In June, heat waves broke records across the country. Puerto Rico experienced its hottest month in more than 120 years, and Texas recorded its top 19 hottest days ever. Parts of Michigan, New York and Vermont also broke their daily temperature records. And in the first six months of 2023, there were 12 individual billion-dollar weather and climate events across the country. The situation is alarming, and it requires an all-of-society response to ensure that communities have the support they need to plan, prepare, and recover <https://whitehouse.us10.list-manage.com/track/click?u=f620288bb41dd81f9c71 5ef4d&id=f1ba944a39&e=1b00b68fe6> from these extreme weather events, which are costing the U.S. billions of dollars every year. Earlier this spring, ONDCP Director Dr. Gupta used an executive designation authority to designate fentanyl combined with xylazine as an emerging threat to the United States and proactively address this dangerous threat head-on. A first-of-its-kind National Response Plan outlines action steps the federal government will pursue to address this threat, protect public health and public safety, and save lives. This includes both short- and longer-term action steps to provide immediate relief to communities across the nation, and to support the large-scale efforts needed to eradicate this threat. That is why President Biden signed the most comprehensive set of executive actions any President has ever taken to make care more affordable and accessible for hard-working families, and provide support for care workers and family caregivers while strengthening the care economy. In his Executive Order (EO) that he signed in April, the President directed the Department of Health & Human Services (HHS) to consider advancing policies that reduce child care costs for families and improve provider payment policies to strengthen the child care market. Vice President Harris announced new steps to deliver on the fight to lower the cost of child care, strengthening the Child Care & Development Block Grant (CCDBG) program, which supports 1.5 million children and their families each month with child care assistance. Specifically, the Vice President will announce an HHS notice of proposed rulemaking (NPRM) that would: * Cap child care copayments for working families at no more than 7% of a family’s income and encourage states to waive copayments for families at or below 150% of the federal poverty level; * Improve financial stability for child care providers and incentivize their participation in the CCDBG program by ensuring they are paid on-time and based on program enrollment instead of attendance; and, * Make it easier for families to access CCDBG by encouraging states to accept online applications for CCDBG enrollment and to make siblings of children who already receive the subsidy presumptively eligible for benefits. In May, the Biden-Harris Administration named Columbus as one of five Workforce Hubs—along with Pittsburgh, Augusta, Baltimore, and Phoenix—where historic legislation passed by President Biden, including the American Rescue Plan, the Bipartisan Infrastructure Law, the CHIPS and Science Act, and the Inflation Reduction Act, are catalyzing private and public investments and creating good-paying jobs. These investments demonstrate how Bidenomics—President Biden’s vision for growing the economy from the middle out and bottom up—is creating jobs and opportunity in cities and states across the country. Columbus has emerged as a center of investment in key industries—including semiconductor manufacturing, clean energy, biotechnology, high-performance computing, and transportation. This investment is driving an increase in calls, texts and chats, with nearly 5 million contacts answered in the past year — and helped millions of people in crisis. The Biden-Harris Administration’s nearly $1 billion investment into the 988 Lifeline includes funding from President Biden’s American Rescue Plan (ARP) and Bipartisan Safer Communities Act (BSCA) and supports the President’s Unity Agenda to address the mental health crisis.
