MINUTES
Special Meeting — Friday, July 28, 2023 at 11:00 a.m.
with Solid Waste Facilities Task Force (SWFTF)
CALL TO ORDER: Chair Greg Brotherton called the Special Meeting to order in the presence of
Commissioner Kate Dean. Commissioner Eisenhour joined the meeting shortly after it began.
WELCOME AND INTRODUCTIONS: The Commissioners, Solid Waste Facility Task Force
members, Public Works staff and consultants introduced themselves.
PROJECT STATUS AND WORKSHOP OBJECTIVES: Consultants for SWFTF and Solid Waste
Manager Al Cairns facilitated the meeting which covered the following topics:
• Revised work sequence based on SWFTF feedback
• Screening Method for Solid Waste Facility Design Alternatives
• Solid Waste Facility Design Alternatives
• SWFTF questions and discussion
The meeting was recessed at 12:17 p.m. and reconvened at 12:53 p.m. with Chair Brotherton and
Commissioner Eisenhour present. Commissioner Dean excused herself from the remainder of the
meeting during the recess.
PUBLIC COMMENTS: Chair Brotherton opened the floor to allow for public comments, and four
comments were received.
WORKSHOP OBJECTIVES—Continued: Consultants for SWFTF and Solid Waste Manager Al
Cairns continued to facilitate the meeting which covered the following topics:
• Results of Community Survey# 1
• SWFTF questions and discussion
• The Grays Harbor Transfer Station as Department of Public Works
staff's model baseline facility
• Conduct Solid Waste Facilities Design Alternatives Screening
• SWFTF questions and discussion
• Potential Sites, Initial Site Screening Criteria and Results of Initial
Sites Screening
• SWFTF questions and discussion
• Closing Thoughts and Next Steps
