I’ve typed a response below in the Husky color, purple. 1) What is the location of the newly proposed emergency shelter The proposed shelter will be located at 142 Mill Road (formerly known as Accessor’s Parcel Number 001162001. If you could break out the calls into two categories, the five years prior to the 10/24/2022 application, and the timeframe since that application submittal, 10/24/2022 to the present. 2) What existing shelter is it replacing? As currently envisioned, the proposed shelter at 142 Mill Road will replace the existing shelter at the American Legion Post #23 in downtown Port Townsend. One of the questions asked is: Question: Would the project result in an increased need for public services (for example: fire protection, police protection, pubic transit, health care, schools, other)? If so, generally describe. Answer: No, this project is replacing an existing shelter and providing concentrated services for unhoused individuals. This project will expand direct services to individuals who are currently relying on emergency public services. The facility is intended to serve existing Jefferson County residents and public services will not need to be extended. In past projects of this type where I’ve been involved, governments typically provided a summary of police and fire calls to the site or in the immediate vicinity before the use was established and documented measures to show how calls to the emergency shelter site would be reduced. Because a part of this use is already established by the creation of the Tiny Shelter Village at 142 Mill Road and the American Legion shelter is still operating, I thought you might be able to document the calls for police and fire service to the American Legion’s shelter over a specified timeframe, and also to the Mill Road site. Because there’s been evidence of encampments at the Mill Road site prior to its use as a Tiny Village, I had hoped that you could provide this information for the last five years or, alternatively for the past three years.
