SUBJECT: Agea Item — Workshop: Lower Big Quilcene Riverscape Restoration Project
STATEMENT OF ISSUE:
Jefferson County Public Health requests the opportunity for the Hood Canal Salmon Enhancement Group and Jamestown
S'Klallam Tribe to present information and answer questions about the Lower Big Quilcene Riverscape Restoration Project.
ANALYSIS/STRATEGIC GOALS/PRO'S and CON'S:
Public Health requests an opportunity for the Hood Canal Salmon Enhancement Group (HCSEG) and Jamestown S'Klallam
Tribe (JST) to present information and answer questions about the Lower Big Quilcene Riverscape Restoration Project.
This project has been carefully developed over the past decade to comprehensively address community flooding and
improve habitat conditions for several endangered stocks of salmon. Major project elements include the construction of a
1,040ft floodplain spanning bridge on Linger Longer Road and the rehabilitation of the lower one mile of the Big Quilcene
River. Recently, the Jamestown S'Klallam Tribe received a $25 million RAISE grant award from the Federal DOT to fund
the construction of the project, and construction activities are planned begin in the near future.
During the workshop, HCSEG and JST would like to present and discuss:
-A brief overview of the Lower Big Quilcene Riverscape Restoration Project
-Estimated project timeline
-Public outreach strategy
-Options to address a flood-prone section of south river levee
-Overview of draft MOU between HCSEG, JST, and Jefferson County
FISCAL IMPACT/COST BENEFIT ANALYSIS:
The costs to provide this workshop are negligible. The project is being funded by a grant to JST, and will not affect
the County's General Fund.
RECOMMENDATION:
JCPH Management recommends that the BoCC allow time for a workshop to discuss the Lower Big Quilcene Riverscape
Restoration Project.
