Fischbach Clerk of the Board: Lorna Delaney MINUTES Week of April 9, 2007 Chairman Phil Johnson called the meeting to order in the presence of Commissioner David W. Sullivan and Commissioner John Austin. PUBLIC COMMENT PERIOD: The following comments were made by citizens. The Board should have a public hearing on draft #5 of the No Shooting Area (NSA) Ordinance before they approve it; the majority of the comments at the hearings were against the Board initiating the process to establish an NSA and in doing this, the Board appears to be granting itself authority with no checks or balances; concerns were expressed about the influence of the Washington Environmental Council on the Critical Areas Ordinance; there was a question about the appearance of fairness on the Planning Commission appointments; several people mentioned how much time and money the County has spent dealing with appeals from environmental groups from outside the County; several people commented on a public records request proposal that was presented; the Board should allow 60 minutes for public comments when necessary; the County needs to develop a process to help factions find some common ground on County issues; the Board should address the issues that people bring up during the Public Comment Period because it is frustrating when citizens don't get any feedback; the residents in Quilcene have PUD water and now they need a reservoir to be able to maintain fire flow; and the Dosewallips River Road into the Olympic National Park has been washed out for five years and nothing is being done. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Sullivan moved to delete Item #1 and approve the balance of the Consent Agenda. Commissioner Austin seconded the motion which carried by a unanimous vote. 1. Letter Expressing Condolences for the loss of Mary McQuillen; Family of Mary McQuillen Ordinance re: Establishing a Process for the Establishment of No Shooting Areas in Specifically Described Unincorporated Areas of Jefferson County: (See Item #1 on the Consent Agenda) Chairman Johnson asked that language be added to Section 5 (Creation, Alteration, or Dissolution of a No Shooting Area) of the ordinance quoting RCW 9.41.300. The addition would read, "wherein counties are authorized to enact laws and ordinances restricting the discharge of firearms 'where there is a reasonable likelihood that humans, domestic animals, or property may be jeopardized', by either:......." Commissioner Sullivan moved to approve the ordinance with the addition of the suggested language. Commissioner Austin seconded the motion which carried by a unanimous vote. Later in the Day: It was determined that a section repealing and replacing the 1995 ordinance had been omitted from the ordinance. A revised ordinance will be on the April 16 agenda. APPROVAL OF MINUTES: Commissioner Sullivan stated that he had one change in the minutes of March 26,2007. (The last word on Page 2 should be "Congress.") Commissioner Sullivan moved to approve the minutes of the March 23,2007 Special Meeting and the minutes of March 26,2007 as corrected. Commissioner Austin seconded the motion which carried by a unanimous vote. Page 2 Commissioners Meeting Minutes: Week of April 9, 2007 COMMISSIONERS BRIEFING SESSION: County Administrator John Fischbach reported that the County Administrator Meeting scheduled on the agenda at 1 :30 p.m. has been cancelled. He presented the UGA Sewer update. The Sewer Report is currently at the State Department of Ecology and the changes have been made. He also gave the Board a copy of the Washington State Association of Counties Legislative Bulletin for the week. Deputy Director Lourdes Alvarado-Ramos, State Department of Veterans Affairs re: Services Availablefor Local Veterans: Deputy Director Lourdes Alvarado-Ramos explained that she has been visiting Commissioners throughout Washington State to let them know about State DV A services. Their motto is "Serving those who serve." She handed out brochures on several programs that are available. She explained that it is very important for people doing client intake in any human services area to ask ifthe person who needs help is a veteran. Ifveterans are asking for County services, there may be State or federal services that can be utilized instead of spending County funds. Sometimes the system to get to benefits can be complicated but they can help. The Deputy Director reviewed demographic information for Jefferson County and described three programs that she thought would be especially suited for the County. The DV A can do a tailored program for the County if the Board is interested. The programs include: · Veteran's Incarceration Program: The DV A can negotiate with a Prosecutor or Judge to reduce a veteran's sentence in order for them to go into drug and alcohol or psychological treatment. They also work with these veterans on housing and jobs. This program has been working in King County for eight years. Pierce County just started the program, and Kitsap County and Grant County are looking into it. The recidivism rate for the King County program is 14% while the rate for the general jail population is about 57%. Smaller counties like Jefferson County can work with other counties to set up a program. · Veteran's Innovations Program: Washington State citizens deployed out of the National Guard and the Reserve are eligible for financial assistance to pay for school, licenses, equipment and other things that will help them be competitive in the job market. If a veteran is a single parent and is taking classes, the DV A can pay for childcare. · Services for the Elderly: This is especially helpful for military widows on fixed incomes that are at or below poverty level. They may be eligible for benefits of up to $400 a month if their spouse served for at least one day of wartime. This program could help them stay in their homes. Veterans over 65 may be eligible for pensions plus VA healthcare if they served during wartime. If a veteran is in a nursing home, they can help financially. Bob Duffy, State Department of Ecology re: Water Resources Inventory Area (WRIA) 20 Watershed Management Plan: Bob Duffy explained that the WRIA 20 watershed planning process comprises the western Olympic Peninsula in Jefferson and Clallam Counties. The initiating governments are: Jefferson County, Clallam County, the Makah Tribe, the Hoh Tribe and the Quileute Tribe. The products that have been produced by the Planning Unit include: Page 3 Commissioners Meeting Minutes: Week of April 9, 2007 · A technical assessment based on available environment information. Electronic copies are available on the DOE website. · The Bureau of Reclamation produced a report on the hydrology ofthe watershed and did an analysis of the water conditions in the WRIA. · Comprehensive storage options and a multi purpose storage assessment. · The draft watershed plan was produced in June 2006 with revisions in a March, 2007 version. The final WRIA 20 Watershed Management Plan: · Provides guidance on facilitating water right decisions by the State Department of Ecology. · Brings together the available information regarding the watershed. · Supports grant funding for programs and projects. · Helps support resource management within the watershed. The Planning Unit conducted a number of public meetings that were focused in some of the subareas within the watershed and a number of comments from the public were incorporated into the plan. They had anticipated that the Planning Unit would approve the final draft plan at last week's meeting but several comments were submitted that still need to be addressed. The final plan will be the subject of review and decision by the County Commissioners from both Jefferson and Clallam County. After the Planning Unit approves the plan, it will be forwarded to the counties for public hearings including a joint hearing.
