Dear John,
As we progress towards a fossil-free future, Washington State remains home to several crude oil refineries. Communities and workers know the dangers of inadequately regulated refineries
as the violent explosion at the Tesoro refinery in Anacortes led to the tragic deaths of seven refinery workers 13 years ago – the deadliest industrial disaster in state history.
A federal investigation found the fatal accident was entirely preventable. The company failed to act, and the state’s outdated Process Safety Management (PSM) regulations weren’t strong
enough to hold the fossil fuel industry accountable.

PSM rules identify problems that can cause explosions, catastrophic leaks, and other dangerous and preventable problems, with the goal of ensuring workers are safe on the job and that
employers must act on said problems before they turn into disasters. Strong, effective rules also minimize the risk of harm to surrounding communities and to the natural environment.
It’s way past time to fix the outdated PSM rules and prevent another oil refinery disaster in Washington. Join environmental and labor activists in calling on the State’s Department
of Labor & Industries to support the strong, updated PSM rule currently being considered.
