From: Monte Reinders, Public Works Director/County EngineerA,
Agenda Date: September 5, 2023
Subject: Authorizing Resolution for RCO Local Parks Maintenance Grant
Statement of Issue:
Public Works intends to apply for a Local Parks Deferred Maintenance Grant (LPM) from the
recreation and Conservation Office (RCO) for funding deferred maintenance projects including:
replacing picnic tables at Oak Bay, Lake Leland, and Quilcene Campgrounds, restoring the
athletic field at Irondale Community Park, painting and refurbishing basketball courts at
Courthouse Park and Irondale Community Park, and purchasing a heavy-duty pressure washer.
The RCO requires submittal of this authorizing Resolution with the grant application.
Analysis/Strategic Goals/Pro's a Con's:
The Capital Improvement Plan (CIP) adopted in the 2022 Parks Et Recreation Comprehensive
Plan (PROS Plan) lists 147 projects valued at $6,643,000. 43 of those projects, valued at a
total of $3,868,00 are classified as deferred maintenance intended to preserve existing
resources.
Fiscal Impact/Cost Benefit Analysis:
The grant proposal is for $99,736. The LPM grant program does not require matching funds.
The LPM grant application process is less resource intensive than typical RCO grants. This will
reduce staff time spent on obtaining the grant. Applications are due on September 18, 2023.
Grants will be awarded on October 31. Projects will be completed within two years.
Recommendation:
Approve the agreement and return two copies to Public Works.
