Photo: Conrad Gowell Take Action to Protect the Public's $14.4 Million Investment in Wild Salmon Conservation We need your help to hold the WA Fish and Wildlife Commission responsible for implementing the essential wild salmon conservation measures in the Columbia River nontribal gillnet buyback program <https://default.salsalabs.org/T3bfdfd70-2746-4e53-b360-9072e367f494/e1f9ba72-dc83-4f20-90cd-07d9d1ee41b3> Last year, with the support of the Governor's office, the Washington State Legislature came together to fund and pass a $14.4 million voluntary non-tribal gillnet license buyback program with the primary goal of reducing the fishery's impact in order to protect and conserve wild salmon on the lower Columbia River. This science-based policy <https://default.salsalabs.org/T7c266ff3-4c67-4a79-99ea-2129b74baca2/e1f9ba72-dc83-4f20-90cd-07d9d1ee41b3> , building on state policy guidelines dating back to 2013, requires the reduced fishery impacts to threatened and endangered salmon associated with purchased gillnet licenses to be retired or reserved “for conservation through increased wild salmonid escapement or mark-selective fisheries capable of harvesting surplus hatchery-reared salmon". In short, commercial gillnet licenses were meant to be purchased and retired to reduce harm and bycatch to threatened and endangered wild salmon and steelhead. Instead, the Washington Department of Fish & Wildlife has blatantly ignored the Legislature’s conservation intent and failed to reduce gillnet fishing effort to any extent nearly a year since the Governor approved the buyback to “ensure the recovery of salmon." The public’s $14.4 million investment in salmon recovery has been fully disbursed to the fishing industry, and the Department of Fish and Wildlife has maintained the same amount of harm to wild salmon in the gillnet fishery. To date, the Department has taken no action to allow more wild fish to reach spawning grounds or to transition the commercial sector toward mark-selective fishing with sustainable alternative fishing methods like fish traps or seines, proven to protect wild salmon while reducing straying of hatchery produced fish to the spawning grounds. All the while, the proportion of hatchery fish reaching spawning grounds in numerous tributaries of the lower Columbia River continues to dramatically exceed federal limits designed to prevent the extinction of threatened and endangered salmon and steelhead. Columbia River wild salmon and steelhead are in dire straits and we cannot allow the public's multi-million dollar investment in wild salmon conservation to go to waste. The Fish and Wildlife Commission holds the responsibility for deciding whether they will take action to provide one of the most significant gains for wild salmon conservation in decades, or whether they will allow the public’s $14.4 million investment in salmon recovery to further harm and perpetuate their decline.
