Chair Kolff called the July 20, 2023 meeting of the Jefferson County Board of Health to order at 2:30 p.m. A quorum
was present.
Members Present: Chair Kees Kolff, Vice-Chair Kate Dean, Members Greg Brotherton and Heidi Eisenhour.
Staff Present: Staff Members Denise Banker,Michael Dawson,Alisa Hasbrouck, Barb Jones, Apple Martine, Pinky
Migo and Veronica Shaw.
PUBLIC COMMENT
Chair Kolff called for public comment.
The following is a summary of comments made by individuals in attendance(virtually and in person)at the meeting
and reflect their personal opinions:
• Commenter appeared to draw an analogy between the Tuskegee Syphilis Study and(suppositionary)
experimentation at Wuhan Institute in China from which COVID-19 stemmed.
APPROVAL OF AGENDA
Chair Kolff called for discussion of the agenda for July 20, 2023.
Staff Member Martine announced that interviews for a new Consumer of Public Health Board Member has been
rescheduled until the August meeting.
MOTION: Member Brotherton moved to approve the agenda; Member Eisenhour seconded the motion,which
carried by a unanimous vote.

APPROVAL OF MINUTES
Chair Kolff requested a motion to approve the minutes for the June 15,2023 meeting.
MOTION: Member Dean moved to approve the minutes.Member Eisenhour seconded the motion,which
carried by a unanimous vote.
OLD BUSINESS AND INFORMATIONAL ITEMS
1. Jefferson County Public Health(JCPH)Report
Staff Member Martine spoke about JCPH's current activities, emphasizing the annual focus on creation of the budget.
Environmental Health is involved in the Evans Vista cleanup project, has enrolled staff in LEAN training, and has
used grant monies to purchase clean air equipment and is studying the distribution of the equipment. She announced:
a firearm safety event, and several significant new hires.
In a brief infectious disease update,the discussed avian flu spreading through the local Caspian tern population
2. Jefferson Healthcare Report
Chair Kolff discussed plans for the physical expansion of the Jefferson Healthcare campus. He mentioned fundraising
efforts for purchase of a linear accelerator to enhance oncology treatment.
3. State Board of Health Update
Member Dean discussed health impact reviews,which describe how legislation will impact public health.
NEW BUSINESS
1. Climate Change: Jefferson Healthcare Climate and Health Work
Dunia Faulx,Jefferson Healthcare's Chief Planning and Advocacy Officer, provided a presentation showing Jefferson
Healthcare's focuses: on population health (as opposed to traditional personal health), on preventative health, and on
climate change as a health determinant.
2. Harm Reduction Team Update
Anya Callahan, assisted by Denise Banker and Lindsay Scalf, presented on the work of Public Health's Harm
Reduction Team, which recognizes the humanity of drug users and provides that, when prevention of drug use is not
prevented, interventions for safer use is an alternative. The diversity of the Team's efforts throughout Jefferson
County was described.
3. JCPH Communications—Videos and Communications Update
The JCPH Comms Team, Liz Anderson and Bonnie Obremski, described the various duties and outreach efforts of
the Team and previewed two videos promoting(a)Jefferson County Public Health, and(b) COVID vaccination.
4. State of the Public Health Workforce
[Tabled for lack of time.]
FUTURE POTENTIAL AGENDA TOPICS
Member Eisenhour suggested a presentation on the sewer project.
ANNOUNCEMENTS
Member Brotherton suggested reconfiguring the conference room for future meetings.
Staff Member Martine announced that COVID tests and other PPE and supplies are being distributed to tribal partners
in western Jefferson County; COVID tests are also available at JCPH.

AGENDA PLANNING CALENDAR
The Agenda Planning Meeting for the next Board meeting will be held on August 8,2023 at 11:30 a.m.
Staff member Martine mentioned the Agenda Setting Committee's willingness to entertain recommendations for
agenda topics.
The next Board of Health meeting will be held as a hybrid meeting on Thursday,August 17, 2023 from 2:30 p.m.—
4:30 p.m.
ADJOURNMENT
Chair Kolff adjourned the July 20,2023 Jefferson County Board of Health meeting at 4:28 p.m. until the next
Regular Meeting or Special Meeting as properly noticed.
