As part of his Unity Agenda, he released a comprehensive national strategy to transform how mental health is understood, accessed, treated, and integrated in and out of health care settings. That’s why, this week, the President announced new actions that would improve and strengthen mental health parity requirements and ensure that more than 150 million Americans with private health insurance can better access mental health benefits under their insurance plan. The proposed rule reinforces MHPAEA’s fundamental goal of ensuring that families have the same access to mental health and substance use benefits as they do physical health benefits. And it would make it easier to get in-network mental health care and eliminate barriers to access that keep people from getting the care they need, when they need it. This rule would help increase utilization of mental health and substance use care, ensure comparable payment for mental health care professionals, likely incentivizing more people to join the mental health workforce. In addition to announcing the proposed rule, the President also announced the Administration’s intention to issue a request for information on how it can best work with states to ensure compliance with MHPAEA’s critical protections for the millions of Medicaid beneficiaries enrolled in private Medicaid health plans. President Biden convened Mayor Kate Gallego of Phoenix, Arizona, and Mayor Ron Nirenberg of San Antonio, Texas, to hear from them directly about how their communities are being impacted by extreme heat and to discuss the steps the Biden-Harris Administration is taking to protect communities like theirs. The President also announced new measures to protect workers and communities across the country from the impacts of extreme heat. President Biden has asked the Department of Labor (DOL) to issue the first-ever Hazard Alert for heat, and DOL will also ramp up enforcement to protect workers from extreme heat. The Hazard Alert will reaffirm that workers have heat-related protections under federal law. As part of the alert, the Department of Labor will provide information on what employers can and should be doing now to protect their workers, help ensure employees are aware of their rights, including protections against retaliation, and highlight the steps the Occupational Safety and Health Administration (OSHA) is currently taking to protect workers. Because of the ADA and its protections against discrimination in public accommodations, employment, transportation, and community living, millions of people with disabilities have grown up with the promise of the same rights and chances as their peers without disabilities — and our communities, our economy, and our country are all stronger as a result. Despite the important progress made under the ADA, many people with disabilities cannot access web or mobile-based state and local services—such as voter registration, filing taxes, applying for critical social services, accessing vital records, registering for vaccines, and taking online courses. This lack of accessibility has led unequal access to critical services for millions of Americans. As most services turned online during the pandemic, access disparities worsened. Deaf and hard of hearing people could not understand video messages from governors and mayors due to lack of captioning and American Sign Language interpretation. Community college students with certain disabilities, such as manual dexterity disabilities, could not properly navigate online course content. That’s why, in recognition of the 33rd Anniversary of the ADA, the Biden-Harris administration is taking new steps to strengthen the ADA and improve online accessibility to state and local services for the nearly 50 million people with disabilities with vision, hearing, cognitive, and manual dexterity disabilities. Bidenomics is mobilizing historic levels of private sector investment in the United States, supporting American innovation and research and development (R&D), strengthening domestic manufacturing after decades of offshoring, and creating new, good-paying jobs, including union jobs and jobs that don’t require a college degree. Over the last several decades, American workers, researchers, and companies have created and commercialized many of the world’s most important technologies. However, many innovative technologies have ended up being manufactured elsewhere, even when the research behind those inventions has been funded with taxpayer dollars and can be manufactured domestically. With the President’s Invest in America historic investments in Federal R&D through the Bipartisan Infrastructure Law, the CHIPS and Science Act, and the Inflation Reduction Act, the United States has a once-in-a-generation package of tools and resources to expand our innovative capacity. Through the government innovation practices in the Executive Order, the Administration will promote R&D investments than can directly support American manufacturing and American jobs in the industries of the future—a key pillar of Bidenomics. But our nation’s rental market is defined by a patchwork of state and local laws and legal processes that leave far too many renters with little recourse when housing providers fail to comply with the law or the lease agreement. President Biden believes every American deserves access to safe, accessible, and affordable housing, reflected in the Blueprint for a Renters Bill of Rights, which outlines principles and best practices at the federal, state and local level that would strengthen tenant protections and increase fairness in the rental market. The Executive Order transfers key decision-making authorities from commanders to specialized, independent military prosecutors in cases of sexual assault, domestic violence, murder, and other serious offenses by amending the Uniform Code of Military Justice (UCMJ). These reforms are a turning point for survivors of gender-based violence in the military. They fulfill President Biden’s promise to fundamentally shift how the military justice system responds to sexual assault and related crimes, which is something President Biden has prioritized since Day One of this administration. Ending gender-based violence wherever it occurs has been a top priority for the President throughout his career—as a Senator, and as Vice President. As Commander in Chief, he’s made clear that our one truly sacred obligation as a nation is to prepare and equip those we send into harm’s way, and to care for them and their families both while they are deployed and when they return home. The new national monument will tell the story of the events surrounding Emmett Till’s murder, their significance in the civil rights movement and American history, and the broader story of Black oppression, survival, and bravery in America. The new national monument will be anchored at three historic sites in Chicago, Illinois; Sumner, Mississippi; and just outside of Glendora, Mississippi. These sites are central to Emmett Till’s racially motivated murder in 1955 and the defining events that followed – including the courageous activism and leadership of his mother, Mamie Till-Mobley.
