FISCAL IMPACT: RECOMMENDATION: Approve Creation of Clean Water District Financing Task Force (CWDFTF) REVIEWED BY: -0 November 14, 2007 John Fi bach, County Administrator Date 1 Clean Water District Financing Task Force (CWDFTF) • TASK FORCE CREATED - PURPOSE The Clean Water District Financing Task Force (CWDFTF) is hereby created to examine financing a Clean Water District(CWD). The CWD was created by Ordinance No. 08-1017-07, adopted on October 17"', 2007 for Eastern Jefferson County. One of the methods of financing a CWD examined by the Board of County Commissioners is a fixed fee charged per parcel. This is not the only funding mechanism examined, but, the alternatives authorized by statute are limited. This method of financing, however, was not approved by the Board of County Commissioners (BOCC) at the time the CWD was created since they considered it to be inherently unfair due to its regressive nature. Historically, the BOCC has been consistent on this issue and has not used per parcel type fees to fund the Noxious Weed Control Board or the Conservation District. Rather, the BOCC approved the CWD without a permanent financing mechanism. Many suggestions were made by members of the public during several public meetings to improve upon this method of financing. The BOCC is determined to sort through these suggestions and is interested in analyzing the per parcel method of financing a CWD to determine whether there are ways to make it more fair and more appropriate for use in Jefferson County. The purpose of this task force is to do this analysis and report findings and recommendations to • the BOCC for budgetary reasons. Time is of the essence in making this determination. It needs to be made by April 1, 2008, in order to allow sufficient time to be implemented by the end of September, 2008. Completion earlier will provide useful information for legislators during the 2008 legislative session. TASK FORCE CREATED - MEMBERSHIP The task force will initially consist of the following five(5) members: 1. Jack Westerman, Assessor 2. Judi Morris, Treasurer 3. A City Council Member appointed by the Mayor of Port Townsend 4. John Austin, Member, Board of County Commissioners 5. John Bolton, Citizen The task force will be staffed by Neil Harrington from the Water Quality Division. Should the task force determine they require additional assistance they shall submit a request to the County Administrator for consideration and processing. TASK FORCE REPORTING- TIMING 1101 The task force shall submit a written report to the BOCC by April 1, 2008.
