Thank you for the opportunity to comment during the prethreshold consultation for the
construction of private roads on Lincoln Street and McKinley Street in Irondale Acre Tracts
from Ea.cot AdanlS Street at tho Sou.th end to Roosevelt Street at the North end (Case No.
ENV99-0006) as proposed by Jacobsen I,and Partnership. We reviewed the environmental
checklist and have the following commentc;:
It is unclear from this DNS and checklist if construction of roads is part of a larger proposal.
Wi n the road!; serve homes or another type of development? SSP A asks that lead agencies
evaluate the "total proposal", which would include interrelated actions. Identifying the total
proposal early on ensures that agencies. the applicant and the public fully understand
regulating requirements, environmental impacts, and mitigation associated with a proposal.
