This newsletter aims to share a brief overview of new and upcoming federal funding opportunities with folks across our region, highlighting the recent packages that Congress passed and the President signed into law: the Chips and Science Act, the Infrastructure Investment and Jobs Act, the Inflation Reduction Act, and the Bipartisan Safer Communities Act. This edition is especially exciting because it includes information on the RECOMPETE Pilot Program, which started as a bill led by Rep. Derek Kilmer and is inspired by the unique needs of communities in our region. The RECOMPETE Grant program is administered by the EDA, leveraging the expertise and resources of the agency to provide thorough technical assistance and funds to help persistently distressed communities develop, implement, and carry out multi-year comprehensive economic development strategies and activities. As Rep. Kilmer stated at the time of the bill’s signing into law, “The RECOMPETE Act is a bold proposal to provide flexible, long-term grant assistance to create jobs and lay the foundation for long-term economic growth and opportunity. It’s about ensuring people have economic opportunity – regardless of what zip code they live in. I grew up in Port Angeles and was in high school right around the time the timber industry took it on the chin. I saw a lot of my friends’ parents lose their jobs. THE RECOMPETE PILOT PROGRAM * RECOMPETE Pilot Program (Link <https://www.eda.gov/funding/programs/recompete-pilot-program> ) * Description: The RECOMPETE Act aims to provide flexible, multi-year grants to help economically distressed communities create new jobs and unlock opportunities. Including in the CHIPS & Science Act, this is a multi-year pilot program to revitalize economic activity in distressed communities. * Who can apply? The deadline for Phase 1 applications is 11:59 p.m. Eastern Time on October 5, 2023. Applications received after this deadline will not be reviewed or considered. Only those that receive approval for a Recompete Plan in Phase 1 will be permitted to apply to Phase 2, as Finalists of the Recompete Pilot Program. It is anticipated that the Notice of Funding Opportunity for Phase 2 will be made available in winter 2023. THE CHIPS AND SCIENCE ACT * White Paper Release for National Semiconductor Technology Center (Link <https://www.commerce.gov/news/press-releases/2023/04/chips-america-outlines-vision-national-semiconductor-technology-center> ) * Description: The U.S. Department of Commerce (Commerce) released a white paper outlining the vision for the National Semiconductor Technology Center (NSTC). The NSTC will be a focal point for organizing the R&D portfolio under the CHIPS and Science Act and this paper will lay out the main goals the center will aim to achieve as a hub of collaboration between members of the semiconductor supplier and manufacturing ecosystem. THE INFLATION REDUCTION ACT * IRA Guidebook for Tribes (Link <https://www.whitehouse.gov/cleanenergy/tribes/> ) * Description: The Inflation Reduction Act directs over $722 million specifically to Tribal and Indigenous communities. The guidebook provides an overview of Tribal specific clean energy, climate mitigation and resilience, and conservation-related tax incentives and investment programs in President Biden’s Inflation Reduction Act, including who is eligible to apply for funding and for what activities. * Energy Savings Hub Consumer Website (Link <https://urldefense.com/v3/__http:/Energy.gov/Save__;!!Bg5easoyC-OII2vlEqY8mTBrtW-N4OJKAQ!NzV9peIql0vKQ5Bly5igfzHd4yU__hgolfNoCTCMZVOPMC1qGsNN-b3UxZFQ_eAoi Ai0VYd_dpEkH0XYThqo7dzA-j9YWeL4KZV2oieCVHTO$> ) * Description: The U.S. Department of Energy (DOE) launched the Energy Savings Hub — an online one-stop shop for American families and consumers to access the savings tools that President Biden’s Investing in America agenda has made available to drastically cut energy costs. The new website puts President Biden’s clean energy tax credits and forthcoming rebates right at Americans’ fingertips, helping people take control of their energy costs and have cleaner and more efficient options as a consumer—whether they are looking to purchase an electric vehicle, update an appliance, or make their home safer and more comfortable. * Industrial Demonstrations Program (Link <https://www.energy.gov/oced/industrial-demonstrations-program> ) * Description: The Industrial Demonstrations Program will fund projects that focus on the highest emitting and hardest to abate industries where decarbonization technologies can have the greatest impact: iron and steel, cement and concrete, chemicals and refining, food and beverage, paper and forest products, aluminum, other energy-intensive manufacturing industries and cross-cutting technologies. * Who can apply? See link for additional information broken down by each grant. * Deadline: See link for additional information broken down by each grant. * NOAA Climate Resilience Readiness Challenge (Link <https://coast.noaa.gov/funding/ira/resilience-challenge/> ) * Description: Approximately $575 million is available for projects that build the resilience of coastal communities to extreme weather (e.g., hurricanes and storm surge) and other impacts of climate change, including sea level rise and drought. * Who can apply? Coastal states, territories, counties, cities, tribes, and tribal organizations; public or private nonprofit organizations; and institutions of higher education. * Deadline: For the letter of intent: Monday, August 21, 2023. For the full application: Tuesday, Feb 13, 2024. * Solar for All: Greenhouse Gas Reduction Fund (Link <https://www.grants.gov/web/grants/view-opportunity.html?oppId=348957> ) * Description: This Notice of Funding Opportunity (NOFO) is for the $7 billion Solar for All competition. This competition will award up to 60 grants to states, territories, Tribal governments, municipalities, and eligible nonprofit recipients to expand the number of low-income and disadvantaged communities primed for distributed solar investment—enabling millions of low-income households to access affordable, resilient, and clean solar energy. Grantees will use funds to expand existing low-income solar programs or design and deploy new Solar for All programs nationwide. * Who can apply? See link for a full list of eligible applicants. * Deadline: September 26, 2023 * Higher Blends Infrastructure Incentive Program (Link <https://www.rd.usda.gov/programs-services/energy-programs/higher-blends-infrastructure-incentive-program> ) * Description: The purpose of the HBIIP is to increase significantly the sales and use of higher blends of ethanol and biodiesel by expanding the infrastructure for renewable fuels derived from U.S. agricultural products. The program is also intended to encourage a more comprehensive approach to market higher blends by sharing the costs related to building out biofuel-related infrastructure. * Who can apply? Transportation fueling facilities and fuel distribution facilities. * Deadline: September 30, 2023 * Investing in Clean Energy for Rural America (Link <https://www.rd.usda.gov/programs-services/energy-programs/rural-energy-america-program-renewable-energy-systems-energy-efficiency-improvement-guar anteed-loans/wa> ) * Description: The U.S. Department of Agriculture (USDA) will announce ~$1.45B in new Inflation Reduction Act funding for the REAP program, which is an existing program created in the 2002 Farm Bill. REAP provides guaranteed loan financing and grant funding to agricultural producers and rural small businesses for renewable energy systems or to make energy efficiency improvements. * Who can apply? Rural small businesses and agricultural producers. * Deadline: The program provides guaranteed loan financing and grant funding to agricultural producers and rural small businesses for renewable energy systems or to make energy efficiency improvements. THE BIPARTISAN SAFER COMMUNITIES ACT * Various SAMHSA Grant Opportunities (Link <https://www.samhsa.gov/grants/grant-announcements-2022/fy-2023-nofo-forecasts> ) * Description: The Substance Abuse and Mental Health Services Administration (SAMHSA) has a number of forecasted and posted grant opportunities on their website, ranging from programs to support Crisis Lifelines and Response Cooperative Agreements, to Family Counseling and Support for LGBTQ+ Youth, and more. * Who can apply? Eligibility requirements vary by grant opportunity. * Deadline: Deadlines vary by grant opportunity. * Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation (PROTECT) Program (Link <https://www.grants.gov/web/grants/view-opportunity.html?oppId=347585> ) * Description: The purpose of the PROTECT Formula and Discretionary Grant programs is to plan for and strengthen surface transportation to be more resilient to natural hazards, including climate change, sea level rise, flooding, extreme weather events, and other natural disasters through formula and competitive discretionary grants. * Who can apply? The PROTECT Discretionary Grant Program provides broad applicant eligibility for all levels of government to be direct recipients of funds. States, MPOs, local governments, and Indian Tribes can apply directly to FHWA. A Federal land management agency may be eligible if the agency applies jointly with a State or group of States. * Deadline: August 18, 2023 INFRASTRUCTURE INVESTMENT AND JOBS ACT (IIJA) * National Broadband Map Published (Link <https://broadbandmap.fcc.gov/home> ) * Description: Provides information about the internet services available to individual locations across the country, along with new maps of mobile coverage, as reported by Internet Service Providers (ISPs) in the FCC’s ongoing Broadband Data Collection. Consumers, state, local and Tribal government entities, and other stakeholders can help verify the accuracy of the data shown on the map by filing challenges. An accurate map helps identify the unserved and underserved communities most in need of funding for high-speed internet infrastructure investments. * Safe Streets and Roads for All (SS4A) (Link <https://www.transportation.gov/grants/SS4A> ) * Description: The SS4A program funds regional, local, and Tribal initiatives through grants to prevent roadway deaths and serious injuries. * Who can apply? The following groups of applicants are eligible for the SS4A grant program: * A political subdivision of a State or territory, defined in the FY23 Notice of Funding Opportunity as a unit of government created under the authority of State law. This includes cities, towns, counties, special districts, certain transit agencies, and similar units of local government; * A federally recognized Tribal government; * Metropolitan planning organizations (MPOs); and * A multijurisdictional group of entities from the ones described above (select one lead applicant from group). * Deadline: July 10, 2023 * Interstate Rail Compact Announcement (Link <https://railroads.dot.gov/grants-loans/competitive-discretionary-grant-programs/interstate-rail-compact-grant-program> ) * Description: The Department of Transportation will announce the notice of funding opportunity for the Interstate Rail Compact Program. Established by the Bipartisan Infrastructure Law, this program provides funding for existing interstate rail compacts (IRCs) to strengthen their capability to advance intercity passenger rail service within their region. * Who can apply? An existing entity (e.g., a commission) established by member states to implement an interstate rail compact. * Deadline: July 10, 2023 * Ride and Drive Funding Opportunity Announcement (Link <https://energycommunities.gov/funding-opportunity/joint-office-of-energy-and-transportation-ride-and-drive-electric-fiscal-year-2023-funding-o pportunity-announcement/> ) * Description: This Ride and Drive Electric FOA seeks applications to address discrete barriers to a future where everyone can ride and drive electric. Specifically, this FOA will directly advance the goal of building a national network of EV chargers for all Americans by supporting EV charging reliability, resiliency, equity, and workforce development. Enhancing and expanding EV infrastructure nationwide will also indirectly contribute to the goal of having 50% of all new light-duty vehicle sales be electric by 2030. * Who can apply? DOE seeks proposals that drive innovative approaches to program coordination and service delivery, while fostering the collaboration of dynamic and diverse teams. * Who can apply? Who can apply? Consortia of regional institutions of higher education, academic health and research institute, or economic development entities located in the service area that have experience in addressing these issues in the region. The consortium must include a regional university, or the proposed scope of work must include coordinating with a regional university, to solve untreated raw sewage issues with innovative technologies and strategic management and regulatory models. * Deadline: July 31, 2023 * DOE Heat Pump Defense Production Act Program (Link <https://infrastructure-exchange.energy.gov/Default.aspx#FoaId76f24bfe-e18d-42b3-83d0-377e97210cc1> ) * Description: The main goal of this program is to ensure national security by accelerating the growth of domestic production capability of electric heat pumps to meet the anticipated increased demand for clean energy technologies as the economy transitions to net-zero emissions. * Who can apply? U.S. citizens and lawful permanent residents are eligible to apply for funding as a prime recipient or subrecipient. The proposed prime recipient and subrecipient(s) must be domestic entities. The following types of domestic entities are eligible to participate as a prime recipient or subrecipient of this FOA: * 1. Institutions of higher education; * 2. For-profit entities; * 3. Non-profit entities; and * 4. State and local governmental entities, and tribal nations. * Deadline: August 1, 2023 * Wildlife Crossings Notice of Funding Opportunity (Link <https://highways.dot.gov/federal-lands/programs/wildlife-crossings> ) * Description: The Department of Transportation’s Federal Highway Administration will publish a $125 million NOFO for the Wildlife Crossings Pilot Program. Funds will be awarded on a competitive basis for projects that seek to achieve a reduction in the number of wildlife-vehicle collisions. The primary goals of the WCPP are to save lives, prevent serious injuries, and protect motorists and wildlife by reducing WVCs, and improve habitat connectivity for terrestrial and aquatic species. Reduction of wildlife vehicle collisions and improvement of terrestrial and aquatic habitat connectivity are the primary merit criteria that will be used in reviewing applications, and each of the primary merit criteria are of equal importance. * Who can apply? This notice announces the availability of funds and solicits applications from eligible entities, including nonprofit organizations, to deliver Brownfields Job Training programs that recruit, train, and retain a local, skilled workforce by prioritizing unemployed and under-employed residents to obtain the skills and credentials needed for pathways into full-time employment in various aspects of hazardous and solid waste management and within the larger environmental field, including sustainable cleanup and reuse, and chemical safety. * Who can apply? Please find eligible applicants list here at this link <https://www.epa.gov/cleanschoolbus/clean-school-bus-program-grants> . * Deadline: August 22, 2023 * ADCMS Program Grants (Link <https://www.fhwa.dot.gov/construction/ADCMS/grants.cfm> ) * Description: The ADCMS Program is a competitive, discretionary program that focuses on accelerating the adoption of advanced technology that may be applied throughout the construction lifecycle (including through the design and engineering, construction, and operations phases) that maximize interoperability with other systems, products, tools, or applications; boost productivity; manages complexity; reduces project delays and cost overruns; and enhances safety and quality. * Who can apply? States may apply alone or in partnership with Local Agencies, Tribes or Private Industry. * Deadline: August 28, 2023 * Reconnecting Communities and Neighborhoods (RCN) Program (Link <https://www.transportation.gov/briefing-room/biden-harris-administration-announces-new-streamlined-funding-application-process> ) * Description: The Reconnecting Communities Pilot Program was established in President Biden’s infrastructure law to help fund community-led projects that mitigate physical barriers to mobility and access, such as train tracks or highways. The Inflation Reduction Act established the Neighborhood Access and Equity Program that similarly funds projects that remove physical barriers as well as projects to improve walkability, safety, and affordable transportation access, particularly in low-income and disadvantaged communities. * Who can apply? States, local government units, metropolitan planning organizations, nonprofit organizations, and Federally recognized Tribal governments. * Deadline: September 28, 2023 * NOAA Climate Ready Workforce for Coastal and Great Lakes States, Tribes, and Territories Initiative (Link <https://seagrant.noaa.gov/CRW> ) * Description: Sea Grant and the NOAA Climate Program Office, with support from the NOAA Office for Coastal Management, seek to establish programs aimed at placing people across the country into good jobs that advance climate resilience and assisting employers in developing a 21st century workforce that is climate literate, informed by climate resilience, and skilled at addressing consequent challenges. NOAA will assist communities in coastal and Great Lakes states and territories so they may form partnerships that train workers and place them into jobs that enhance climate resilience. * Who can apply? Please find eligible applicants list here at this link <https://www.grants.gov/web/grants/view-opportunity.html?oppId=348990> . * Deadline: Letters of intent due November 30, 2023 * Emerging Contaminants in Small or Disadvantaged Communities (EC-SDC) Tribal Grant Program (Link <https://www.epa.gov/dwcapacity/emerging-contaminants-ec-small-or-disadvantaged-communities-grant-sdc > ) * Description: To address emerging contaminants, like Per- and Polyfluoroalkyl Substances (PFAS) in drinking water across the country. This investment, which is allocated to states and territories, will be made available to communities as grants through EPA's Emerging Contaminants in Small or Disadvantaged Communities (EC-SDC) Grant Program and will promote access to safe and clean water in small, rural, and disadvantaged communities while supporting local economies. * Who can apply? * Established as a noncompetitive grant program, eligibility to apply for and receive funds is limited to the fifty states and Puerto Rico, Guam, the U.S. Virgin Islands, American Samoa and the Commonwealth of the Northern Mariana Islands. * States are to use this funding to make grants to eligible emerging contaminant projects and/or activities in small or disadvantaged communities. The target beneficiaries are the eligible recipients for this grant, communities as described in section 1459A of the Safe Drinking Water Act (SDWA): * “Disadvantaged Community” is one determined by the state to be disadvantaged under the affordability criteria established by the state under section 1452(d)(3) of the Safe Drinking Water Act or may become a disadvantaged community as a result of carrying out a project or activity under the grant program. As with the Drinking Water State Revolving Fund program, each state has statutory discretion to set its own criteria. * “Small Community” is one that has a population of less than 10,000 individuals that the Administrator determines does not have the capacity to incur debt sufficient to finance a project or activity under the grant program. This is a statutory definition. * Deadline: Applications accepted on an ongoing basis ADDITIONAL FUNDING OPPORTUNITIES * Olympic National Forest, Forest Improvement Projects (Link <https://www.fs.usda.gov/detailfull/olympic/workingtogether/advisorycommittees/?cid=fseprd1008698> ) * Description: The Olympic National Forest is accepting proposals for forest improvement projects, funded by the Secure Rural Schools program. Projects should improve the maintenance of existing infrastructure, enhance forest ecosystems or restore and improve land health, fish and wildlife habitat, and water quality in or surrounding the Olympic National Forest. * Who can apply? Who can apply? To enhance the technical and administrative capacity of nonprofits seeking access to this funding, DOE is using an aggregation model. Under this model, DOE will award 5-15 larger grants to nonprofits interested in serving as Prime recipients. Prime recipients will assemble portfolios of energy-efficiency projects in nonprofit facilities and provide technical and project management assistance. These projects address climate change adaptation by improving infrastructure on roads and trails leading to improved water quality, restoring aquatic organism passage, and maintaining forest access. * Timeline: Fall 2023 * Strengthening Mobility and Revolutionizing Transportation (SMART) Grants Program (Link <https://www.transportation.gov/grants/SMART> ) * Description: The Bipartisan Infrastructure Law (BIL) established the Strengthening Mobility and Revolutionizing Transportation (SMART) discretionary grant program with $100 million appropriated annually for fiscal years (FY) 2022-2026.
