I have reviewed the stormwater management plan documents submitted to Jefferson County with
your building permit. The location of your parcel is in a sub-basin that discharges to a salt water
body making the parcel flow control exempt. Per worksheet A1 of Jefferson County’s stormwater
management plan forms, LIST #3 would be the appropriate list to choose BMPs from to meet
Minimum Requirement #5. As you have stated, Downspout Full Infiltration is the BMP chosen to
manage roof runoff. The BMPs available for the runoff from your driveway are Sheet Flow
Dispersion (BMP T5.12) and Concentrated Flow Dispersion (BMP T5.11). Post Construction Soil
Quality and Depth (BMP T5.13) should be implemented in all disturbed areas not being converted to
a hard surface. Once all of these BMPs are in place you will have met Minimum Requirement #5. If
either of the BMPs for managing runoff from the driveway are not able to be fully implemented due to
space limitations, then the BMPs should be implemented as fully as possible. Should there not be
full vegetated dispersion areas available Minimum Requirement #5 can be deemed infeasible and
the requirements to the Stormwater Management Manual will have been met.
