SITE & OPERATIONS PLAN
Caswell-Brown Village Temporary Housing Facility
142 Mill Road
Port Townsend, WA

1. Description
Olycap proposes the development of a temporary housing facility (referred to as a “Caswell Brown Village”) at
142 Mill Road. The facilities will be developed and operated under the standards of JCC 18.20.385 Temporary
Housing Facilities.
The village will be an “open-air shelter,” with RVs, “tiny shelters” and temporary central support structures,,
serving up to 50 residents in 40 campsites.
2. Managing Agency Credentials
Olycap is a Non-Profit 501(c)(3) Organization that offers community service programs, such as housing and
utility assistance to Jefferson and Clallam counties. The organization has been running for 55 years and
currently has 160 employees.
Olycap has experience in related programs with unhoused populations, operating the homeless shelter at the
American Legion Hall.

3. Village Site
A. Site Features
Site elements
● 40 campsites for sleeping tents, RVs, and temporary tiny shelters
● 40 storage tents to accompany each campsite
● Central service facilities, including common area tents for dining and living, and a portable sanitation
unit
● Supervisor’s RV
● Parking area for 22 cars
● (6) area lights
● Dumpster and recycling area
● Security cameras
Utilities
The village will be powered with temporary electrical service from the PUD. Underground power will serve
each campsite. Water service to be provided by the City of Port Townsend. A septic system is installed on
site to serve the village.
Stormwater Control
All impervious surfaces will have full dispersion into the preserved downslope natural vegetation.

Village Buffers
The Village is setback a minimum 40’ from adjacent properties. All adjacent properties are buffered from
the site by a heavily wooded perimeter that encircles the property.
Parking
Parking for the temporary facilities is provided within the village.
Security
Security cameras will be installed for 24-hr surveillance of the site. A movable barrier will be installed at the
point of entry to restrict entry of vehicles.

B. Village Structures
The village will hold a mix of RVs and tiny shelters.
The tiny shelters are insulated wood structures with a fridge, electrical outlets, lighting, hard-wired smoke
detector, wall-mounted electric convection heaters, windows, a bed, and an outswinging entry door.The
structures are for temporary use only and will not be certified by an agency. The applicant refers to the
structures as “emergency shelters,” where occupancy is temporary and not subject to building code
standards. However, all considerations will be made to make the shelters safe for the occupants. The
applicant recognizes that the local officials have discretion to set standards for the safety of the village
occupants, and all efforts will be made to accommodate those standards.
A mobile sanitation unit will be connected to water and the septic system.
One or more tents will be erected on site to serve as gathering and food prep areas.
All plumbing connections inside and up to any structures are open to inspection by the building official. All
electrical work inspected by Labor & Industries.
Structures and tents will be no larger than 300 sqft. Canopies no larger than 400 sqft.

C. Site Health and Safety
Life Safety
Life safety features will be provided at the site to the standards of the ordinance and by those set by the
DCD director and the Fire District.
Health Safety
Safety measures will be implemented at the village to protect residents per the standards set forth by
Jefferson County Public Health.
Potable water will be available at the central service facilities for cooking, drinking, showering and
handwashing.
Handwashing stations will be provided at food preparation and toilet facilities.
Soap, paper towels and other sanitary products will be provided and restocked regularly. Garbage
receptacles will be near all washing and food prep areas, to be maintained daily.
Food will be kept in pantry shelves and in refrigerators in the commons tent.
Drinking water, garbage, food handling, and other sanitary uses will be open to inspection by Public Health
and all measures to achieve compliance will be taken.

Accessibility
All accessible maneuverability and accessible routes will be made available as needed. Ramps will be
provided with handrails and appropriate landings as needed.
Fire Safety
Emergency shelters will be provided with wall-mounted convection heaters, to avoid risk of fire. Sources of
flames will be prohibited in any structure or RV.
Fire extinguishers will be provided at (7) locations throughout the site, well-visible, within 75 from any
structure.
RVs will be outfitted with battery-operated smoke and carbon-monoxide sensors and have a fire
extinguisher inside the unit.
Emergency shelters will have hard-wired smoke and carbon-monoxide sensors.
Each campsite will have a numbered marker to help direct emergency services.
Access to locked emergency shelters will be provided on site with a “knox box”.
Roadways have been designed for fire truck access.
D. Waste Management
Solid Waste
Disposal will be contracted with Olympic Disposal. Trash receptacles will be provided on site. A regular
trash patrol of the site will be maintained.
Wastewater
Mobile sanitation units and any other site plumbing will be connected to the on-site septic system.
E. Site Permits
Permits related to the development of the village include a Conditional Use Permit, a Stormwater
Management Permit, Road Approach Permit, Septic Installation Permit, and Utility Permits with Jefferson
County. Additional permits with the project include a minor improvement permit with the city of Port
Townsend to provide water to the site.
The project does not propose any deviations from the Development Standards in JCC 18.30 .

4. Transportation Plan
Vehicle access is provided via a private driveway to the site. Traffic impact is expected to be less than a typical
residential use of a similar density.
The site is pedestrian and bicycle accessible, allowing a direct connection from the driveway to the public trail.
Transit service can be accessed by taking the public trail up to the transit stop at Jacob Miller and Hwy 20, just
a quarter mile away.

5. Operations Plan
A. Safety and Security Plan
Site Supervision
Site management will be conducted by an Olycap team that includes a site Manager, site supervisor, and
the site monitors.
A monitor will be stationed on site at all times. The monitor will be stationed at the monitor’s RV located at
the entry point to the village. All traffic to and from the village will be monitored and controlled by the site
supervisor.
Shift logs will be kept by the site monitor and will be reviewed by the site manager to mitigate and prevent
potential safety and security issues.
A log will be kept to record all visitors on site, with the name and dates of all people who stay overnight.
All levels of staff will be required to have training in the following areas:
● De-escalation Training
● CPR-AED and First Aid Training
● Washington Food Safety Certification

Security Patrol Plan
The site monitors will perform a complete patrol of the site at least once per day. The patrol will include
monitoring the central common facilities, the individual campsites, and a walk of the perimeter of the site.
Olycap will perform periodic checks of the surrounding wooded areas and record any sign of unpermitted
occupation.

Plan for managing individuals excluded or removed from a temporary housing facility
A hard copy of the internal OlyCAP trespass letter will be kept on site for accessibility. The staff will
maintain a list of individuals in a binder that list the names in alphabetical order with a brief description of
the reason for the trespass to inform the police. If an individual who has received a trespass is found on the
property, then JCSD will be notified and OlyCAP may pursue criminal trespass charges.
Plan to address disruptive behavior in the facility
1. Monitors have full authority to remove a visitor from the property that engages in disruptive behavior
while visiting. If the visitor refuses the monitor will notify JCSD to advise and in support of the monitor.
2. 1 st offense of a nonviolent violation of the Code of Conduct (CoC) is a verbal warning by authorized
OlyCAP staff member(s) and followed up by a supervisor and a CBV occupant representative no later
than 24hrs after warning issued to address any unresolved conflict. Note: Supervisor and above will do
outreach to local agencies that specialize in behavioral treatment and will log all contacts and
interactions made to mitigate and resolve disruptive behavior by individual(s).
3. 2 nd offense of a nonviolent violation of the CoC is a written warning. The violator(s) will be issued a
copy of their signed CoC with the violation highlighted. The violator(s) will sign and date the copy which

will be kept on file for documentation and further action if needed. Note: Supervisor and above will do
outreach to local agencies that specialize in behavioral treatment and will log all contacts and
interactions made to mitigate and resolve disruptive behavior by individual(s). In addition, at the
discretion of the supervisor or above they may contact the County Social Navigator who works
alongside the JCSD for advice and to make them aware of the ongoing behavior of the violator(s)
4. 3 rd offense may result in a 1yr trespass from the facility and property. A trespass notification will be
issue to the violator(s). Jefferson County Sheriff Dept will be notified of the internal trespass. A copy
will be available for the sheriffs dept and copy will be kept on file at the site for accessibility.
Plan for managing unpermitted occupation of the perimeter area
As a matter of policy for being enrolled in the program, occupants will be expected to abide by the good
neighbor rule of the code of conduct and report any suspicious activity or unlawful activity at the
boundaries of their campsite. In addition, a group of occupant volunteers tasked to keep the public trail and
Mill Rd clean of litter will be supplied with a field sheet to document any encampments or activities beyond
the perimeter. The JCSD will be notified of any evidence of unpermitted occupation of the perimeter at the
earliest time.
Plan to address behavior that is inconsistent with the code of conduct and Jefferson County
Code for specific areas:
1. Larry Scott Trail
2. Bus transit at Hwy 20/Jacob Miller Rd
Note: #13 of the Code of Conduct enhances the behavior consequences when it Impacts on the
surrounding community and is considered an egregious violation and may result in criminal charges as
recommended by law enforcement.
Sex Offender & Outstanding Warrant Checks
Olycap shall take all reasonable and legal steps to obtain verifiable identification information, to include full
name and date of birth, from current and prospective encampment residents and use the identification to
obtain sex offender and warrant checks from appropriate agencies.
Those who are registered as a sex offenders will not be admitted.
B. Communication and Coordination Plan
Olycap will maintain regular communication with law enforcement agency.
Names and contacts for on duty supervisors will be posted on the site, and shall be provided to the Sheriff.
Olycap will notify the Sheriff if any individual with an active warrant or a match on a sex offender check, or
if, in the opinion of the on-duty point of contact or on -duty security staff, the rejected/ejected person is a
potential threat to the community.

C. Points of Contact for the Public
The point of contact on call and site cell phone numbers for the community to report concerns will be
posted in a highly visible area designated for important facility information and in close proximity to the
staff station and entrance.
D. Plan For addressing Reported Concerns
Point of Contact on call receives a report of a concern. A written record is produced of the date and time
that the concern was reported with a detailed description of the concern. The manager will collect all data
or relevant facts available about the concern and inform the Exec/Director for guidance on resolution. All
communications will be in written form for the record. Availability of the information for the public is only
by approval from the Exec Director.
E. Performance Metrics For Safety & Security
A weekly report will be submitted by the Site Manager to the Director documenting the number and
description of safety or security issues that are addressed and any corrective actions or impact to the
neighboring community . The Director will track issues and decide on any corrective measures to increase
security and safety at the site.
F. Compendium of Policies
Policy on Site Entry
The site monitors will greet all visitors to the site and collect their information and review the rules of the
site. All visitors are required to sign the Visitor Check Form, with their full name and present ID.

Persons who have active warrants, or who are required to register as sex offenders, are prohibited from the
encampment's location.
No children under the age of 18 are allowed to stay overnight in the temporary encampment, unless
accompanied by a parent or guardian. If a child under the age of 18 without a parent or guardian present
attempts to stay at the encampment, the sponsor and the managing agency shall immediately contact
Child Protective Services and shall actively endeavor to find alternative shelter for the child.

Policy for Maintaining Structures
Each resident will sign a form that outlining their responsibilities for maintaining the structure that they
inhabit.
Residents with RVs will be responsible for keeping a working smoke detector and fire extinguisher in the
structure, easily accessible. No open flames or the use of heaters that would present a fire risk.
Guests in the tiny shelters will be responsible for maintaining their structure, limiting wear, keeping their
room accessible, no open flames or use of heaters that would present a fire risk.

Caswell-Brown Village CODE OF CONDUCT
Effective the first day of operation, the Code of Conduct will be full in-effect and strictly enforced for the health, safety, and welfare for all occupants of the temporary housing facility and employees of OlyCAP. Violators of the Code of Conduct will be subject to immediate removal and will be subject to consequences as result and may be trespassed.
1) Acts of Violence or threats of bodily harm against OlyCAP employees , partners, occupants ,
and neighbors is cause for immediate removal of the violator(s) from the property and will be
strictly enforced. OlyCAP will notify law enforcement of any of incidents of violence.
2) NO ILLEGAL DRUGS ALLOWED ON PROPERTY and zero tolerance of behavior whether
caused by substance use or alcohol that violates the code of conduct as described in #1.
3) No weapons allowed on temporary housing facility property and adjacent areas including the
fence line boundaries, parking lots, driveways. Types of weapons not allowed include but are
not limited to guns or incendiary devices. If found on a person(s) in any of the areas
described above the proper authorities will be notified and the violator will be removed
immediately from the property. Note: Staff has discretion on what is considered a “weapon”.
4) Occupants’ behavior will always maintain the mission of the facility which is to provide a safe,
healthy, and peaceful environment at Caswell-Brown Village.
5) No children under the age of 18 are allowed to stay overnight in the temporary
encampment, unless accompanied by a parent or guardian.
6) Minor children of adult occupants and visitors may not be left unattended on campsites or in
the common areas of the facilities and property.
7) All Occupants and their visitors will register with the monitoring staff upon entry and exiting
the property. Occupants are responsible for visitors and their conduct while visiting to include
but not limited to the LST to the facilities and areas adjacent to the property.
8) All vehicles will be parked in the designated areas. One vehicle per occupant unless
permission is granted by management.
9) Occupants having visitors to the facilities and campsite are responsible for their visitors
conduct while on the property, areas adjacent to the property this to include the parking
areas and the section of the LST that borders the property.

10) Occupants’ personal items must be contained in storage units or inside their temporary
housing unit, camper, trailer, or tent on their assigned campsite.
11) Campsites must remain clean and orderly by the standards set by the County to protect
public health, life, and safety, and minimize nuisance-generating features such as noise,
waste, unsightliness, physical hazards and other impacts to the housing facility,
neighborhood, and areas adjacent to the facility.
12) Destruction or damage to buildings, utilities or theft or vandalism of property, from occupants,
is cause for immediate removal of violator(s) from the temporary housing facility.
13) Adverse impacts on the surrounding community are considered an egregious violation and
may result in criminal charges as recommended by law enforcement.
14) Be a good neighbor. Do no cause problems for others that are accessing the trails or other
neighboring public areas.
By signing this Code of Conduct you agree to the terms as written above and understand that this is
temporary housing for up to two years from the date of your arrival at the facility.

Law Enforcement Response for Incidents SOP2022-2
Purpose:
Responsibili es and Authori es:
The Shelter Manager is to be no fied when there is law enforcement called to
respond to an incident. If the manager is not able to be contacted then the
Supervisor will be no fied, and they will make decisions based on the steps in
the procedure.
* An emergency for the purpose of this procedure is any event that calls for
immediate ac on for assistance or relief for the following:
A. Acts of violence or threats of bodily harm against OlyCAP employees,
partners, occupants, and neighbors.
B. Ac ve criminal ac vity that is causing damage or destruc on of facili es
or property.
Procedure:
1) Do an assessment to determine if the incident is an emergency.
2) Check for personal safety and the safety of others present on the scene
3) Call 911:
a. Iden fy yourself
b. Give your loca on (street address #142 Mill Rd)
4) Describe the emergency and follow the dispatcher’s instruc ons
5) No fy Manager/supervisor
6) Log me of incident and observe the incident from a safe distance.

Fire Safety on Site SOP2022-3
Purpose:
Responsibili es and Authori es:
The Shelter Manager is to be no fied when there is a report of fire on the site. If
the manager is not able to be contacted, then the site supervisor shall be
informed and will contact the manager at the earliest opportunity. Monitors are
responsible to follow the procedure as shown below.
Procedure:
1. Monitor will inves gate the report immediately.
2. Take note of where fire ex nguishers are located nearest to the reported
incident.
3. If smoke is detected or fire is present call 911
4. Iden fy yourself as a monitor at the facility
5. Give your loca on (#142 Mill Rd)
6. Describe the size/area of the fire and where it is located on the property.
7. From a safe distance assess the fire for anyone that may be in harm’s way.

Visitor Registra on and Check in/out Procedure SOP2022-5
Purpose:
Responsibili es and Authori es:
The Shelter Manager is responsible for maintaining a record on site of all visitors
conduct forms and a names list of individuals that are excluded from entering
the property. Monitors are responsible to secure the required iden fica on and
have the visitor complete the required conduct form to be kept on site. Also, to
provide visitors informa on about curfew and rules while visi ng. All names of
visitors and the me they enter, and exit will be entered in the shi log.
*Monitor will ask for iden fica on for all visitors to the facility. Partners or
other Outreach organiza ons will present affilia on and ID.
Verified Visitor Procedure:
1) Greet individual(s) that come to the gate.
2) Ask them who they are here to visit.
3) Visitors that the monitor is familiar with and are verified to be on a
resident’s visitor names list and have a signed visitor conduct form on file
will be allowed entry.
4) Monitor will log the me that the visitor exits the property.

3) Check resident’s visitor names list to confirm they are on their list
5) Have them present a photo ID or an official form of ID
6) Monitor will check against the excluded names list for individuals that are
not allowed entry or have been trespassed from the property.
7) Have them complete visitor conduct form
8) Go over all the rules i.e., curfew and no roaming on the site or going to
other campsites unless no fying the monitor.
9) Monitor will log the me they entered the property.
10) *Monitor will report any visitors s ll on the property at the me of shi
change in their briefing report to the next shi .

Monitoring & Safety Patrol Procedures SOP2022-4
Purpose:
Responsibili es and Authori es:
The Shelter Manager is responsible for the scheduling and coordina on of
staffing assigned to the site. Monitors are responsible for following the
procedures precisely to ensure informa on has been transferred to the next
monitor on shi to mi gate poten al threats/hazards and for the safety of the
site.
Procedure:
1) Monitor will report to the staff post, Rv, or unit as instructed 10 minutes
prior to their shi .
2) Check in on the shi log and with the monitor on duty.
3) Monitor going off duty will brief the monitor coming on duty any updates
from the manager or supervisor in addi on any ac vi es/incidents or
events that occurred on the prior shi .
4) Monitor will check for announcements, updates, and important
informa on on staff board
5) Monitor will review the contact names list for changes. 1
6) Monitor will perform a beginning of shi security check of the facility
walking the perimeter and visually checking the common areas and
surroundings to note any poten al hazards etc.

7) Monitors on shi will use the shi log template to record the me and
descrip on of all ac vi es on their shi . [This log will be made accessible
to the public with a wri en request and by approval from the Execu ve
Director of OlyCAP].
8) Monitor will perform hourly Perimeter checks of the campsites, common
areas, and shower/toilets each hour. Monitor will track and record any
ac vi es at the gate entrance this to include anyone entering or leaving
the gate area.
9) No fy a supervisor or above of any incidents that require police or fire
personnel to respond (See SOP2022-2 & SOP2022-3)
10) Monitors will empty the trash receptacles from the common areas for
disposal and restock toilet paper in toilets as needed.
11) Other du es assigned by the manager/supervisor.
12) Monitors will no fy a supervisor or above if they are unable to perform
their shi du es due to illness or other emergencies .
