A Resolution Adopting a Fee Schedule for the
Department of Public Works, Parks and RESOLUTION NO. 24-23
Recreation Division
WHEREAS, Jefferson County is a political subdivision of the state of Washington as
provided by Title 36 RCW and the Washington State Constitution Article 11,and may impose fees
to recoup the costs of providing services to the public; and,
WHEREAS, the Board of County Commissioners may impose fees charged by the
Department of Public Works, Parks and Recreation Division("Parks")to implement the code and
statutory duties; and,
WHEREAS, Ordinance No. 02-0612-23 and JCC 3.80.020 authorizes Parks to request
adoption of its annual fee schedule by resolution; and,
WHEREAS, Parks uses the "Pyramid Methodology of Cost Recovery" as described by
GreenPlay LLC in which fees are set to correspond to level of community benefit vs the level of
individual benefit that the facility provides; and,
WHEREAS, the fee proposal is comparable to fees charged by similar agencies in our
region; and,
WHEREAS, based on its 2023 analysis of the fee schedule and extensive input from park
users, Parks recommends changes in fees for the Parks and Recreation Program, attached as the
Appendix, for adoption in a 2023 fee resolution; and
WHEREAS,the fees in the proposed 2023 Fee Schedule for Parks do not exceed the actual
cost of providing the services for which those fees are charged.
NOW, THERFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF JEFFERSON COUNTY:
Section 1. The 2023 Department of Public Works, Parks and Recreation Division Fee Schedule
attached in the Appendix is hereby adopted.
Section 2. This Resolution shall take effect and be in full force immediately upon passage by the
Board of County Commissioners.

Subject: Resolution to Update the Parks and Recreation Fee Schedule
Statement of Issue: An updated parks and recreation fee schedule has been prepared
and is ready for adoption by the BoCC. Park users such as local schools, youth sports
clubs, and event promoters were consulted in advance. The parks and recreation
advisory board conducted public outreach and engaged in dialog with their
constituents throughout the process. The advisory board recommended the new fee
schedule unanimously at their April 6, 2023 meeting.
Analysis/Strategic Goals/Pro's Et Con's: The previous fee schedule was approved in
2014 and is out of date. The new schedule will increase revenue, promote park use,
and protect park resources. The new schedule is simpler and easier understand and
use. The new schedule covers 2023 to 2029. The fees are comparable to both state
and neighboring local park agency fees.
Fiscal Impact/Cost Benefit Analysis: The new fee schedule will increase park fee
revenue by approximately $28,141 in the first 12 months. Of that revenue, $22,725 or
81% is campground fees. The majority of tourists using Jefferson County Campgrounds
are from out of county. Fees increase gradually each year to compensate for inflation.
Recommendation: Review and adopt the Parks and Recreation Fee Schedule
Resolution.
