Over the next 4 years, Medicare will negotiate prices for up to 60 drugs covered under Medicare Part D and Part B, and up to an additional 20 drugs every year after that. These ten drugs are among those with highest total spending in Medicare Part D. Millions of Part D enrollees depend on these vital treatments to treat life-threatening conditions including diabetes, heart failure, and cancer, but many struggle to access their medications because of prohibitive costs. Medicare drug price negotiation will result in lower out-of-pocket costs for seniors and will save money for American taxpayers. Negotiations for the first group of selected drugs will begin in 2023, with negotiated prices going into effect in 2026. Learn More <https://whitehouse.us10.list-manage.com/track/click?u=f620288bb41dd81f9c715ef4d&id=05bc94a536&e=1b00b68fe6> Biden-⁠Harris Administration Takes Another Life-Saving Step to Keep Guns Out of Dangerous Hands The Justice Department has announced a proposed rule to specify what exactly the new definition in the Bipartisan Safer Communities Act means on the ground. If finalized, this proposed rule would mean the following for people who are not selling guns in order to make money: If you have a gun you no longer need, and you want to sell it to your family member, you do not need a license to sell it. If you buy and sell curios or relics or “collectible” personal firearms as a hobby, again, you do not need a license. But, if you are offering a firearm for sale to make money, and telling a customer that you can purchase and sell him additional firearms, you would presumptively need a license—and need to run background checks. The same is true if you repetitively offer for resale firearms within 30 days of when you purchased them. The proposed rule includes a number of other situations where, in civil and administrative proceedings and absent reliable evidence to the contrary, it will be presumed that you need a license. Specifically, the proposed rule, if finalized, would clarify that an individual would be presumed to be “engaged in the business” of dealing in firearms—and therefore be required to become a licensed firearms dealer and run background checks—if they meet certain conditions. For example, under the proposed rule, a person would be presumed to be required to become a licensed dealer and run background checks if they meet one or more of the following criteria: * Offer for sale any number of firearms and also represents to potential buyers that they are willing and able to purchase and sell them additional firearms; * Repetitively offer for sale firearms within 30 days after they were purchased; * Repetitively offer for sale firearms that are like new in their original packaging; * Repetitively offer for sale multiple firearms of the same make and model; or * As a formerly federally-licensed firearms dealer, sell firearms that were in the business inventory and not transferred to a personal collection at least a year before the sale, addressing the so-called “fire sale loophole.” The proposed rule would also clarify that, for civil or administrative actions, an individual would be presumed to have the intent to “predominantly earn a profit”—one of the elements of engaging in the business of dealing firearms—if the person engages in activities such as: * Creating a website or making business cards to advertise or market a firearms business; * Maintaining records to document and track profits and losses from firearms purchases or sales; or * Purchasing business insurance or renting space at a gun show. Later today, the Biden-Harris Administration will host family members from across the country at the White House who have lost loved ones to a drug overdose. Families will have the opportunity to share their personal stories and discuss ways we can all work together to end the overdose epidemic. Strengthen Prevention Efforts * The White House Office of National Drug Control Policy (ONDCP) is announcing approximately $20.5 million to 164 new Drug-Free Communities (DFC) Support Program awards for Fiscal Year (FY) 2023. The new awards join 587 previously awarded continuation grant recipients, for a total of 751 funded community coalitions, the highest number in the program’s 25-year history. This represents a total FY 2023 investment by the Biden-Harris Administration of more than $93.8 million to support evidence-based prevention efforts locally. * ONDCP is investing an additional $1 million dollars into its Real Deal on Fentanyl campaign with the Ad Council. The campaign aims to reach young people, who are the fastest-growing age group to experience opioid overdose in the United States. Since launching in fall 2022, the campaign has garnered 946.9M impressions. Support State and Local Treatment and Recovery Efforts * The Centers for Disease Control and Prevention (CDC) is awarding $279 million in Overdose Data to Action (OD2A) grants to states and localities to expand harm reduction strategies, link people to life-saving care, and make the latest data available so that we can get ahead of the constantly evolving overdose crisis. For the first time, in addition to funding state health departments to prevent drug overdose, CDC is providing funding to directly support city, county, and territorial health departments, filling a distinct gap in funding for local communities. Both the state and local efforts include a focus on collecting and using data to inform action, engaging people with lived experience, and addressing health disparities. CDC tailored these funding opportunities to best serve partners at state, local, and territorial levels. State health departments may be best equipped to serve state-level surveillance efforts, as well as state-wide Prescription Drug Monitoring Program (PDMP) practices. Local health departments can leverage proximity to local communities to better engage in harm reduction and linkage to and retention in care efforts. Funded recipients will be able to respond more quickly, more effectively, and more equitably to their constituents’ needs, using and translating data to drive action steps that reduce overdose deaths and related harms in communities as fast as possible. * The Health Resources and Services Administration (HRSA) is awarding more than $80 million to rural communities in 39 states to support key strategies to respond to the overdose risk from illicit fentanyl and other opioids. These awards will support interventions such as distributing the lifesaving overdose reversal drug naloxone to prevent fatal overdose; creating and expanding treatment sites in rural areas to provide medications to treat opioid use disorder; expanding access to behavioral health care for young people in rural communities; and, caring for infants in rural areas who are at-risk for opioid exposure or experiencing symptoms related opioid exposure. * The Substance Abuse and Mental Health Services Administration (SAMHSA) is awarding more than $57.6 million to connect Americans to substance use treatment and recovery support services. Disrupt And Dismantle Illicit Drug Trafficking Operations * ONDCP is announcing more than $18.9 million in FY 2023 discretionary funding for its High Intensity Drug Trafficking Areas (HIDTA) Program <https://whitehouse.us10.list-manage.com/track/click?u=f62 0288bb41dd81f9c715ef4d&id=e18670e18d&e=1b00b68fe6> , adding to the more than $275 million provided in base funding released earlier this year. This new allocation of funds will support discretionary projects in 33 regional HIDTAs and the National HIDTA Assistance Center. The funding includes $6.75 million for the creation and expansion of Crime Gun Intelligence Centers (CGICs) in 27 regional HIDTAs. These CGICs are operated in partnership with the Bureau of Alcohol, Tobacco, Firearms and Explosives, and are a critical part of addressing the violence that frequently accompanies illicit drug trafficking. Taken together, these measures will help save lives and make our communities safer. And early Monday morning, long before the storm made landfall, I spoke with Governor DeSantis and approved an early request for emergency declaration to enable him to have the full support ahead of time to protect the peoples’ lives in the state of Florida. I — we surged personnel to Florida to help the state move people quickly to safety and out of the danger zone and to help the governor and his team to the greatest degree possible in advance — in advance of the hurricane’s arrival. And I directed the FEMA to redeploy [pre-deploy] resources, including up to 1,500 personnel and 900 Coast Guard personnel, throughout the Southeast. I directed Administrator Criswell to stay in close touch with the governor, and she was with me when I was speaking to him as well. And I guess he’s maybe tired of hearing both of us, but he seemed like he welcomed it. As a matter of fact, I have asked that she get on a plane and leave for Florida this afternoon. She will meet with Governor DeSantis tomorrow and begin helping, conducting the federal assessment at — at my direction. Federal teams on the ground are going to continue to work with the first responders in Florida, Georgia, South Carolina, North Carolina to get people to safety. You’ve all been reporting this; you’ve seen it on television. There are a number of recues already taking place — as I walked out of my office a moment ago — to begin to recover from the impacts of this storm. I let each governor I spoke with know that if there’s anything — anything the states need right now, I am ready to mobilize that support of what they need. I don’t think anybody can deny the impact of the climate crisis anymore. Just look around: historic floods — I mean historic floods; more intense droughts; extreme heat; significant wildfires have caused significant damage like we’ve never seen before. It’s not only throughout the Hawaiian Islands and the United States, but in Canada and other parts of the world. We’ve never seen this much fire.
