A Letter on Housing as Community Resiliency from Willie Bence, Jefferson County’s Director of Emergency Management
To the Residents of Jefferson County,
Here at the Jefferson County Department of Emergency Management, we focus on
planning for worst case scenarios and major catastrophes, both manmade and natural.
Our work is centered on planning and preparing for major earthquakes, tsunamis,
wildfires, and many other scenarios where our community may experience major
disruptions to our day to day lives.
In preparing for these catastrophic events, we often talk of your traditional emergency
preparedness activities - building emergency kits stocked with enough food and water
for thirty days, getting trained in first aid, and writing emergency plans.
However, often lost in these conversations is a key misunderstanding of the concepts of
resilience and vulnerability. Resilience, by definition, is the ability of an entity to effectively "bounce back" after a disruptive event. Vulnerabilities on the other hand, are things
that increase one’s susceptibility or level of risk to the impacts of hazards.
While the preparedness activities mentioned earlier are certainly important steps
towards building resilience at the individual and community levels, there are issues we
deal with on a day-to-day basis that are not only disasters for the individuals affected,
they also impact our overall community's vulnerability, reducing our resilience and the
means we have to prepare for, respond to, and recover from disasters.
One such aspect of resilience/vulnerability is that of housing security. Renters tend to
have fewer means to become prepared, in part because of their dependency on the
fluctuations of the rental market and frequently relocating more than homeowners. A recent
study out of the University of Ohio showed that, even after accounting for factors such
as income and education, renters and those who were behind on rent, mortgage, or
utilities, scored lower on a scale measuring their preparedness level. Housing status
also interacts with other factors, like your poverty-level or being a minority, that exacerbates
Vulnerability.
Never mind the fact that, simply put, many housing issues are disasters of their own for
the individuals involved. In emergency management, we plan for and support operations
of mass care disaster sheltering when people have been displaced from their homes
after a wildfire, earthquake, or tsunami.
But the simple fact remains that people are being displaced from their homes every single day, many due to the lack of affordable or attainable housing -
a slow moving disaster occurring before our very eyes, in our own community.
Finally, housing insecurity additionally affects our collective ability to respond to
disasters large and small. Critical workers in this community across a variety of sectors,
from healthcare to infrastructure to first responders, often cite housing as a primary
barrier towards staying in our community long-term. Thus, not only are many folks in
the area struggling to build resilience themselves, we lack critical resources to support
them, with housing as a common denominator.
Jefferson County government declared a housing emergency in 2017, and the issue
has only since gotten worse. I would like to encourage everyone, on top of building your
family's emergency kit and writing your personal emergency plan, to think about ways
we can build community resilience, and reduce our own vulnerability, through the lens
of housing security.
