You are receiving this newsletter because you own property that is within 300 feet of the project or have asked to be added to the mailing list. Schedule Update: City staff is excited to announce that construction start up is now in sight! Seton Construction, Inc., located at 4640 S. Discovery Rd., Port Townsend, WA 98368, has been awarded the contract. They plan to begin construction on or around . The project will take about seven months to construct, which means we will likely finish the project in late spring of 2024. Construction Stages: The project will generally follow these stages: • Demolition (removal of signs, old asphalt and concrete,trees and shrubs, old power poles) • Upgrade/Replacement of underground utilities(water/sewer/stormwater) • Compacting and leveling the corridor subgrade in preparation for surface materials • Concrete installation for sidewalks/driveways • Asphalt installation (bikeway and roadway) • Signing and striping installation • Landscaping This list is shown in the order the construction stages happen (there is usually some overlap between stages). Page 1 of 4 c'tyof port ENGINEERING DEPARTMENT jownsendNEWSLETTER Draft Construction Schedule: During construction, determining what date certain tasks will occur can be a moving target. Every activity builds on the last one, and any delay due to unforeseen events can affect the whole chain of scheduled tasks that follow. Staff will do their best to keep citizens informed of changes to the schedule, and also feel free to ask for updates anytime. (See contact information below.) Currently the construction schedule looks like this: Task Date(s) Construction start 10/09/2023 Demolition, utilities, subgrade work Fall—Winter 2023 Concrete work (sidewalk/driveways) Winter-Spring 2024 Asphalt (road/bikeway) Spring 2024 Landscaping Spring 2024 Construction complete Spring 2024 Construction Hours: Under Section 9.09.040.B.1.a of the Port Townsend Municipal Code,construction noise is permitted weekdays 7 am to 6 pm. On rare occasions, if something for construction needs to happen outside these hours, a noise variance is applied for with the Planning and Community Development Director. Construction Team: The entities primarily responsible for executing construction of this project are the contractor (Seton), the construction management firm (SO Alliance), and the Engineering Department for the City of Port Townsend. • Seton will be hauling in material, running equipment and doing the actual construction. • SO Alliance will manage the daily logistics of the project, including inspections, reporting, hosting weekly construction team meetings, and approving materials. • The City will manage the finances of the project,coordinate the construction team, respond to citizen concerns about the project, and generally keeps the community updated on the project schedule and milestones that have been reached. Neighborhood Meeting: The City will host a neighborhood meeting in order for neighbors (adjacent to the project) to meet the construction team. On , the constrution team will gather at the end of Katherine Street next to Discovery Road and be available to discuss the project. There will be representatives from the contractor,the construction management firm, and the City available to answer any questions and review such topics as traffic control or other project concerns. Plant Collection: Between your property and Discovery Road there may be plants that will be removed to make room for the project. If you would like any of these plants, please dig them up and move them onto your property by Monday September 18,2023(end of day). After this date,the City and other botantical groups may be coming onsite and removing plants for use elsewhere in town. Page 2 of 4 cityof port ENGINEERING DEPARTMENT JownsendNEWsLETTER - Astound Undergrounding: You may notice some activity on Discovery Road prior to the start of construction. Astound will be undergrounding their communication lines by directional boring under Discovery Road. Once this work is completed,the poles for overhead utilities can be removed. Traffic Control During Construction: In order to accommodate construction activities, traffic patterns will temporarily be modified on Discovery Road. Traffic control will be managed by certified flaggers who have received training on how to direct traffic and set up construction signs properly and safely. Flagging can be a difficult job because one is on one's feet for long hours in all sorts of weather and subjected to grumpy drivers' attitudes. Please be patient with our project's flaggers-- they are working to keep you safe while passing through the construction zone. • ®asns • W.. 440 .01, • • 10 Sample view of a traffic control plan sheet for the Discovery Road Project. The following is an outline of the traffic control plan for the Discovery Road Project: • Discovery Road will be open to traffic during construction. o Traffic through the active work zone(s) along Discovery Road will be restricted to one-way traffic managed by flagger control. • Access to side roads will be maintained during construction; o Traffic through the active work zone(s)at intersections will be restricted to one-way traffic for side roads managed by flagger control. • Lane closures will not be allowed on holidays, weekends, after 5 pm prior to a holiday or holiday weekend, or before 7 am on the day after a holiday or holiday weekend. • Access to driveways will be maintained during construction. o Driveway reconstruction will be phased for properties with multiple driveways so one driveway is open at all times. o Driveways reconstruction will be phased for properties with one driveway by building the driveway in halves so one half is open at all times,where feasible. o For narrow driveways where phased construction is not feasible, the driveway will be closed for "1 week.The property owner will be given 2 weeks of notice prior to closure. • There will be no detours required for larger sized vehicles. • Impacts to bus or transit routes/stops will be coordinated with those agencies with advance notice. • Changeable message signs will be used at times to convey messages to vehicles traveling near or through the construction area. City staff have commuicated with the new Port Townsend Postmaster, Denise Judd, about these requests. She suggested the following: "Any person who would like to add or change mailbox service may come to the Port Townsend Post Office and fill out a simple form that also specifies the construction parameters." Staying Connected: You are encouraged to keep up to date about the Discovery Road Project in the following ways: City website, email updates, utility newsletters, project newsletters and social media. This newsletter will be sent out every two months to adjacent property owners. Email Updates: City staff will send out periodic email messages about the Discovery Road Project.
