Call to Order (0:10)
Vern Bessey called the meeting to order at 3:03 pm.
Public Comment (03:53)
(04:00) Harriet & Charles read their letter regarding the Pickleball Court noise from the Courthouse Park
Court. They shared their experience living next to the Court and requested noise attenuation of the
Pickleball Courts.
(09:45) Asa Clifford, Quilcene Community Skate Park representative, shared the groups plan for a skate
park in Quilcene. AARPA funds have been secured and community support has been documented via
signatures. Next steps presented were to discuss the project in a future board meeting. Fundraising
options mentioned.

(16:55) Moved by Susie, seconded by Marianne, and carried all in favor: to adopt the agenda with no
changes.
Minutes approved (17:22)
(17:40) Moved by Bob, seconded by Susie, and carried all in favor: to accept meeting minutes from
February 2, 2023.
OPEN FORUM FOR BOARD MEMBERS (18:15)
Bob inquired about Robert’s Rules of Order and voting to approve meeting minutes. He also asked if he
would receive a copy of the Courthouse Pickleball Court letter from the public comment. It was assured
board members would receive a copy via email.
(19:20) Jon asked how familiar Matt was with the Skate Park. Matt shared that he was aware of the
$20,000 AARPA fund and while the group is fairly new, funding is a good start to a project.
(19:50) Susie asked how the Board processes requests as such was received in the public comment
period. Matt reviewed options with the board.
(22:40) Bob brought up the incidents at Gibbs Lake trails involving tread tracks on the trails, litter, and
police involvement to at Beausite. Matt shared Parks’ response to those incidents.
SUBCOMMITTEE REPORTS (25:10)
Chimacum Park – No Report
NEW BUSINESS (25:20)
Board Candidate Interview, Karin Nyrop, District 3
The board interviewed Karin Nyrop as a District 3 candidate. Providing well received responses, the
board unanimously approved Karin for appointment.
(26:10) Vern asked Karin the JCPRAB interview questions.
(34:10) Karin asked how the board liked serving on the board. The members shared their ‘likes’ for
serving on the board.
(36:50) Moved by Marianne, seconded by Bob, and carried all in favor: to recommend to the Board of
County Commissioners that Karin Nyrop be appointed to district 2 Jefferson County Parks Advisory Board
as JCPRAB member for district 3.
OLD BUSINESS (39:20)
Park Use Fee Schedule (40:30)
Matt reviewed the Preliminary Working Draft 2023-2028 Park Fees presentation with the board. This is
the same presentation as February’s meeting. A review was provided so the board would be familiar
before moving forward.
Board comments during the presentation:
(42:48) Marianne shared that she’s heard from the community willingness to pay higher fees, they just
want to know what the increased services to them.
(48:36) Bob asked if the unhoused were considered in the demographics of the campground use. Matt
confirmed they were and shared some statistics.
(50:35) Susie asked if the campgrounds pay for their own cost. Matt explained the funds and how
they’re distributed.
(1:04:36) Susie asked if rentals are expected to continue at the recent rates. Matt confirmed and
reviewed.
(1:08:45) Further Discussion
Susie asked if the rates were promised for too long. Discussion occurred. The schedule can be amended
at any time and the process is now simpler, from an ordinance to a resolution. That satisfied concerns of
costs rising during the years.
(1:11:09) Marianne inquired about planned maintenance for the Recreation Center. Matt reviewed the
plans.
(1:13:00) Moved by Bob, seconded by Jon, and carried all in favor: The Jefferson County Parks and
Recreation Advisory Board considered and provided input on the proposed 2023 Park use Fee Schedule
on February 2 and April 6, 2023 and voted to recommend it for adoption by resolution of the Jefferson
County Board of Commissioners.
Compliments were given to the board for their questions during the review and to the new schedule
itself.
