HOUSING FUND BOARD
Regular Meeting — Wednesday, June 28, 2023 at 2:30 p.m.
Commissioners' Chambers, Jefferson County Courthouse

CALL TO ORDER: Jefferson County Commissioner Greg Brotherton called the Joint Jefferson
County/City of Port Townsend Housing Fund Board(HFB)to order. The following HFB members
participated in the meeting: City of Port Townsend Councilmember Aislinn Palmer, Members Peggy
Webster, Julia Cochrane and Viki Sonntag.
PUBLIC COMMENT PERIOD: Chair Brotherton opened the floor for public comments, and one
comment was received.
APPROVAL OF MEETING MINUTES: This item was tabled for a future meeting.
DISCUSSION re: FINANCIAL UPDATE: Jefferson County Finance Manager Judy Shepherd
updated the Board on the Auditor's recording fee change. Jefferson County Administrator Mark
McCauley provided 2024 projected amounts for fund 148: $965,000 and fund 149: $220,000.
DISCUSSION re: Reporting Requirements for Grantees re: Chair Brotherton discussed reporting
requirements on the RFP and options moving forward, which may include an annual report each year for
the 5-year plan, and not create the quarterly reports.
DISCUSSION re: RFP and Application Review and Timeline:
• Consolidate the Application and the RFP into one document
• Consolidate funds 1590/148/149 into one document
• Timeline:
o August 31, 2023 post date
o September 13, 2023 call-in for questions or schedule a special meeting for questions
o September 29, 2023 due date by 4:00 p.m.
o October 5, 2023 distribute applications to Board members for review
o October 18, 2023 questions from the Board to the applicants
o October 25, 2023 regular meeting for presentations and recommendations
o November 6, 2023 recommendations to the Board of County Commissioners
o November 15, 2023 agreements entered into contract review
o December 4, 2023 contracts to the Board of County Commissioners

DISCUSSION re: Committee Procedures: HFB members discussed the proposed draft committee
procedures document. After discussion Member Palmer moved to approve the HFB Board Committee
Procedures as presented. Member Sonntag seconded the motion. The motion carried.
DISCUSSION re: Definitions re: Member Palmer requested to use the same definitions as the
Washington State Department of Commerce which follows RCW. Members will work with Commerce
and HUD, and share information they find with the City of Port Townsend and Jefferson County
Planning Departments.
DISCUSSION re: Committee Updates:
• Community Conversation Committee re: Chair Brotherton explained the objective of this
committee is to engage community and community groups outreach. It is a continuation from
the Task Force Committee on Funds 1590/148/149. There is one community member
position available.
• Data/Needs Analysis Committee re: Member Sonntag updated the Board and shared notes.
• Coordinated Entry Advisory Board re: Member Webster gave update and stated there is
progress with the MOU's and coordination with other agencies.
Chair Brotherton opened the floor for public comments, and one comment was received.
FUTURE AGENDA ITEMS: HFB members discussed having the following items on future agendas:
• New recording rule beginning July 23, 2023 that all recording fees go to Fund 149
• Funds 148 and 149; uses
PUBLIC COMMENT PERIOD: Chair Brotherton called for public comments, and one comment was
received.
NOTICE OF ADJOURNMENT: Chair Brotherton adjourned the meeting at 4:32 p.m. until the next
regular meeting or special meeting as properly noticed.
