Parcel 001162001; Section 16, T 30, R 01 West, WM. PROJECT DESCRIPTION AND REQUIRED PERMITS/STUDIES: New 50-bed emergency shelter and a 40-lot park consisting of tiny shelters and recreational vehicles for individuals experiencing housing insecurity. The shelter includes permanent supportive housing, single roomcommon kitchen, areas reception, shelter beds s n e occupancies, restrooms, showers, , 9living p and offices. The 40-lot park includes commons building, mobile sanitation unit with showers and toilets, and an onsite office. Caswell-Brown Village refers to the combined shelter and 40-lot park for low-income households/individuals without secure housing and/or who are unsheltered. During weather-related emergencies, Caswell-Brown Village is designed with landscaping, lighting, and flexible space to accommodate up to 150 individuals. Comments concerning this application should be submitted to the Department by 4:30 PM on August 23, 2023. Comments submitted after this date may not be considered in the final staff report. SEPA ENVIRONMENTAL REVIEW: The optional Determination of Nonsignificance (DNS) process of the State Environmental Policy Act (SEPA), Washington Administrative Code (WAC) 197-11-355 has been used. DCD reviewed the proposal for probable adverse environmental impacts for the emergency shelter after issuing a pending DNS threshold determination on May 5, 2023. At this time, a mitigated determination of nonsignificance (MDNS) for both the emergency shelter and the 40-lot park is available online through the link above. To address concerns regarding increased demand for public services, adopted mitigations to eliminate, reduce, and minimize impacts include requirements for the completion of five plans substantially similar to the requirements contained in Jefferson County Code Chapter 18.20.385, including 1) Safety and Security Plan, 2) Operations Plan, 3) Transportation Plan, 4) Perimeter Plan, and 5) Communication and Coordination Plan. This determination is based upon a review of the SEPA Checklist, project submissions, and other available information. If the proposal is approved, policies and performance standards found in the Unified Development Code (UDC) will be used to form permit conditions intended to mitigate adverse environmental impacts and/or comply with UDC criteria. Additional conditions or mitigation measures are authorized under SEPA substantive authority and are listed in the preliminary staff report with the SEPA threshold determination.
