Two co-chairs will be chosen from among its legislative members. The task force will identify: a) Strategies to increase the diversity and supply of affordable, attainable housing at all income levels; b) Reforms to land use and zoning laws to increase and diversify housing choices; c) Strategies to address government actions and requirements that may increase housing costs or prevent supply from increasing to meet demand; d) Federal, state, and local partnership opportunities to increase and preserve affordable housing; e) Actions to expand the state's construction workforce; and f) Other subjects that the task force identifies as root causes or barriers that have made housing inaccessible and unaffordable throughout the state. Requirements: * 1 County Elected Official from Urban County * 1 County Elected Official from Rural County Meeting Schedule: To Be Determined Learn More and Apply <https://wsac.us3.list-manage.com/track/click?u=6943e0d4535671f24022ca02a&id=179a4b359c&e=03d5c964a3> MRSC/JTC State-Local Partnership Study $300,000 of the motor vehicle account—state appropriation is for the joint transportation committee, from amounts set aside out of statewide fuel taxes distributed to cities according to RCW 12 46.68.110(2) <https://wsac.us3.list-manage.com/track/click?u=6943e0d4535671f24022ca02a&id=2aecf335ea&e=03d5c964a3> , to contract with the municipal research and services center to convene a department of transportation-local government partnership work group to create a procedure in which the department of transportation can partner with a local jurisdiction to perform preservation and maintenance and construct projects on state highways. The work group must make recommendations of how the department of transportation could better work in partnership with local jurisdictions to ensure that roadway construction projects can be performed when funds are made available in the omnibus transportation appropriations act even if the department of transportation does not have the capacity to be the project manager on a project and a local jurisdiction is ready, willing, and able to implement the project within the time frames envisioned in the omnibus transportation appropriations act. In developing its recommendations, the work group must consider, at a minimum: (i) Differing roadway and construction standards between state and local agencies; (ii) Revenue, reimbursement, and financial agreements between state and local agencies; (iii) Differing procurement processes between state and local agencies; (iv) Liability; and (v) Other issues as determined by the work group. The work group must submit a preliminary report, including any recommendations, to the office of the governor and the transportation committees of the legislature by December 15, 2023. The work group must submit a final report to the office of the governor and the transportation committees of the legislature by July 1, 2024. Requirements: * 1 County Representative with Population 100,000-400,000 * 1 County Representative with Population More than 400,000 At least 1 of these representatives must have public works contracting experience. At least 1 of these representatives must have public works project management experience.
