MINUTES
Week of March 12,2007
In the absence of Commissioner Phil Johnson, Acting-Chairman David Sullivan called the
meeting to order in the presence of Commissioner John Austin.
PUBLIC COMMENT PERIOD: The following comments were made: A request to recite
the "Pledge of Allegiance" today and at the beginning of all future County Commissioner meetings, and a
comment about maritime security; Appreciation for reciting the "Pledge of Allegiance" at the meeting and a
request that the Commissioners review the Risk Pool Insurance Policy to insure the County has the most
adequate and most economical coverage; It was disrespectful to hesitate to rise to recite the "Pledge of
Allegiance" and comments on the Critical Areas Ordinance Review Committee meeting and the Planning
Commission appointment process, and suggestion that Jim Hagen and Dennis Schultz be reappointed; To
prevent global warming you need to cluster jobs to keep people from driving, putting SSNW out of business
costs jobs; Concerns about language in two contracts listed on the consent agenda for towing services; It is
not appropriate to use the previous version of the Critical Areas Ordinance; Inquiry about the status of
televising Commissioner meetings and questions about personnel evaluations and mechanisms for
disciplinary actions; The County's insurance policy limit seems low, the Planning Commission was very
receptive to listening to issues, and support for a camera system for televising Commissioner meetings,
however, for residents without cable, an internet camera system would serve the public better; Inquiry about
the Planning Commission interviews; An e-mail sent in last week discussed a legislative bill regarding the
declaration of essential public facilities and the Pit-to-Pier project does not seem to fall into that category;
and an inquiry on the status of the investigation of the illegal voter.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Austin
moved to delete items #7 and #8 and approve the remaining items as presented. Commissioner Sullivan
seconded the motion. The motion carried.

Recommendation for Bid Award; Official County Newspaper; Port Townsend/Jefferson
County Leader: The bids that were received from the Leader and Peninsula Daily News were compared
using a formula based on the price per column inch. At face value it appears that the Peninsula Daily News
is more economical. However, the two papers each use a different column inch size, so when the analysis
was done the Leader was actually the most economical. Based on the analysis using this formula the
Leader's price is $4.00 per column inch as opposed to a price of$4.60 per column inch with the Peninsula
Daily News. Also taken into consideration is that the Leader achieves the widest coverage in the County
with their news stand sales and their deliveries reaching over 28% of the County's population while the
Peninsula Daily News reaches over 12% of the County's population. Therefore, it is recommended that the
bid be awarded to the Leader for the term July 1, 2007 through July 1, 2008.
Commissioner Sullivan noted that the Peninsula Daily News had required notices be submitted four days
prior to publication which did not allow notices to be published and hearings to take place much quicker
than with the Leader. In addition, the Leader has served as the County's newspaper of public record all but
one year and the public is accustomed to looking for publication notices in the Leader.

Commissioner Austin appreciates the fair comparison between the two newspapers and feels it adds to the
rationale for staying with the Leader.
Commissioner Austin moved to accept the recommendation to award the bid for the official County
newspaper of public record to the Port Townsend/Jefferson County Leader. Commissioner Sullivan
seconded the motion. The motion carried.
Commissioners' Briefing Session: County Administrator John Fischbach reported on the
following:
The County Administrator's meeting scheduled for today at 1:30 p.m. has been
cancelled.
He presented the Port Hadlock UGA - Sewer Facility Plan Project Update and
Schedule Change noting that the plan has been extended for 30 days and the meeting
originally scheduled in February will take place later this spring.
Shoreline Master Program "Road Show" meetings will take place as follows: Tonight,
March 12, at 6:30 p.m. at the Tri Area Community Center; Tuesday, March 13, at
6:30 p.m. at the Port Ludlow Beach Club; Wednesday, March 14, at 6:30 p.m. at the
Brinnon school; and Thursday, March 15, at 6:00 p.m. at the Qweets/Clearwater
school.
Planning Commission interviews are scheduled for Friday, March 16, 2007 from 3:00
p.m. to 5 :00 p.m. in the Superior Court Courtroom.
Jill Silver who works with 1 0,000 Years Institute is working on a grant for the
Watershed Stewardship and Resource Center to Promote Ecological Literacy in Rural
Jefferson County.
The Planning Commission docket includes three suggested amendments and nine site
specific amendments.
The opening celebration for the Irondale Neighborhood Park Playground is scheduled
for Friday, March 30,2007 at 12:00 p.m.
An article in the IIMC Newsletter regarding time limits on presentations from the
public.
Friday, March 9th was the deadline for receiving nominations from City and County
agencies for staff to serve on the Ferry Advisory Committee. One nomination was
received from the City.
Letter to State Legislator's Regarding Sustainable Washington State Ferry Funding:
Commissioner Austin stated San Juan County has sent a letter to the State Legislator's regarding their
concerns about the ferry system funding and the increase in ferry rates. San Juan County has requested that
Jefferson County send a similar letter to State Legislator's as well. Commissioner Austin supports the
Board taking action to send a letter and read aloud a draft version for possible approval. Commissioner
Sullivan agreed that this is an important issue and feels sending the letter is appropriate. Commissioner

Austin moved to approve the letter and send it to Representatives Lynn Kessler and Kevin Van De Wege,
and Senator Jim Hargrove. Commissioner Sullivan seconded the motion. The motion carried.
APPROVAL OF MINUTES: Commissioner Austin moved to approve the minutes of
February 20,2007 and February 26,2007 (Special Meeting) as presented. Commissioner Sullivan seconded
the motion. The motion carried.
Discussion with Judge Crad Verser and Possible Decision Regarding Training Request for
Drug Court: Judge Crad Verser explained that he is looking to improve training for County personnel
dealing with family treatment court (drug court). After discussing this issue with individuals from other
Law and Justice offices and researching training options, they discovered a training offered out-of-state that
would train personnel to deal with mental health issues. He is uncertain how much funding is in the
Expanded Mental & Substance Abuse Treatment & Therapeutic Courts budget, but, feels this is appropriate
training for his staff and others that deal with individuals who not only have substance abuse problems, but
mental problems as well. For the most part drug court has been successful. However, there was one
member of drug court who got a Dill, and knowing sanctions were going to be imposed, committed suicide
as a result. This had a tremendous affect on Judge Verser and other drug court team members causing them
to question their ability to deal with individuals who are in the court system and suffer with mental health
problems. This particular training is held in Washington D.C. and he noted that his staff is looking at other
training options as well. There is other training in San Francisco that looks very good. It has more of a team
oriented approach and at least four members of the team to would need to attend. This training will help to
improve drug court and allow the team to achieve their goals.
Commissioner Sullivan stated he had to deal with suicides in his professional background and he can
sympathize with how difficult it is to deal with. Everyone always wonders if there was something that could
have been done differently to prevent it. It is really important for individuals left dealing with a suicide to
have someone to talk to. Perhaps there is a consultant available that could provide assistance with mental
health issues for the team. Someone that could offer not only debriefing services, but also assessment
sefV1ces.
Judge Verser assumes someone from Jefferson Mental Health will be contributing.
Commissioner Sullivan suggested it would be more economical to have a local consultant or even a
consultant from out of the area, come here to discuss issues with all the team members and possibly provide
consultation services throughout the entire process. While there is money available, he feels it would be
better spent this way than on hotels for the team to attend training outside of the area. Jefferson Mental
Health may be able to assist with identifying a mental health consultant.

Judge Verser stated that John Fischbach suggested sending two members to the training and then having
them train the team. He is not certain that is the best training option either. The option presented by
Commissioner Sullivan sounds good and helps the team work toward their goal.
Commissioner Austin resonates that it is hoped another suicide will not occur. One ofthe most elusive sorts
of psychiatric or psychological assessment is knowing who is going to commit suicide and who is not. In 30
years of experience in this profession, he has never found an instrument, human or otherwise, that you could
trust to give you that knowledge. Post discussion is important. Even trained mental health professionals
who know this can happen, have difficulty dealing with suicide. People can't blame themselves.
Judge Verser stated he and others are trained extensively in a lot of areas, but, not in mental health.
Commissioner Austin looked into other training options as well and provided Judge Verser with the name
of an individual with NCDI who will send trainers from Washington D.C. to conduct regional training
which could possibly be coordinated with other Counties that have similar family treatment court or drug
court programs. He noted that Pierce County has a similar court program and they would be willing to
consult with Jefferson County. With regional training we would get more for our money spent.
Judge Verser asked how much funding is in the budget? John Fischbach replied that the total budget for
Family Treatment Court for one year is $33,916.00. This money has not yet been spent and the first year has
almost past so it will be double that amount. Commissioner Sullivan added that the idea was to build
reserves and use the funding as needed. So the delay in getting the program started is beneficial due to the
fact that there is more money available that can possibly be used to match grants to pay for services.
John Fischbach and Judge Verser will work together on these mental health training options.
At the end ofthe scheduled business on Monday Commissioner Sullivan recessed the
meeting until Friday at 3 :00 p.m. when interviews are scheduled to place in the Superior Court Courtroom
with the following individuals interested in serving on the Planning Commission:

Chairman Johnson reconvened the meeting in the presence of Commissioner Sullivan and
Commissioner Austin on Friday at 3:00 p.m. in the Superior Court Courtroom to conduct the Planning
Commission Interviews. Upon concluding the interviews Commissioner Austin moved that each of the
applicants be thanked in a letter for their time and commitment to apply. Commissioner Sullivan seconded
the motion which carried by a unanimous vote.
Chairman Johnson moved to appoint Ashley Bullit to the Planning Commission representing District No.1.
Commissioner Austin seconded the motion which carried by a unanimous vote.
Commissioner Sullivan moved to appoint Pat Farmer to the Planning Commission representing District No.2.
Commissioner Austin seconded the motion which carried by a unanimous vote.
NOTICE OF ADJOURNMENT: Commissioner Austin moved to adjourn the meeting at
5:15 p.m. Commissioner Sullivan seconded the motion which carried by a unanimous vote. The next
