Statement of Issue: The Board is asked to approve the Contract Plans and the Call
for Bids for the Jefferson County Road Departure Reduction on county-wide roads,
County Project No. 18020980.
Analysis/Strategic Goals/Pro's Et Con's: Jefferson County has been awarded Federal
Highway Safety Improvement Program (HSIP) funding through WSDOT for a project to
replace existing traffic signs and posts and install new traffic signs, reflective
guideposts and guardrail delineators county-wide. This Call for Bids is for construction
of the project.
Fiscal Impact/Cost Benefit Analysis: The Engineer's Estimate is $575,000.
Construction will be funded at 100% by the Federal Highway Administration if project
timelines are met.
Recommendation: The Board is requested to sign the Call for Bids and the cover
page of the Contract Plans, and return both to Public Works.

NOTICE TO CONTRACTORS
CALL FOR BIDS
Jefferson County Road Departure Reduction Project
Countywide Roads
County Project No. 18020980
Notice is hereby given that the Board of County Commissioners of Jefferson County, State of
Washington, will receive sealed bids up until the hour of 2:00 p.m. on Thursday August 3, 2023 at the
Office of the County Commissioners, basement level of the Jefferson County Courthouse, 1820
Jefferson Street, P.O. Box 1220, Port Townsend, Washington, 98368, for construction of the Jefferson
County Road Departure Reduction Project, County Project No. 18020980. Sealed bids will be opened
and read publicly shortly after 2 p.m., in the Jefferson County Commissioners Chambers, basement
level of the Jefferson County Courthouse. Interested persons can attend the bid opening.
This Contract provides for removing existing signs and posts, installation of new traffic regulatory and
warning signs along county -wide roads in Jefferson County, Washington. Work includes installation of
approximately 578 new signs and 344 new posts, 1865 guideposts, 242 guardrail reflectors, project
temporary traffic control, temporary erosion control, and other work, all in accordance with the Contract
Plans, Contract Provisions, and the Standard Specifications. The Engineer's Estimate is $574,980.
Bid Documents: Bids must be submitted in accordance with the plans and specifications in the bid
documents. All bid documents including bid forms, plans, specifications, addenda, and plan holders list,
are available on the Builders Exchange of Washington website www.bxwa.com. Click "Posted Projects",
"Public Works," "Jefferson County Public Works" "Projects Bidding," and "Project Bid Date." Bidders
must "Register as a Bidder," to receive automatic e-mail notification of future addenda and to be placed
on the "Bidders List." Call BXWA at (425) 258-1303 if you need assistance.
Each bid shall be accompanied by a surety bond, postal money order, cash, cashier's check or
certified check payable to the Treasurer of Jefferson County in the sum of five (5%) percent of the bid
amount, to be forfeited to Jefferson County by the successful bidder if he/she fails to enter into a
contract and file an acceptable surety bond in the amount of 100% of the contract price within ten (10)
calendar days of the award. The Board of County Commissioners reserves the right to reject any and
all bids and to accept the bid deemed most advantageous to Jefferson County and to waive all
informalities in the bidding.
The Jefferson County Public Works, in accordance with the provisions of Title VI of the Civil
Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby
notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to
this advertisement, disadvantaged business enterprises will be afforded full and fair
opportunity to submit bids in response to this invitation and will not be discriminated against
on the grounds of race, color, or national origin in consideration for an award.

2. PROPERTY ADDRESSES FOR SOME ROADS DO NOT AGREE WITH THE MILEPOST NUMBERING ON THE ROAD, PROPERTY ADDRESSES
SHOULD NOT BE USED TO DETERMINE THE LOCATIONS FOR SIGNS OR GUIDEPOST
3. FOR CODE REFERENCES AND STANDARD DETAILS SEE WASHINGTON STATE SIGN FABRICATION MANUAL UNLESS OTHERWISE NOTED.
4. ALL SINGLE POST SIGNS WITH WIDTHS OF "48" OR GREATER SHALL HAVE BRACING (SEE STANDARD PLAN G-50.10), WHERE BACKTO BACK
SIGNS (TYPICALLY STREET NAME SIGNS) ARE INSTALLED, THE ENDS OF THE SIGNS SHALL BE PINNED TOGETHER INSTEAD OF INSTALLING THE
BRACING.
5. USE STEEL SIGN SUPPORT TYPE ST-4 (SEE STANDARD PLAN G-24.50)
6. TYPE ST-4 SIGN SUPPORTS MAY BE PRECAST OR CAST -IN -PLACE. THE CONTRACTOR MAY USE COMMERCIAL CONCRETE. FOR CAST -IN -PLACE
SIGN SUPPORTS, THE POST AND SIGN ASSEMBLIES SHALL NOT BE INSTALLED UNTILTHE CONCRETE HAS SUFFICIENT TIME TO CURE. THE
MINIMUM CURE TIME IS FIVE DAYS.
7. EXISTING SIGN PLAQUES AND POSTS SHALL REMAIN IN PLACE UNTILTHE NEW SIGNS ARE IN PLACE. IF AN EXISTING SIGN IS TO BE MOVED
TO A NEW POST, THE NEW POST SHALL BE READYTO INSTALL WITHIN AN HOUR AFTER THE SIGN IS REMOVED FROM THE OLD POST.
8. THE REFLECTIVE SURFACE ON ALL REGULATORY AND WARNING SIGNS SHALL MEET OR EXCEED THE SPECIFICATION FOR TYPE IV MICRO
PRISMATIC RETROREFLECTIVE MATERIAL IN SECTION 9-28.12 IN THE STANDARD SPECIFICATIONS.
9. ALL SIGNS SHALL BE INSPECTED BY WSDOT PER 8.21.2 OF THE STANDARD SPECIFICATIONS AT THE FABRICATOR'S FACILITY. SIGNS THAT
ARRIVE AT THE PROJECT SITE WITHOUT THE WSDOT INSPECTION STICKER WILL BE REJECTED.
10. THE CLEARANCE (FEET) "W" NOTED IN THE SIGN TABLES IS THE HORIZONTAL DISTANCE BETWEEN THE TRAVELED WAY AND THE SIGN POST
LOCATION. THIS DISTANCE WAS FIELD DETERMINED WITHOUT THE UNDERGROUND UTILITIES BEING MARKED AND MAY NOT BE THE
LOCATION OF AN EXISTING SIGN, THIS DISTANCE MAY BE CHANGED BYTHE ENGINEER AFTER THE UNDERGROUND UTILITIES ARE MARKED.
11. THE POST LENGTH "H1" NOTED ON THE SIGN TABLES, WAS DETERMINED BY A FIELD REVIEW DURING PRELIMINARY DESIGN.
UNDERGROUND UTILITIES WERE NOT MARKED DURING THE FIELD REVIEW. IF THE POST LENGTH REQUIRED IS GREATER THAN NOTED ON
THE SIGN TABLES DUE TO ERRORS DURING THE CALCULATION OF THE REQUIRED LENGTH SHOWN IN THE SIGN TABLES OR BY MOVING THE
POST TO AVOID UTILITIES, OR OTHER REASONS, THE CONTRACTOR SHALL INSTALL THE PROPER POST LENGTH EITHER BY SUBSTITUTING A
