Note: Staff will verify Incorporation status of the non-profit agencies who submit service proposals by checking the Washington Secretary of State's on-line corporation records. A. 2024 LTAC Opportunity Information 1. Jefferson County's Proposal Process - The Jefferson County LTAC solicits service proposals each year. The proposal form is attached, posted on the County's website, www.co.jefferson.wa.us and may also be requested by calling the Jefferson County Commissioner's Office at the Courthouse, (360) 385-9102. This year, the Committee will review proposals on SEPTEMBER 19, 2023 from 9:30 a.m. to 1:30 p.m. Applicants are asked to attend the SEPTEMBER 19, 2023 meeting beginning at 9:30 a.m. The County will provide meeting information for all complete applications. At that meeting, each proposing agency will answer questions from the Committee regarding their proposal. The Lodging Tax Advisory Committee will make a recommendation to the Board of County Commissioners regarding which proposals to fund, and at what funding levels within available revenues. The review of the LTAC recommendations and final decision about how to use the lodging tax monies is made by the County Commissioners. Each agency will be notified of the status of their proposal. Contracts are prepared by the County and sent to agencies. 2. Available Funding for 2024 Organizations submitting proposals should be aware that a total of approximately $692,900 in lodging tax awards will be available for allocation to eligible tourism promotion activities through this RFP. This amount also includes $4,658 in staff administrative costs to manage the grants and to process invoices. County Ordinance 02-0622-98 provides for distribution of Lodging Tax as follows: • The lodging tax funds are to be used for targeted and/or regional promotion, the operation and maintenance of organizations operating tourist related facilities and their costs for local promotional activities. • Not more than 25% for the development of tourism related facilities. 3. Definitions - By state law, lodging tax funds may only be used for tourism promotion and the acquisition and/or operation, including maintenance, of tourism-related facilities. The following definitions are copied verbatim from RCW 67.28.080. Note: State law changed in 2007 to include "operation" of tourism events in the definition of "tourism promotion." "Tourism" means economic activity resulting from tourists, which may include sales of overnight lodging, meals, tours, gifts, or souvenirs. "Tourist" means a person who travels from a place of residence to a different town, city, county, state, or country, for purposes of business, pleasure, recreation, education, arts, heritage, or culture. "Tourism promotion" means activities, operations, and expenditures designed to increase tourism, including but not limited to advertising, publicizing, or otherwise distributing information for the purpose of attracting and welcoming tourists; developing strategies to expand tourism; operating tourism promotion agencies; and funding the marketing of special events and festivals designed to attract tourists. "Tourism-related facility" means real or tangible personal property with a usable life of three or more years, or constructed with volunteer labor that is: (a)(i) Owned by a public entity; (ii) owned by a nonprofit organization described under section 501(c)(3) of the federal internal revenue code of 1986, as amended; or (iii) owned by a nonprofit organization described under section 501(c)(6) of the federal internal revenue code of 1986, as amended, a business organization, destination marketing organization, main street organization, lodging association, or chamber of commerce and (b) used to support tourism, performing arts, or to accommodate tourist activities. 4. Proposal Evaluation Criteria — Jefferson County Policy Statement for Use of the Lodging Tax. Jefferson County's Lodging Tax Fund will be the primary source of county funding for activities, operations, and expenditures designed to increase tourism. The County does not make any multi-year commitments with Lodging Tax funds. However, service providers are not limited or prohibited from making repeat annual requests of the same nature. The County intends to maintain a reserve in the Fund, and will assess on an annual basis how much of the Fund to appropriate in a given year. The Jefferson County Commissioners have created a Lodging Tax Advisory Committee to conduct an annual process to solicit and recommend Lodging Tax funded services for the County Commissioners consideration. Jefferson County will only consider proposals for use of the Lodging Tax from public and non-profit agencies. The Fund will ONLY be used for the following purposes: 1. The promotion of emerging or on-going tourism events, facilities, and activities by government or non-profit agencies so as to attract and draw tourists to unincorporated Jefferson County from outside Jefferson County. 2. Operation of a tourism promotion agency (such as a visitor and convention bureau); 3. The marketing of special events and festivals designed to attract tourists to unincorporated Jefferson County from outside Jefferson County. 4. Capital and/or operating costs for tourism facilities owned by a public entity or a non-profit organization as defined in State law RCW 67.28.080.1(7) — Tourism Related Facility. 5. Administrative costs to support tourism events, facilities and activities. Other Criteria. LODGING TAX ADVISORY COMMITTEE REVIEW CONSIDERATIONS In developing its recommendations, the Committee considers: • The estimated amount of lodging tax receipts for the coming year provided by the County Administrator's Office. • Operational adaptations or pivots that ensure future organizational success of tourism related activities and promotion. • Thoroughness and completeness of the proposal. • The relationship of proposed services to the areas of high priority identified by the Committee. • Percent of the proposal request to the event/facility promotions budget and overall revenues. • Percent of increase over prior year Jefferson County Lodging Tax funded proposal if any. • Projected economic impact within the unincorporated Jefferson County, in particular projected overnight stays to be generated in lodging establishments in the unincorporated areas of Jefferson County. • Requirements in State law for use of the tax, and the definitions in State RCW 67.28.080 for "tourism," "tourist," "tourism promotion," and "tourism-related facility." • The applicant's history of promotion success, reporting history and financial stability. • Committee member general knowledge of the community and tourism-related activities. NOT CONSIDERED are requests for • Services to be provided beyond calendar year 2024. ■ Proposals from for-profit businesses (however, a government or nonprofit agency contracting with the County may itself contract with for-profit businesses as third-party vendors). ■ Promotional activities that reach a target audience solely located within Jefferson County. NOTE: 1. On February 2, 2006, the State of Washington Attorney General's Office issued Opinion #AGO 2006 #4, which clarifies that a municipality may NOT provide advance payment to private organizations for tourism promotion. Payment must occur after the services have been performed and documentation in keeping with the contract is submitted to the County. 2. The County may not pay for donated or volunteer services or pay more than the actual cost incurred by the contracting agency to provide the service. 5. Background Information — Jefferson County's Lodging Tax. The Lodging Tax is an excise (sales) tax authorized by State law in RCW 67.28, Public Stadium, Convention, Arts and Tourism Facilities. In 1998, the State Legislature amended Chapter 67.28 of the Revised Code of Washington (RCW) to allow local governments to assess an additional 2% tax on lodging for tourism promotion and/or tourism-related facilities (sometimes referred to as "the new 2%"). In April 1999, the County Commission, by Ordinance, increased the County's Lodging Tax from a 2% to a 4% tax as allowed by RCW 67.28. Jefferson County's Lodging Tax Advisory Committee. Per RCW 67.28.1817, the State requires that local governments collecting the Lodging Tax establish a Lodging Tax Advisory Committee consisting of at least five (5) members: The Chair — a member of the County Commission or their designee 2 members — representing the lodging industry 2 members — representing activities authorized to be funded by said tax The Committee's role is advisory in nature, with the Committee's purpose being to advise the County Commissioners. The Committee must select the candidates from amongst the applicants applying for use of revenues and provide a list of such candidates and recommended amounts of funding to the County Commissioners for final determination. In 1998, the Jefferson County Commissioners created such a Committee, and asked the Committee to establish an annual process to solicit and review proposals for tourism services eligible for lodging tax funding. Committee members are appointed by the County Commissioners as part of the County's regular advisory committee appointment process. TPA strives to continually improve our website in order to draw more visitors and support partner organizations, and highlight what makes our community so great. The Production Alliance (TPA) requests $105,500 from the Jefferson County Lodging Tax Advisory Committee to market our 2024 Season of Events and help fund the operations of our organization. Funds awarded empower our alliance to promote Jefferson County as a destination for distinct arts and cultural heritage experiences, and to aid the growth and resilience of the County's creative economy. Each year, TPA builds on our development of engaging multimedia campaigns featuring dynamic content, bolstering the County's reputation as a unique destination for tourists year-round. Port Townsend has long been a popular destination with vacationers, but it can also capitalize on the growing"experience economy", which refers to the sale of memorable experiences to travelers instead of products or traditional services. TPA's events provide these unique, genuine, and memorable experiences that people are seeking out. With more than 15-years of experience and a history of success in event management and community engagement, TPA strives to be an asset to our community by producing and supporting a robust season of events and festivals. Our network includes more than 100+ local businesses &nonprofits, 12 public agencies, 125 regional vendors, 300+adult and youth volunteers. A selection of our 2024 Season of Events includes: Chautauqua Week I May 2024 I est. 2022 • 2023 Attendance: 1,200 • Event Vision: A three-day weekend of action, adventure, history, and civic engagement. This multi-day event encourages overnight stays and occurs across multiple locations (downtown Port Townsend and Fort Worden). The New Old Time Chautauqua is a traveling group of performers that are well known across the US. Chautauqua Week is a unique and magical experience, and is our highest trafficked web page, with over half of the web traffic coming from Seattle. The ••J, Production LTAC Section 2. Proposal Questions Alliance Cake Picnic I May 2024 I est. 2013 • 2023 Attendance: 2,000 • Event Vision: Celebrating community spirit through delicious artisan cake. This event occurs in conjunction with the Rhododendron Festival and Chautauqua Week, one of our most popular weekends of the season. Field Day at Fort Wordenl July 2024 i est. 2022* • 2023 Attendance: 1,200 • Event Vision: All ages, family friendly summertime fun; featuring multigenerational games, hands-on activities, food, music and celebration. In 2023 we tracked geographic information from 483 participants and found that 29%were from Washington state (outside of Jefferson County), 15% were from out of state, and 56% of attendees were local to Jefferson County. All County Picnic I August 2024 I est. 2013 • 2023 Attendance: 700 • Event Vision: Celebrating community resilience and emergency preparedness. TPA co-organizes this event with the Department of Emergency Management, Local 20/20, and NPREP, and is seen as a model for how other communities can prepare for emergencies. In 2024 we plan to involve the local hotel and tourism industry in the All County Picnic. As a tourist destination, emergency planning needs to involve the hotel and tourism industry, which will increase the resiliency of this important sector of our local economy. Jefferson County Farm Tour I September 2024 I est. 2003 • 2022 Attendance: 3,500 (2023 event has not happened at time of submitting this proposal) • Event Vision: Celebrating locally grown food, fiber and farm-made products. This multi day event occurs across 14 farms spanning 17 miles in Jefferson County. The wide variety of farms and activities over the two days is one of the most popular events that draws a large crowd, including many curious visitors from out of the county. Olympic Peninsula Apple & Cider Festival I October 2024 I est. 2017 • 2022 Attendance: 2,000 (2023 event has not happened at time of submitting this proposal) • Event Vision: Celebrate the season, taste the region. Local and regional cider, breweries, and distilleries are featured in this multi-day experience, across 4 different venues in Jefferson County. The Apple and Cider Festival is promoted in partnership with Eaglemount Wine and Cider, Alpinfire Cidery, Finnriver Cidery, Propolis Brewing, Enjoy Olympic Peninsula and the Northwest Cider Association,which spans the northwest region of the United States (WA, OR, ID, MT, QY, and British Columbia). Proposal Questions `� Production First Night' December 2024 I est. 2013 • 2022 Attendance: 2,000 (2023 event has not happened at time of submitting this proposal) • Event Vision: A celebration of light and momentum into the New Year. This late night New Year's celebration provides a unique New Year celebration opportunity that is family friendly. This event is one of the few large scale winter events that happens during this time of year to attract visitors. We are working with hotels in downtown Port Townsend to create weekend packages that bundle hotel and tickets for this event. Event Support I Year-Round • TPA event support roles in local festivals includes rentable equipment(tents, stage, sound equipment, projector and screens, heaters, lighting), event design, marketing, traffic and parking management and volunteer coordination. The local knowledge and physical infrastructure we have developed helps our partners strengthen and grow their traditions and events. In 2023 we have supported and or are scheduled to support more than 20 nonprofits producing events and festivals, including: Strange Brewfest, Skillmation, Brinnon Fjord Fest, Rhododendron Festival, Departure Festival, Jefferson County Fair, Jefferson Land Trust, Key City Public Theater, Olympic Pride, Port Ludlow Performing Arts, PT Film Festival, PT Main Street, PT Marathon Association, PT Marine Science Center, PT School District, PT School of the Arts, Quilcene Fair& Parade, Wilderbee Poetry Series, Seattle Theater Group (THING Festival), Olympic Neighbors and As Above So Below. 2. If this is a continuing promotion, facility or event, how is it different than in the past? Events are designed to reflect TPA's mission and values, and those of our production partners. Each year, we engage new visual and performing artists, design new and more dynamic event layouts, increase activities for children and families, and empower youth and emerging adults to join our Alliance to ensure that events engage a diverse audience and add value to the community. TPA has experienced significant growth and change in 2023. We have added three part time and one full time staff to our team, providing much needed career jobs to Port Townsend. The majority of our staff is under the age of 40, making us a uniquely young community group compared to the average age demographic of our county. Not only does this fill an important gap in our local economy, but it is also a strength for creating new and exciting events that appeal to younger tourists. 4N, The rled LTAC Section 2. Proposal Questions Production � Alliance Some exciting new changes that we are implementing in 2024 will be: • Growing our direct partnerships with hotels in Jefferson County, and to create package deals for lodging+tickets to TPA events. Lodging+ticket packages will draw in folks who want to attend fun and unique events while enjoying the beauty of the Olympic Peninsula. • Strengthen our relationships with hotels and the local tourism industry by involving them in the All County Picnic, which is an event that focuses on emergency management and community resilience. While this event is primarily attended by Jefferson County residents, we would like to invite hotels and the tourism sector to be involved in emergency planning and preparation for our county. As we have seen across the world, natural disasters can leave tourists stranded without any prior knowledge of local services or plans in place. Through this event we would help develop tourist focused emergency plans in collaboration with the All County Picnic steering committee with the goal of improving the resilience of the local tourism industry. • TPA is participating in a"Plastic Reducing Opportunity"program through Jefferson County Solid Waste Department to host low waste/plastic free events. The 2023 Boat Yard BBQ (Sept 28, 2023)will be a plastic free event,utilizing fully compostable plates and silverware for over 600 guests. TPA will expand waste reduction and sustainability efforts in 2024 to all of our events. • In late 2023 we adopted a new digital volunteer tracking platform (Bloomerang) to more efficiently manage, track, and engage with volunteers which are the backbone of our day-of event crew. In 2024 we will continue to develop this tool and increase our ability to run our events more efficiently and professionally,which in turn creates an even better experience for event participants. • In summer of 2023 TPA moved into an office at Fort Worden in collaboration with United Earth Networks (UEN). In 2024, TPA and UEN plan to expand their office, as well as co-produce events at Fort Worden focusing on climate solutions and sustainability. Multi-day workshops will include lodging packages and recommendations with partnering hotels, and we will market the events to Washington students and communities. This partnership will include hosting the first ever Earth Day celebration at Fort Worden, which plans to connect communities across the Olympic Peninsula(beyond Jefferson County) to strengthen community resiliency in our bio-region. • Through our partnerships with the Seattle Theatre Group and the Jefferson County Fair we have launched an Event Parking and Traffic Safety Training program that supports our volunteer community in developing skills that can serve regional events with training resources. TPA plays a critical support role in numerous multi-day events and festivals including some of Jefferson Counties biggest gatherings: THING NW, Jefferson County Fair, The Port Townsend Film Festival, Olympic Peninsula Apple and Cider Festival, Chautauqua Week, Farm Tour and First Night. TPA is partnering with local hotels in the area to create packages with lodging and tickets to our events to attract tourists from outside Jefferson County. In 2023 we are partnering with the Bishop Hotel (downtown Port Townsend) and the Old Alcohol Plant (Port Hadlock) for packages with the Apple and Cider Festival and First Night(New Year's celebration), and we plan to grow these relationships and expand to other hotels. /1 The LTAC Section 2. How will you measure the effectiveness of your promotion, facility, event or activity? Also, describe how you will document and report to the County the economic impact from your event/facility. TPA's local marketing coordinators, with the help of event volunteers, count the total number of visitors entering each event utilizing a clicker at the primary venue/location entrances. For events with multiple locations, we collaborate with production partners to track and report on attendance through clicker-counts, ticketed admission, venue capacities, and other developed methods. For the first three hours of Field Day this year,we asked every person as they arrived where they were traveling from and used this information as a cross section to extrapolate data. We found that out of the 483 participants polled, 29% were from Washington state (outside of Jefferson County), 15%were from out of state, and 56% of attendees were local to Jefferson County. In 2024 we also plan to collect demographic data by asking participants "How far did you travel to get to this event?"with different options (0 to 10 miles, 10 - 50 miles, 50 - 100 miles, 100+ miles). This can be easily done using a poster board and markers available for the public to self-report. This has been implemented at other events such as the Jefferson County Farmers Markets, and we plan to do something similar to get a better understanding of our participant demographics beyond simple attendance/headcount. In 2024, we plan to improve tracking our digital marketing efforts through Google Analytics dashboards, automatic social media activity reporting, and traffic sources. This will be used to adjust our marketing strategies and plans based on real time data. In 2023, TPA social media marketing efforts have grown substantially. From Q2 to Q3 2023, Facebook"likes"have increased by 30%, the number of Facebook followers increased by 34%, and the number of Instagram followers increased by 288%. Data collected using the proposed methods above will be summarized annually for Q4 LTAC report. __ The LTAC Section 2. Proposal Questions Aroanc `' Alliance 5. What economic impact can we expect in Jefferson County from your proposed promotion, facility, event or activity? a.)Actual or estimated number of tourists at your event/facility last year (2023): Events hosted and co-produced by TPA in 2023 are projected to attract over 15,700 people, and provide unique opportunities for people to engage with our region and experience the culture of the Olympic Peninsula. Events in which TPA plays a critical support role brought in an additional estimated 23,400, bringing the total number of attendees to 39,100. All of our events sell food and drinks, and our multi-day events increase hotel demand, which is particularly important during the off-season. TPA estimates that about 15-25% of event attendees are tourists visiting Jefferson County. b.) Estimated number of tourists who will attend your event/facility this year(2024): TPA's goal is to increase attendance of our existing annual events by tourists by 10%through improved marketing campaigns and digital advertising outside of Jefferson County. In 2023 we estimate that approximately 3,140 visitors from outside Jefferson County attended TPA presented events (this number does not include events supported by TPA staff). Our goal in 2024 is to increase that number by 10%to—3,500 tourists. In addition to our annual season of events, TPA is planning to co-produce a new large-scale celebration(Earth Day 2024 at Fort Worden) with the United Earth Networks, which will include lodging opportunities for visitors to stay at Fort Worden in April 2024 with an estimated attendance of 2,000 people. c.) Projected economic impact in Jefferson County from your event/facility(e.g. number of tourists who will stay overnight in Jefferson County-based lodging establishments; economic impact for Jefferson County restaurants, community facilities, amenities, events, and businesses). More than 85% of TPA's 2023 Operating Budget, including LTAC funding, was reinvested into local businesses and professional services. TPA events provide important opportunities for vendors, gig workers and partners to generate income. TPA events also provide opportunities for local food and craft vendors by hosting and promoting them at our events. As we continue to grow, we are committed to creating living wage jobs and career building contracts for artists and entrepreneurs in the creative economy. TPA estimates that about 10-20% of tourists attending our events stay in overnight accommodations.
