The proposed work described within the SEPA checklist includes constructing a road on Lincoln Street and McKinley Street in Irondale, Jefferson County, Washington. According to our maps, wetlands exist within your project area. If you are proposing to fill, grade, mechanically land clear, or excavate in these wetlands, your project will require authorization from the U.S. Army Corps of Engineers (Corps) under Section 404 of the Clean Water Act. A Section 404 permit is required for the discharge of dredged or fill material in waters of the United States, including wetlands. The term "discharge of fill material" means the addition of any material used for the primary purpose of creating dry land or of changing the elevation of water of the United States, including wetlands. The placement of pilings constitutes a discharge of fill material when such placement has or would have the effect of a discharge of fill material. The term "discharge of dredged material" means the addition, including redeposition, of dredged material, runoff from a contained land or water disposal area, and any addition, including redeposition, of excavated material. These activities can include grading, mechanized land clearing, ditching, channelization, and other excavation activities that destroy or degrade water of the United States, including wetlands. # Page LOG'TEM 89 , of z - . v · e e - 2 - The term "wetlands" means those areas that are inundated or saturated by surface or ground water at a frequ~ncy and duration sufficient to support, and that under normal circumstances do support, a prevalence of vegetation typically adapted for life in saturated soil conditions. If any filling, grading, excavation, or mechanized land clearing is proposed on the property where wetlands are involved, a Section 404 permit is required prior to the commencement of any work in the wetlands or other waters of the United States. A Joint Aquatic Resources Permit Application is being enclosed with this letter to facilitate the permitting process.
