MINUTES
Regular Meeting — May 22, 2023, 9:00 a.m.
Jefferson County Courthouse— Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA (Hybrid)
CALL TO ORDER: Chair Greg Brotherton, Commissioner Kate Dean and
Commissioner Heidi Eisenhour participated in the meeting. Chair Brotherton called the meeting to order
at the appointed time.
PUBLIC COMMENT PERIOD: Chair Brotherton called for public comments, and
three comments were received. The Commissioners addressed the comments.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Eisenhour moved to approve the items on the Consent Agenda as presented. Commissioner Dean
seconded the motion which carried by a unanimous vote.
1. HEARING NOTICE re: Proposed Ordinance Relating to County Fee Policy and Requirements;
and the Department of Public Works, Parks and Recreation Division Fee Schedules; and
Amending Title 3 JCC, Title 12 JCC, and Appendix Fee Schedule; Hearing Scheduled for
Monday, June 12, 2023 at 10:00 a.m. in the Commissioners' Chambers at the Jefferson County
Courthouse, 1820 Jefferson Street, Port Townsend, Washington(HYBRID)
2. AGREEMENT, Amendment No. 1 re: Provide and Enable JefflCOM SFY23 Wireline and
Wireless Basic Operation for E911; Additional Amount of$21,690 for a Total of$141,497;
JeffCOM911; Washington State Military Office
3. AGREEMENT re: Participation in Washington's Medicaid Health Options Provider Services to
Individuals Enrolled in Benefits Plans;No Dollar Amount, Fees for Services Only; Public
Health; Community Health Plans of Washington
4. AGREEMENT, Amendment No. 12 re: 2022-2024 Consolidated Contracts; Additional
Amount of$21,218 for a Total of$4,372,194; Public Health; Washington State Department of
Health(DOH)
5. AGREEMENT,Amendment No. 5 re: Provide Scholarships and Assist with General Funding
for the Community Summit Conference; Additional Amount of$2,128.87 for a Total of
$29,450.12; Public Health; WISE
6. Payment of Jefferson County Payroll Warrants Dated May 19, 2023 Totaling $90,606.95
(Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager
are retained in the Jefferson County Auditor's Office.)
7. Payment of Jefferson County Vouchers/Warrants Dated May 15, 2023 Totaling $663,339.20
(Records of all claims submitted for payment along with vouchers approved by the Board of Jefferson County
Commissioners are retained by the Jefferson County Auditor and Public Works Department.)

COMMISSIONERS' BRIEFING SESSION: Commissioner Dean discussed recent
meetings she attended. All three Commissioners discussed miscellaneous topics.
PUBLIC COMMENT PERIOD - Continued: Chair Brotherton called for public
comments, and one comment was received.
COMMISSIONERS' BRIEFING SESSION - Continued: The Commissioners
continued discussing recent meetings they attended. Some miscellaneous topics discussed were
Washington State Department of Transportation (WSDOT) Hood Canal Bridge closure communication
discussed, Grants Administrator position, KPTZ County Connections radio segment, and the
Rhododendron Parade. Chair Brotherton shared a video regarding our Search and Rescue team.
PRESENTATION re: Update on Mineral Resource Land Overlay (MRL) for Miles
Sand and Gravel (MLA2021-00019): Department of Community Development(DCD) Director Brent
Butler, Deputy Director Josh Peters, and Associate Planner Joel Peterson were present for discussion.
Associate Planner Peterson explained the Comprehensive Plan Amendment Proposal which consists of
applying for a 200-acre Mineral Resource Land (MRL)overlay to Wahl Lake Extraction Area. He
answered questions posed by the Board.
Chair Brotherton called for public comments, and two comments were received. The Commissioners
thanked Associate Planner Peterson for the presentation.
The meeting was recessed at 10:27 a.m. and reconvened at 10:35 a.m. with all three
Commissioners present.
COMMISSIONERS' BRIEFING SESSION- Continued: The Commissioners
continued discussing recent meetings they attended, miscellaneous topics, and reviewed upcoming
meetings. Chair Brotherton requested $1,000 in web-connected real-time air monitoring devices for
schools and libraries, for public health. County Administrator Mark McCauley will work with Chair
Brotherton on his request. The Commissioners discussed various topics, including Salish Opioid
Abatement Council approval process, which will come before the Commissioners for approval at a
future meeting.
Chair Brotherton shared a song he created using Al. The Commissioners continued their briefing session
and reviewed upcoming meetings.
HEARING re: Washington State Community Development Block Grant(CDBG)
2023 General Purpose Grant for the Early Learning and Family Support Center Project; In the
Matter of Certification of Compliance for CDBG General Purpose Grant: Finance Manager Judy
Shepherd provided the introduction to the hearing. Olympic Peninsula YMCA Executive Director
Wendy Bart was present to give the presentation. She reviewed the 2022/2023 childcare needs, and lack
of available childcare. Simon Little from Studio STL in Port Townsend shared the proposed design for
the new facility. The following individuals were also in attendance and provided comment: Jefferson
Healthcare Dr. Molly Parker, Port Townsend School District Superintendent Linda Rosenbury, and
Grants Administrator Michael Mark.

Finance Manager Shepherd explained that this is a general purpose grant, which is different than CDBG
grants for affordable housing. A general purpose grant is specific to building infrastructure. She added
the County has a deadline of June 14, 2023 to apply for this CDBG grant.
Chair Brotherton opened the hearing to allow for public testimony. The following individual provided
testimony: Tom Thiersch; Jefferson County. Hearing no further testimony, Chair Brotherton closed the
public hearing.
Commissioner Dean moved to approve RESOLUTION NO.20-23 re: In the matter of certification of
compliance for the CDBG general purpose grant for the Early Learning and Family Support Center.
Commissioner Eisenhour seconded the motion, which carried by a unanimous vote.
COMMISSIONERS' BRIEFING SESSION-Continued: The Commissioners and
County Administrator continued discussing recent meetings, miscellaneous topics, and upcoming
meetings.
ADDITIONAL DISCUSSION ITEMS: The Commissioners and County Administrator
reviewed the following:
• Board and Committee vacancies
The meeting was recessed at 11:57 a.m. and reconvened at 1:32 p.m. with all three
Commissioners present.
DISCUSSION re: 2023 Legislative Session Debrief on Department of Natural
Resources (DNR) Forestry Issues: Commissioner Eisenhour stated that she invited Washington State
Association of Counties (WSAC) Senior Policy Director Paul Jewell and Center for Responsible
Forestry member Mary Jean Ryan to participate in this discussion and update the Board on the recent
legislative session pertaining to DNR forestry issues.
Director Jewell provided a Capital Budget Proviso Report regarding Carbon Sequestration Forests and
answered questions posed by the Board. Ms. Ryan provided a report on forest function, Climate
Commitment Act of 2021 and other forestry topics.
ADDITIONAL BUSINESS: Letter of Support re: Washington State Department of
Transportation (WSDOT); Communications: Commissioner Dean pointed out some troubling issues
with how the WSDOT communicated the bridge closures to the public and emergency personnel. She
provided a draft letter for the Commissioners to review. She consulted with Emergency Management
Director Willie Bence, Keppie Keplinger(DEM), East Jefferson Fire and Rescue Chief Bret Black, and
Communications Specialist Wendy Davis to provide input on the letter. The letter will be sent to
WSDOT Regional Manager Steve Roark. After discussion, Commissioner Eisenhour moved to send the
letter to the WSDOT regarding communication surrounding the Hood Canal Bridge openings and
closures. Commissioner Dean seconded the motion. Chair Brotherton called for public comments, and
none were received. He called for a vote on the motion. The motion carried by a unanimous vote.

reviewed the following:
• Broadband; funding
