Introduction
The owners are planning to build a new residence on lots 8 & 9, 321 Shore Drive, Port Ludlow,
Washington (Attachment 1: Figures 1-12). During the review of their application for a building
permit, the Jefferson County Department of Community Development staff member Amanda
Hunt in consultation with Stephanie Jolivette, (Department of Archaeology and Historic
Preservation, DAHP) recommended a cultural survey of the entire property including the septic
permit application. The owners contracted with Sylvester Lahren to conduct the required survey.
Due to the requirements and size of this project the report falls under the DAHP rubric of a short
report (DAHP 2020:39).
The address 321 Shore Drive, Port Ludlow is in Section 23, Township 30 North, Range 1 East
(Gardiner, Wash. 1984 USGS 7.5-minute quadrangle). The elevation of the project building area
is 40 feet (12-meters) above mean sea level (AMSL) but the lots include beach front property.
The Macklin development plan consists of five ground disturbing activities (GDAs). The depth
of each GDA was determined by engineering requirements.
Ground Disturbing Activity Depth of Disturbance Below Ground Surface
GDA1: 1000 gal. septic tank 6 feet
GDA2: drain field and line 30 inches
GDA3: residence 24 inches
GDA4: buried power line 30 inches
GDA5: buried water line 24 inches
Prefield Research
On 5/19/23 a prefield Washington Department of Archaeology and Historic Preservation
(DAHP) WISSARD (Washington Information System for Architectural and Archaeological
Records Data) record search was conducted to determine if recorded precontact or historic
archaeological sites might be present within 1-mile (1.6-km) of the project area.
The DAHP WISAARD records search was conducted in the following sections: T28N, R1E,
Sections 22, 23, 25, 26, 27.
The DAHP WISAARD database was also used to search General Land Office (GLO) maps for
the project area to determine if historic-period structures or features were present within the
proposed project area. The National Register of Historic Places (NRHP) was reviewed to
determine if the proposed project area contains any listed sites.
The DAHP search engine is formatted to present the data into 15 categories. Those categories
without documents were Collections (0), HABS (0), HAER (0), Maritime (0), MOA (0),
Organization (0), Permits (0), Person (0), and Traditional Cultural Property (0).

The most recent archaeological work in the immediate area was the Larson monitoring project
conducted at 171 Shore Drive by Lahren in 2012 (Attachment 1: Figure 1). No archaeological
materials were observed during the monitoring process (Lahren 2012:4).
In 2008, Landau Associates (2008:6-1) conducted a pedestrian survey of the entire Paradise Bay
Estates area which included lots 8 & 9. Landau Associates (2008:5-1) also excavated 27 shovel
probes (SP) to test for subsurface deposits. Figure 6 (Attachment 1) shows the area surveyed and
the placement of the 27 SPs. No precontact or historic cultural resources were identified in or
adjacent to the project area during the survey or subsurface testing (Kanaby 2008:6-1).
Based on their review of the literature, pedestrian survey, and subsurface testing, Landau
Associates (2008:5-1 to 6-1) documented that the Paradise Bay project area has experienced
extensive ground disturbance associated with the residential construction; road grading and land
terracing; and, excavating, channelization, and placement of transmission and power poles and
underground utilities. A comprehensive natural and cultural resources context for Paradise Bay is
provided by Landau Associates (2008). The reader is referred to that document for additional
information.

Research Objectives
The objectives of this archaeological survey and subsurface presence/absence testing are to 1)
identify all possible cultural resources that may be affected by the proposed project; 2) assess the
type and amount of impacts such activities would have on identified cultural resources; and 3)
establish avoidance measures for cultural properties during the project’s design that would lead
to no impacts or effects on significant resources.
Expected Cultural Resources Results
Background research results summarized above suggest a high possibility that cultural resources
might be present. Even though the area has been greatly modified by modern filling and
residential construction, the immediate vicinity has a history of Native American use. The
project area could contain cultural resources.
Field Methods
The field investigation of the proposed residential development was conducted by Lahren on
June 4, 2023.
Pedestrian Survey
The pedestrian survey covered 100 percent of the surface area of lots 8 & 9 including the beach
(Attachment 1: Figures 8-12). A pedestrian trail had been constructed to allow access to the
beach area of the lots. The survey of both areas was conducted by walking tightly spaced zigzag
transects, less than 1 m (3.3 feet) apart. The ground surface was examined for artifacts, features,
or other evidence of cultural resources. No cultural resources were observed during the
pedestrian survey of lots 8 and 9.
Subsurface Presence/Absence Testing
The pedestrian survey was augmented by presence/absence shovel testing (STU). The STUs
were excavated using a shovel and barrel auger (Table 2, Figures 13-16). STUs extended from
the surface to the appearance of glacial till. Excavated materials were screened using ¼ and 1/8
mesh screen. The amount of material excavated during each partial probe was approximately 4
inches (10 cm) or less. The depositional structure exposed in each STU was recorded in Table 2
below. A utility locate was conducted prior to testing (ticket # 23205385 5/26/23).
Due to the small size of the building area of approximately ¼ of an acre (100’x100’) STUs were
placed to establish a general soil profile of the lots. As can be seen in Figures 8-12 (Attachment
1), the lots were historically logged and leveled for residential development. The surface of the
building area has been seeded in grass. The soil log in Table 2 below shows that the upper part of
the lots is covered with approximately 12 inches (30cm) sandy loam defined in Figure 7 as “AC
Alderwood gravelly sandy loam.” Stratum 1 is typically called the sod/root zone. Stratum 2 is
glacial till.

Conclusions and Recommendations
As stated above, the entire subdivision was surveyed and tested by Landau in 2008 and no
cultural resources were identified. Lahren (2012) monitored excavation of a residential lot
nearby lots 8 & 9 and did not identify any cultural resources.
Even though the DAHP website classifies the area as high-probability, there are some
geomorphological characteristics of the lots that obviate this classification. Figure 12 shows the
beach front of the lots. Due to the steep nature of the glacial till buff, access to the beach is down
a developed pathway. The front of the bluff has been reinforced with large rock to prevent
further erosion. According to Informant 1, the beach area is very rough especially when the tide
comes in and is not a good place to beach a canoe. Also, there is no fresh water source nearby.
The surface of the building area has been cleared of timber and is a typical residential lot with
paved streets and lawn (Figures 8-12). Subsurface testing shows that the Stratum 2 is glacial till
and close to the surface. Stratum 1 is sod/root zone generally referred to as lawn. The maximum
depth of this sod cover (i.e., Stratum 1) is 12” (30cm, STUs 3, 4, 5). Numbers 6 & 7 show glacial
till at the surface.
No cultural resources were identified during the pedestrian survey or subsurface testing. It is
recommended that the owners be allowed to proceed with their building plans. However, it is
recommended that they have an Inadvertent Discovery Plan (IDP) in their possession during
construction.

On May 22, 2023, an email with this research proposal was sent to them describing the project
and requesting Tribal involvement. The Tribal contact has the following objectives:
to document the required prefield DAHP WISAARD records search,
to contact and inform the interested Tribal staff of the proposed project,
to provide the results of the DAHP search to the Tribal staff for their review,
to request the Tribal staff to search their records for confidential archaeological and ethnographic
cultural resources that may be affected by the project, and
if present, to provide culturally sensitive guidance to ensure that these resources are treated in a
sensitive and culturally informed manner.
Positive responses were received from the Lower Elwha Klallam Tribe, Jamestown S’Klallam
Tribe and Suquamish Tribe. There was no response from the Skokomish Indian Tribes or Port
Gamble S’Klallam Tribe.
Inadvertent Discovery Plan
In the event of an archaeological or human remains discovery during the survey, the Project
Archaeologist will terminate all ground disturbing activities and notify the following entities:
