148/149 RFPs o 5 Year Plan Committee o Reserve Funds Policy o Survey o Data and definitions; Chair Brotherton will bring forward at the next meeting o Needs assessment o Kearney St. Apartments; might possibly be moving away from low-income housing o Status of housing vouchers PUBLIC COMMENT PERIOD: Chair Brotherton called for public comments, and three were received. CLOSING REMARKS AND NOTICE OF ADJOURNMENT: Chair Brotherton adjourned the meeting at 3:50 p.m. until the next regular meeting or special meeting as properly noticed.
