Vice- Chairman Margaret Taylor was absent. APPROVAL OF MINUTES Chairman Gillette moved the approval of the Regular Meeting Minutes of March 28, April 6, April 11 and April 13, 2023 to a future meeting. REVIEW OF ASSESSMENT CORRECTIONS AND PETITIONS WITHDRA.WLS: The Board reviewed the following withdrawals: James A. & Marcia C. Krell, BOE 22-60-R, 968 600 031; Edward & Christina Orton, BOE 22-35-R, 990 603 200; Margaret Johnson and Carol Denise Algie, 22-53-R; no action is required. DETERMINATIONS Per Open Public Meetings Act, as Outlined in RCW 42.30.140(2)the Board of Equalization met in CLOSED SESSION. The Board began CLOSED SESSION deliberations at 10:03 a.m. At the conclusion of the deliberations the Board resumed the regular meeting at 11:00 a.m. and the following actions were taken. Catherine K. Burhen, BOE 22-28-R 984 600 106 507 Taft Street Port Townsend,WA. 98368 The Board of Equalization held a hearing on April 18, 2023. After reviewing all the information submitted, the Board concurred that the appellant did not present clear, cogent, and convincing evidence necessary to overcome the presumptive correctness of the Assessor. The Board of Equalization decided to adjust the Assessor's valuation of$581,930 by $68,670 which was the Appellant's bid for extensive roof replacement that includes replacement of upper windows, venting and insulation, as a cost to cure. Chairman Gillette moved to overrule the Assessor's original valuation and make adjustment for the previous stated cost to cure resulting in a net assessed value for the property of$513,260 ($370,000 for the land and $143,260 for the improvements). Vice-Chair Taylor seconded the motion which carried by a unanimous vote. (See also minutes of April 18, 2023) Matthew Radley & Heidi Sukert BOE 22-30-R 926 115 603 133 S. Board of Equalization Meeting Minutes —April 20,2023 Page: 2 After reviewing all the information submitted, the Board concurred that the appellant did not present clear, cogent, and convincing evidence necessary to overcome the presumptive correctness of the Assessor. Chairman Gillette moved to sustain the Assessor's valuation of$516,919 ($86,900 for the land and $430,019 for the improvements). Member Raab seconded the motion which carried by a unanimous vote. Ellis BOE 22-31-R 984 903 601 Jeffrey & Diane Ellis Family Trust 510 N Street Port Townsend,WA. 98368 The Board of Equalization held a hearing on April 18, 2023. After thoughtful consideration the Board finds that the Appellant did present the clear, cogent, and convincing evidence necessary to overcome the presumptive correctness of the full value originally established by the Assessor. Chairman Gillette moved to sustain the Assessor's valuation of$699,435 ($250,000 for the land and $449,435 for the improvements). Vice-Chair Taylor seconded the motion which carried by a unanimous vote. (See also minutes of April 18, 2023) ADJOURNMENT Chair Gillette adjourned the meeting at 11:55 a.m. until the next regular meeting or special meeting as properly noticed.
