This letter presents the information for a trip generation letter supporting the proposed Caswell-Brown Village
development in Port Townsend, Washington. This trip generation letter is prepared for submission to Jefferson
County.
PROJECT DESCRIPTION
The Caswell-Brown Village development is located at 142 Mill Road in Port Townsend, Washington. This
development proposes a 50-bed emergency shelter with permanent supportive housing. There is currently an
existing 40-lot park consisting primarily of recreational vehicles (RV) and tiny shelters to provide housing for
persons experiencing housing insecurity. The tiny shelters are referred to on the site plan (see Figure 1) as “tent
structures” and will contain wood walls and wood roofs. Electricity will be the only utility provided to the tiny
shelters.
The 11,830-square-foot emergency shelter is designed with a communal kitchen and bathrooms, two common
rooms, 24 emergency shelter beds, and 16 permanent supportive housing units consisting of three one-bedroom
units and 13 single-room occupancies serving very low-income individuals suffering chronic housing instability.
The 40-bed shelter is planned with flexible space to support up to 75 individuals during peak weather
emergencies and will include staff quarters with 27 parking stalls in the upper portions of a 21.8-acre parcel
shared with an approved temporary housing facility (THF).
TRIP GENERATION
The number of trips generated for the new proposed development is based on the Institute of Transportation
Engineers’ (ITE) Trip Generation Manual, 11th edition (September 2021) land use code 223 (Affordable Housing).
The subcategory used for this land use is based on income limits, and the independent variable is assumed one
resident per unit. The trip generation results for the existing 40 units, the proposed 50 units, and all units
combined are summarized in Table 1. The site trips are presented for the average weekday, the AM peak hour
between 7:00 am and 9:00 am, and the PM peak hour between 4:00 pm and 6:00 pm.

Caswell-Brown Village development is anticipated to generate 131 vehicle trips during a typical weekday, 16
during the AM peak hour, and 8 during the PM peak hour.
SEPA CHECKLIST
The Transportation section of the State Environmental Policy Act (SEPA) Environmental Checklist was reviewed and
responded to based on the project’s trip generation.
Section 14 f. How many vehicular trips per day would be generated by the completed project or proposal? If known,
indicate when peak volumes would occur and what percentage of the volume would be trucks. What data or
transportations models were used to make these estimates?
• The number of average daily trips for the existing site is 58, and the new proposed structure will add 73
new average daily trips to this development. A total of 131 average daily trips were calculated for this
development. The peak volumes take place during the average weekday between 7:00 am to 9:00 am and
4:00 pm to 6:00 pm. Based on typical daily conditions, the percentage of the volume of trucks is assumed
to be 0% based on land use type. This information is based on the ITE Trip Generation Manual, 11th
edition.
Section 14 h. Proposed measures to reduce or control transportation impacts, if any:
• There are no proposed measures to reduce or control transportation impacts due to the low trips
generated by the project. It is understood that residents of the proposed sites are not reliant on personal
vehicles for transportation. The existing multiuse trail provide a direct connection to Port Townsend
services.
Based on the results of this trip generation analysis, and review of Jefferson County traffic impact analysis (TIA)
technically complete checklist, no TIA is required.
