MINUTE S
HOUSING FUND BOARD
Regular Meeting — Wednesday, April 26, 2023 at 2:30 p.m.
Commissioners' Chambers, Jefferson County Courthouse
1820 Jefferson Street, Port Townsend, WA 98368 (Hybrid)
CALL TO ORDER: Jefferson County Commissioner Greg Brotherton called the Joint Jefferson
County/City of Port Townsend Housing Fund Board(HFB)to order. The following HFB members
participated in the meeting: Jefferson County Commissioner Kate Dean, City of Port Townsend
Councilmember Aislinn Diamanti, Member Peggy Webster, Member Julia Cochrane and Member Viki
Sonntag.
Chair Brotherton announced that the OlyCAP Shelter at the American Legion will be closed for two
months this summer. The HFB members discussed ways they could provide assistance.
PUBLIC COMMENT PERIOD: Chair Brotherton called for public comments, and no comments were
received.
APPROVAL OF MEETING MINUTES: Member Dean moved to approve the Regular Meeting
Minutes of March 22, 2023 as presented. Member Diamanti seconded the motion.
DISCUSSION re: HOUSING SURVEY RESPONSES: HFB members agreed to table discussion on
this item until the next HFB meeting. Member Dean noted later in the meeting that only two survey
responses were received. Clerk Gallaway will re-send the survey.
DISCUSSION re: ALIGNING THE REQUEST FOR PROPOSALS (RFP) PROCESS: This
discussion item was tabled until the next HFB meeting.
DISCUSSION re: QUORUMS ON COMMITTEES/RESTRUCTURING: The HFB members
reviewed each committee for quorum issues. Clerk Gallaway will send an updated committee list to
members after the meeting.
COMMITTEE UPDATES: The Housing Fund Board members discussed the following committees:
• Funding Opportunities Committee: Chair Brotherton and Member Webster provided an update.
City of Port Townsend Manager John Mauro was in attendance and joined the conversation.
• Data Assessment Committee: Member Webster provided a report of the last meeting. After
discussion, HFB members agreed to combine the Data Assessment Committee and the Needs
Assessment Committee.
• Community Conversation Committee/Coordinated Entry Advisory Board(CEAB): Chair
Brotherton provided a report of the last meeting.

• 5-Year Plan Committee: This committee was dissolved on March 22, 2023. The HFB will
review the 5-Year Plan during the June 2023 meeting.
• RFP Committee: HFB members agreed to dissolve the RFP committee and have it be a function
of the HFB.
DISCUSSION re: COORDINATED ENTRY ADVISORY BOARD (CEAB): After discussion,
Chair Brotherton moved to seat Member Webster—Peninsula Housing Authority, Audrey Morford-
OIyCAP, Auston Spence - OlyCAP, Sam Schroeder—OlyCAP, Cheryl Weinstein—Dove House, Sarah
Rogers—Dove House, Heather Dudley Nollette—Bayside Housing, and Kathy Howard—Bayside
Housing to the Coordinated Entry Advisory Council. Member Diamanti seconded the motion. Chair
Brotherton stated he would like to amend his motion to change the title to the Coordinated Entry
Advisory Board. Member Diamanti agreed to the friendly amendment.
Chair Brotherton called for comments, and none were received. He called for a vote on the motion. The
motion carried. This item was discussed later in the meeting and the HFB members voted to allow newly
appointed CEAB members the ability to designate an alternate staff member in their absence.
OLD and NEW BUSINESS: Housing Fund Board members discussed the following topics:
• 7th Haven
• Kearney St. Apartments; might be moving away from low-income housing
• Legislative update
CONTINUED DISCUSSION re: COORDINATED ENTRY ADVISORY BOARD (CEAB): Chair
Brotherton moved to amend the following action on the CEAB to allow appointed members to designate
other staff members from their organizations to the board if they are unable to attend. Member Dean
seconded the motion. He called for a vote on the motion. The motion carried.
FUTURE AGENDA ITEMS: HFB members discussed having the following items on future agendas:
• County/City Planning Departments; update re: Code alignment- future
• Department of Commerce check-in re: 5-Year plan definitions/needs - future
• Housing Survey response
• Aligning RFP process
• Community and Needs Assessment; data part
• OlyCAP Shelter closing; review potential solutions
• Woodley Place; Definition of permanent and supportive housing
• REET; update
• Kirsten Jewel, is the new Housing Policy Manager at the Department of Commerce in Olympia
• 5-Year plan; City and County will need to decide where growth will be going
PUBLIC COMMENT PERIOD: Chair Brotherton called for public comments, and one comment was
received.
NEXT STEPS/CLOSING REMARKS: The next HFB meeting will be held on May 24, 2023.
Member Dean stated she will not be in attendance.
