Planning Commission Open House and Special Meeting

▪ Planning Commission Special Meeting, SMP Study Session: 5:30-7:30
Description: The Open House is an informal session for the public to view a draft of the Shoreline User
Guide and ask questions about the SMP Periodic Update. The open house will share the current Shoreline
Environment Designation map and excerpts of the Draft Shoreline User Guide. The open house will also
highlight public input to date 2020-2023 including the prior survey and the current effort to understand
how to improve the SMP permit process. A laptop will be on hand to show attendees how to access
Jefferson County’s online maps with shoreline designations and other information. The Planning
Commission will have a study session to review draft revisions to the SMP in response to the Washington
Department of Ecology Initial Determination of Consistency. There will be a public comment opportunity
on the agenda.
Background
On September 30, 2022, Ecology transmitted its Initial Determination of Consistency on the Draft
Jefferson County Shoreline Master Program (SMP), just about a year after the submittal of the Planning
Commission recommendations regarding the SMP Periodic Update in October 2021. The following were
transmitted to the Planning Commission for the June 7, 2023 meeting:

June 29, 2023 Study Session Material
A high-level summary of the proposed Planning Commission recommended changes and the Ecology
changes with Consultant response notes are provided in Attachment A. This will be a focus of the
discussion on June 29, 2023.
Also provided with this memo are:
▪ A full draft set of revisions to the SMP to respond to Ecology recommended and required comments.
▪ The comment matrix reflecting the public comment that was considered in the Planning Commission
recommendations in the October 2021 submittal to Ecology for context on comments at that time.
▪ A current summary of two surveys on shoreline use and permitting. One survey was issued in 2020
and was reported at the Task Force meetings, but has continued to collect comments over time until
spring 2023. A second survey and interviews were conducted in June 2023 and is anticipated to
continue with more specific questions about shoreline permitting to inform the Shoreline User Guide
under preparation.
Next Steps
Per WAC 173-26-104(4), the next step is for Jefferson County to consider the required and
recommended changes identified by Ecology and formally adopt the amendment through resolution or
ordinance, then send the final SMP submittal for formal agency approval as outlined in WAC 173-26-
110. Jefferson County intends to develop revisions with the Planning Commission and Board of County
Commissioners. The County intends to hold an additional public hearing with the Planning Commission. As
well, the SMP Task Force is being reinitiated to review the materials.
