The effort to pass that ordinance was led by then West Hollywood Councilmember (and now current LA County Supervisor) and Local Progress member Lindsey Horvath. The ordinance ensures
the minimum wage increase is determined by local price increases since it uses the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W) for the Los Angeles-Long
