SUBJECT: PROCLAMATION re: Workforce Development Professionals Month,
September 2023; Olympic Workforce Development Council
STATEMENT OF ISSUE:
Workforce development professionals work in our region to get people back to work. This is essential for a
healthy workforce to support local businesses and institutions, and it is essential to help meet the individual
needs people who have barriers to working. These include people whose industries have a declining
workforce and need new skills, helping people find assistance to address behavioral health issues, providing
financial support for transportation to new jobs and more. Workforce development is no longer simply
connecting unemployed people with open positions; it requires compassionate, skilled professionals to
identify individual needs and customize a plan for helping them achieve a productive life. This proclamation
recognizes the hard work that workforce development professionals provide in our region, which contributes
to a vibrant society for us all. This includes the staff of the Kitsap County Human Services Department who
administer the regional effort, and the myriad partners who perform workforce development functions for
the Olympic Workforce Development Council.
FISCAL IMPACT:
There is no fiscal impact to approving this proclamation.

PROCLAMATION
WORKFORCE DEVELOPMENT PROFESSIONALS' MONTH
WHEREAS, the ability for businesses and industries throughout the Olympic Region and its
surrounding communities to maintain a competitive edge in the global economy hinges on the
availability and quality of a skilled workforce and robust talent pipeline; and
WHEREAS, it is important to recognize and understand the evolving complexities in today's
economic reality, and to act according to new demands facing employees and employers at every level;
and
WHEREAS, collaboration between the workforce system and businesses, educational
institutions, and private-public partners is critical to effectively align training and workforce needs; and
WHEREAS, it is necessary to eliminate economic and employment disparities based on race,
disability, veteran status, or past criminal records by bringing all residents in need of sustainable
employment into the workforce; and
WHEREAS, employers depend on the workforce system to help them recruit and retain
competitive and skilled workers, and continue to upgrade transferrable skillsets of their incumbent
employees; and
WHEREAS, the Olympic Region's workforce system remains committed to customer-focused
and community-oriented services with a firm pledge to prioritizing equity at the center of all of its
work:
NOW, THEREFORE, we, The Commissioners of Jefferson County, do hereby proclaim the
month of September 2023 as:
"WORKFORCE DEVELOPMENT PROFESSIONALS MONTH"
and do commend this observance to all residents.
