MINUTES
Special Meeting — May 22, 2023, 4:00 p.m.
Strategic Planning Retreat
Jefferson County Courthouse—First Floor Conference Room
1820 Jefferson Street, Port Townsend, WA (Hybrid)
CALL TO ORDER: Chair Greg Brotherton, Commissioner Kate Dean and
Commissioner Heidi Eisenhour participated in the meeting. Chair Brotherton called the meeting to order
at the appointed time.
The meeting was recessed at 4:01 p.m. to allow time for the presenters who were delayed
due to a Hood Canal Bridge Closure. The meeting reconvened at 4:15 p.m. with all three Commissioners
present.
WELCOME, INTRODUCTIONS, PURPOSE OF MEETING: Chair Brotherton
thanked everyone for attending the Strategic Planning Retreat. County Administrator Mark McCauley
stated he was appreciative of all those in attendance to work on updating a very out-of-date Strategic
Plan. He said it was time to develop a new, meaningful and actionable Strategic Plan, and they chose
Berry and Dunn to assist with this process.
The following individuals were in attendance and introduced themselves: Berry and Dunn Associate
Michelle Kennedy, Berry and Dunn Associate Renee Bryant, WSU Interim Director Bridget Gregg,
Juvenile Court Administrator Shannon Burns, Detective Derek Allen, Human Resources Director Sarah
Melancon, Superior Court Judge Brandon Mack, District Court Judge Mindy Walker, County
Administrator Mark McCauley, Finance Manager Judy Shepherd, Auditor Brenda Huntingford,
Prosecutor James Kennedy, Chief Deputy Assessor Sherry Shold, Department of Community
Development(DCD) Director Brent Butler, DCD Deputy Director Josh Peters, Public Health Director
Apple Martine, Treasurer Stacie Prada, County Clerk Amanda Hamilton, Public Works Director Monte
Reinders, Central Services Director/Deputy County Administrator Chris Goy, Communications
Specialist Wendy Davis, District Court Administrator Brian Gleason, and Emergency Management
Director Willie Bence.
DISCUSSION re: Environmental Scan, Mission Statement,Vision Statement,
Jefferson County's Core Values, Developing Guiding Principles, Identify Strategic Priorities,
Developing Strategic Goals, Reflection, Closure and Next Steps: Berry and Dunn team members
facilitated the meeting to gather input from the Commissioners on what they would like to see for a
Strategic Plan. Jefferson County Elected Officials, Department Directors and staff participated in certain
elements of the meeting.
Chair Brotherton thanked everyone again for attending and providing input.
