June 2, 2023 <https://gallery.mailchimp.com/6943e0d4535671f24022ca02a/images/cf04e6fd-150d-4420-a926-ee7a36f2d944.png> COUNTY NEWS Planning for Local Food Systems: A Whatcom County Case Study, Part 1 Local food system plans address the strengths and weaknesses of a community’s food system, from processing and distribution to redistribution and disposal, and include strategies to address not only ‘hard infrastructure,’ such as transportation systems, but also ‘soft infrastructure,’ such as policies, partnerships, public education, and programs. Because local governments are linked to nearly all areas of local food systems, including environmental protection and economic development, these entities play an important role in supporting local producers and consumers. In addition to food system plans, cities and counties can develop supportive comprehensive plan goals and policies, zoning regulations, programs, and incentives. For example, counties can amend their zoning codes for agricultural uses, including commercial waste facilities. Following the end of the federal legislature’s responsibilities to develop and pass the legislation comes the role of covered federal agencies to implement the law at the federal, state and local levels. As intergovernmental partners, counties play a key role in ensuring the successful interpretation and implementation of the BIL. Learn More <https://wsac.us3.list-manage.com/track/click?u=6943e0d4535671f24022ca02a&id=b50c3a3512&e=03d5c964a3> COUNTY NEWS County Feedback for WA State Transportation Electrification Strategy Washington State Department of Commerce and the Electric Vehicle Coordinating Council are seeking feedback from local governments (cities, towns, counties, and tribes) on electric vehicle adoption and infrastructure to inform the statewide Transportation Electrification Strategy (TES). The TES will result in a package of policies to accelerate the state’s transportation electrification goals, including 100% adoption of electric vehicles between 2030-2035, while also pursuing improvements in equity, public health, economic development and other social outcomes. All local government staff and elected officials are encouraged to share with the state’s EV Council additional perspectives, concerns, anecdotes, testimonials, and suggestions to help better understand: 1. What barriers to scaling EV infrastructure and EV adoption we face; and 2. How the state can ease these barriers. Learn More <https://wsac.us3.list-manage.com/track/click?u=6943e0d4535671f24022ca02a&id=db314d79a0&e=03d5c964a3> STATE NEWS Announcing CCA Funds Reporting Rulemaking The Washington Department of Ecology (Ecology) is beginning rulemaking to adopt Chapter 173-446B WAC – Climate Commitment Act Funds Reporting, as directed by RCW 70A.65.300 (the Climate Commitment Act). In 2021, the legislature passed the Climate Commitment Act, which directed Ecology to establish a “cap-and-invest” program to help achieve Washington’s greenhouse gas (GHG) emissions limits. The Climate Commitment Act (RCW 70A.65.300) requires Ecology to establish reporting requirements for recipients of cap-and-invest auction revenue so that Ecology can prepare an annual report for the legislature. This rulemaking will establish reporting requirements for recipients of cap-and-invest auction revenue. These reporting requirements will include those related to spending that benefits vulnerable populations within overburdened communities and spending that is formally supported by a resolution of a Tribe. The rule will define what, when, and how funding recipients must report their spending to Ecology. Additionally, the rule will outline the process to determine whether projects result in GHG emissions reductions. For projects that do, it will outline the process to calculate the quantity of GHG emissions reduced. Reporting from funding recipients will enable Ecology to prepare the report it is required to submit to the legislature. Learn More <https://wsac.us3.list-manage.com/track/click?u=6943e0d4535671f24022ca02a&id=784d4d46ef&e=03d5c964a3> STATE NEWS State Seeks Loan Applications for Freight Rail Capital Projects WSDOT has issued a call for proposals to fund very low-interest loans for freight rail capital projects through its Freight Rail Investment Bank. Applications must be submitted by September 15, 2023. If your project is selected, funds should be available in July 2024, subject to legislative approval. Funding availability is not guaranteed. Loans are available only to public agencies -- including counties, cities, publicly owned railroads, port districts and rail districts. There is a total of $8.73 million available for this biennium, with a maximum individual loan level normally set at $250,000. However, larger loans may be considered, depending on the number of applications received.
