I will call this September eleventh meeting of the Board of County Commissioners to order. 09:01:25 And we will, we're gonna have a moment of silence and commemorate the losses that we all severed the the second Trump I would say that our whole nation suffered on 9 11. 09:01:36 Come 9 45 with a ringing of the bell. At 9 59 but first we will begin as we always do with public comment. 09:01:48 So anyone who is with us in person, I don't know, Susan, did you yet? So I actually wrote this letter on August, the 20 eighth. 09:02:01 But I just wanted to read it to all of you. Last week, the UFCW 3,000 unit contract was signed. 09:02:07 I want to commend all who had a part in this process. This is my eighth experience in being on the negotiating team in this recent contract negotiation was night and day difference from all past. 09:02:16 Union negotiations. The county was represented by Sarah Melanchon, HR director and Mark McCauley County Administrator. 09:02:24 And what stood out in particular is first, our negotiation meeting began with a statement read by the HR director regarding the fundamental purpose of public employment. 09:02:33 Is to provide the highest level services to the citizens of Jefferson County and that this will be the overarching guidance and the negotiating process that value and fairness to employees being part of this process. 09:02:45 Our concerns, number 2, our concerns were listened to with careful attention to the details. Solutions were then proposed that addressed and solved the concerns of both sides. 09:02:56 The process went smoothly and was much more streamlined and efficient than past negotiations. The final agreements were beneficial and fair to both the employees and county. 09:03:05 The contract supports the goal of the highest level services to citizens of our county. As a result, the message we received as employees of the county is that we are valued and appreciated. 09:03:16 And I have to say this to the first. Also at first each of us on the negotiating team was asked to sign the final contract. 09:03:21 Thank you for changing the structure of negotiations. I have comment about an item on your consent agenda this morning. 09:04:22 Specifically, item number 2, which is asking you to to sign a contract. That clearly violates the Washington State Constitution. 09:04:31 Article one, section 11. And I will quote, no public money or property shall be appropriated for or applied to any religious worship, exercise or instruction or the support of any religious establishment, end quote. 09:04:47 So this percentage agenda item is asking you. To give some money to a church. To fix door handles and stuff. 09:04:56 Well, we went through the same thing with this same church. Earlier last year. Where they wanted $20,000 to fix the roof and their their windows. 09:05:07 And at that time, you commissioners wisely decided that no, that would not be a good idea, it would not be appropriate. 09:05:14 In fact, it would be worse than illegal, it would be unconstitutional. For you to provide that money. 09:05:20 And so the same applies here. And you just need to reject this proposal. I think it's disappointing. 09:05:29 That your time is being wasted that the county's time and resources are being wasted by this church that continues to try to. 09:05:37 You know, elicit money in a way that it simply is not allowed to do under our constitution. 09:05:44 You know. It's just annoying that they that they keep trying. And wasting time and money. 09:05:53 One other comment. And that's what what you just mentioned, Commissioner Brotherton, regarding the trauma of 9 11. 09:06:02 There's another trauma. That is not as well recognized. And that's the so-called Patriot Act. 09:06:10 That, that thing. Attacked our personal rights. To an extent never seen before. And unfortunately most of its provisions are still in effect. 09:06:22 You got TSA, you can't go anywhere without being searched. 09:06:27 And that sort of violation of our personal liberties. Is, you know, simply, well, it's highly objectionable to me. 09:06:36 Always has been, always will be. And I just wanted to say that. Yes, we have to remember we were attacked, but you know, we are now attacking ourselves by removing our liberties. 09:06:47 Anyway, thank you for the opportunity to comment. 09:06:50 Thank you, Mr. Teersch. Any responses for Susan or Tom's comments? 09:07:19 Yes, Susan, I'm so glad to hear that you and others feel that the process, embarked upon for click to bargaining was more effective. 09:07:30 That was the hope when when we embarked upon this and I'm glad that you can to agreement we have a number of more agreements to negotiate and so really hoping that they go as smoothly but appreciate your feedback. 09:07:45 You know, sometimes we only hear when things don't go well. So really appreciate hearing that things did go well. 09:07:52 Mr. Teersch, I, I shared your concern. I did see in the a consent agenda item that in a number of community groups were listed demonstrating that there is public use and benefit at Trinity United or Trinity Methodist Church. 09:08:12 Which I believe in our previous analysis was the threshold we needed to get to that. Local governments do. 09:08:21 Sometimes provide funding to the faith community if they provide services. But, I guess I am inclined to get an interpretation on this. 09:08:31 I would suggest we pull it and see if, our legal counsel can weigh in one way or the other on it. 09:08:37 I'm also not sure that the list provided by, The church is current. And so I think if there is a threshold of some sort of public benefit, we might need to verify that. 09:08:51 I, you know, we don't want to just have it for private groups that are not. Open to the public or something like that. 09:08:56 So that would be my recommendation. 09:08:58 Thanks, Kate. Heidi. And I would just, I mean. Sometimes I feel like we just say did a lot. 09:09:07 But she said it pretty well. I also, agree and I am thankful for Sarah Millen's leadership through these negotiations and I like the approach we're taking and I from all the feedback I've heard it's working well and I I really appreciate you being here today and saying it in the record because it is hard as Kate just mentioned. 09:09:25 We do often just hear when things aren't going well and there was a letter on the public comments today about the Humane Society, and about the director being fired. 09:09:39 And I was like, wait, she was just in here last week talking about her plans for the future. 09:09:42 I don't understand. So sometimes it's confusing and so it's much more helpful when someone comes in and says This is working. Thank you. 09:09:48 So that's really great to hear. And I think that. Support for our teams of employees is is should be priority number one and hearing that a new approach to something is working is really helpful for us in our role. 09:10:06 And I am glad that Kate said. Recommended pulling that item from the the agenda and getting more analysis. I was like, what are we going to do? 09:10:16 This is there's clear benefit to these community groups, but there it also appears to be a clear conflict with our constitution. 09:10:23 So. And often with, you know. 09:11:55 I'd say an edge to them. And I have different edges though. Different edges, different edges. 09:12:03 We don't of course manage the humane society. They're independent of us. Do they? 09:12:06 Enforce some county code the animal control code and there's been Also, I think. The history has been checkered in the relationship between the humane society and the county and there's other agencies or nonprofits in the county that provide similar functions too. 09:12:24 So whether or not they stay in the functions of animal control has even been a question in the past no I think it's not a question right now. 09:12:33 Even in my time as Commissioner. But I think all agencies are comfortable with them being the animal control. I forget what they. 09:12:42 Specific design is and the other nonprofit kind of offers complementary but not identical. And I think we're dedicated to looking for solutions to the complete lack of funding and to the kind of structural problems that exist of. 09:13:03 Essentially free rent at a county facility and the additional costs that that raises for maintenance and everything. So. We're on that path. 09:13:13 I just want to acknowledge those multiple letters that we've received and I think we're aligned with the direction they want to go. 09:13:19 And I hope Ken is still there. Yeah, it's progressing well. 09:16:14 Although this week they're kind of off on the Swansonville job that they're doing for the DOT that they have to get finished I think by the end of the week. 09:16:23 That project had a tight timeline, but then they'll be back at it, next week and, They're doing a great job. 09:16:32 And, we're closing in on getting the wastewater treatment plan itself out to bid, hopefully in October. 09:16:40 I know Samantha Harper and John Black and others are. I drove by the Swansonville project and it's great that local contractors are getting those, those statewide bid contracts as well. 09:16:56 Yeah, I mean, some of them, you know, like that one in Seaton, our local contractor who's doing the sewer also did the project out there on one of 4 fairly large project but many of these fish passage projects are being put out as design build, 100 million dollar things and that's a a little bit harder for our local contractors, although they may get pulled in as subcontractors on these 09:17:23 jobs. You know, you're getting the you know, some pretty big firms from out of the area coming in to do some of that work, but. 09:17:30 Like you say, some of the jobs are, going straight to local contractors. Had a, commissioners from a commissioner from Palm County and to commissioner from Island County come over and meet with Hossack staff. 09:23:16 After our meeting on Tuesday, we had a dinner together and like talking about how, how to kind of work on, the. 09:23:26 What's feeling like a very polarized, association of county is right now. And apparently this is nothing new, historically, they're every, you know. 09:23:35 10 or 20 years to go through these kind of swings of the pendulum more and more polarized. 09:23:41 But you know, Les, I really want to see how we can come back together and identify the shared concerns that we do have while recognizing that there are, you know, going to be things on the fringes that we don't share. 09:23:56 And so that's been a little bit. You know, taking up a fair amount of time. 09:24:01 A lot of. Hard conversations. Differences of opinion and But I'd say Wassex doing a really good job of it. 09:24:11 It's a little tricky with Eric Johnson leaving WASSAGE, of it. It's definitely feeling the strain of all these issues kind of culminating at once so stay tuned they're doing a good job trying to Really listen and find a path through the dark forest to the other side, but we're still in the dark forest for sure. 09:25:17 Let's see, had a meeting with the public sector cabinet and Mark Samson's I filled in. 09:25:27 And for the economic development council that is, and that, went well, generally agreement that is, and that, went well, generally agreement that, That's the EDC wants to really function as a separate nonprofit and not be a function of government even though. 09:25:45 Governments are providing public funding and want to have some accountability for that funding. I was pleased that there was agreement that it needs to be recognized as, an independent nonprofit and operating as such. 09:26:00 I had a couple good phone calls about the, fairgrounds board. Our annual meeting is coming up. 09:26:06 There'll be some vacancy. So trying to fill those positions and You know, it's just, it's a startup and all the challenges they're in. 09:26:14 But definitely looking for people with some, management, financial, legal. Thursday had a meeting with, Paul Jewel and Brad Puck. 09:26:38 Again, kind of struggling to come up with. Best process for creating our legislative agenda, given the, polarization that we experienced last year. 09:26:52 We did, we were very successful with a legislative agenda ultimately, We end up with a lot of a lot of outliers in terms of issues that people want the LSC to take on and so we're really trying to find that middle grounds, what are the things that we all share. 09:27:05 In the defense, behavioral health concerns. Roads funding, you know, there are things that are not part of an issue. 09:27:14 So, trying to find those things that we can be most effective all pull in together on. So we've a meeting on September 20 first day long meeting in. 09:27:22 Ellen's bird or will be. Trying to, unless you will be finalizing their proposed legislative agenda to the. 09:27:31 That will go before the OSEC membership in November at our in person conference. 09:27:39 Let's see. I'm gonna see, got additional funding from the legislature the first time in many years the base funding was increased and so they are looking to. 09:28:54 Expand services provided and we did a lot of work and trained to decide what the, priorities would be. 09:29:02 Something that came up include more technical assistance on affordable housing and homeless projects. More interpretation of new legislation, which is interesting. 09:29:18 Greg, thought of our process with the Housing Fund Board of trying to make sense of the changes made to Marius. 09:29:22 In the last session and you that as an example of where. I can do that. Remember the other priorities off top of my head. 09:29:33 With Monty sitting there, I will say that, the rosters and I see rosters are going statewide that's going to become especially our statewide roster system not we still need to pay to use it but it's will not be considered kind of only member based since you still have to pay for it I'm not sure exactly what that distinction is but it has been christened by 09:29:57 the legislature as the official state roster. And, It'll also be setting up an e-bitting system, that can be used statewide, to switch bidding processes to, entirely electronic. 09:30:12 So interesting work there. So they're always innovating and, really appreciate the work that they do. 09:30:20 I heard about the new child empathy center, which, I had not been familiar with previously then. 09:30:26 Prosecuting attorney's office. indicate the need for more, advocacy for children who are within the criminal justice system and this is specifically law enforcement involved. 09:30:42 Dependency or some of the other ways that they come in to are true and see other ways that they come into the system but specifically law enforcement and really great that a number of partners of law enforcement agencies, prosecuting attorneys office, department of children, youth and families. 09:30:58 They are all. Meeting collectively once a month and doing kind of case work. With children who are in the legal system and Y.M.C.A. is currently staffing that. 09:31:15 So under Tony, Barnett is a child advocate and, They are gonna be looking for a home. 09:31:24 Currently they're just. I think that position will stay within working under 10, same from the line that they need a physical space and, so you're very well might be hearing from. 09:31:35 Jessica, wanna find her last name here. Just, you might be hearing from her to learn more about it, but I think it's a great, trauma informed approach, especially working with children in the system. 09:31:49 We know are extremely vulnerable. 09:31:52 And I'm sorry to miss the community outreach. Whereas, 22 years ago, the United States endured one of the most unconscionable tragedies in our nations. 09:33:18 Our country's history. The cowardly terrorist attacks on the World Trade Center at the Pentagon and on board United Flight 93 cut short the lives of 2,977 innocent people. 09:33:29 These attacks tore a whole in the heart of our nation and the pain of this tragedy still remains. Each year on the summer date. 09:33:37 We remember the horror and bravery shown that day just as we remember how we came together. Yeah, what was your thoughts about the community meeting 10:07:40 I was happy to be there. Yeah. Another night of the week might have been better. Friday nights. 10:07:53 You know, I, I don't have a lot to report. We've talked about sewer already. 10:07:58 It's going pretty well. I would just, 10:08:02 Maybe take a chance to just. Say that you know, staffing continues to be a concern for me. 10:08:09 We've, we've lost a number of our. Road crew folks. We have some of our solid waste folks going out. 10:08:15 Short of mechanics, which isn't. Public works, but we rely on them. So, Just an issue to be aware of, you know, DCD went through real low there on staffing. 10:08:30 Now it seems to be hitting. Maybe public works. And, DC is not stealing your staff, right? 10:08:42 They're not, other counties, you know, just a number of things are lining up to make it a challenge to stay fully staffed and deliver all the services that We normally, you know, try to, try to deliver. 10:08:58 Couple of accomplishments are road crew finally wrapped up the summer's chip seal and fog seal program with a completion of the fog ceiling on coil road. 10:09:09 The big one. Yeah, it's 14 miles. 14 miles of road that's 10:09:14 The better part of our entire chip seal. Program this year. Because we don't do as much as we used to but we did do some chip ceiling in, Port Hadlock as well as, like Old 4 Towns and Road and a couple of others up the Mill Road. 10:09:30 But always a big accomplishment. To wrap that up. And they did a nice job and that's particularly 10:09:45 Good considering they had a lot of new folks on the crew this year. We had a changeover in leadership with Matt Stewart's departure. 10:09:52 But, You know, I don't know that everyone knows how much goes into a program like that. 10:09:59 It's a lot from the. Having the equipment ready to the training to the, you know. The supplies and everything to make that happen and it's Again, a really important part of the road preservation, program. 10:10:17 And it's a pretty short window, yeah, has it kind of aligned with the fish passenger well you know you need warm weather to do chips ceiling and then you really need warm weather after you chip sealed to let the traffic work in, you know, work to gravel into. 10:10:29 Oil that you know chips seal the day after looks like what is this a gravel road now but a couple of months later it doesn't look that way and a year later it looks different so they evolve over a couple of years and. 10:10:41 So you need that warm weather to do that and then. And definitely when your fog, I mean, you just can't have any moisture. 10:10:49 You need warm weather to, cure the oils. You know, the oils are cut with water. 10:10:54 So basically it has to evaporate, to cure. How if like tires are kind of just in Less than 25% of the roadway, right? 10:11:03 That's a challenge with a chip seal. You know, they're used because they're cost-effective, the most cost-effective way of sealing a road and rejuvenating it, which is what this is all about. 10:11:16 Like, skin moisturizer basically after you been out in the sun. Sons all cracked and everything. 10:11:24 But, yeah, I mean, you have the wheel paths and then you have the center lines. 10:11:31 So you're trying to find the, you know, shoot exactly the right. Rates of materials that are the best compromise essentially over the full width of the road. 10:11:40 You know we compact the full width of the road with various pieces of equipment when we're putting it down, but the wheel paths then take more of the. 10:11:50 You know, get more of the compaction from the traffic, right? So you got a and the heat of the undercarriage probably. 10:11:58 Yeah, I wonder if electric cars are going to change the chip ceiling algorithm. 10:12:05 You want to have the right rate so that you don't have the oil coming up through the rock in the wheel paths, but you're not losing rock, it's center line. 10:12:14 You know, a couple years ago, few 3, we had, some, Rock loss on the center line of a portion of center road that we did. 10:12:24 We're able to go back the next year and recote that with some quarter, smaller aggregate, and you can't tell that that happened, but you know. 10:12:32 They're particularly sensitive to snow plowing the first year and the center line again where it's received less traffic and be a real sensitive area. 10:12:41 So it's there's a lot of art that goes into it. We're lucky to have Still some experienced people on our team, but you know again many new people but some of our Couple of our newer people are really. 10:12:58 Getting into it and and and 10:13:03 You know, picking up the torch, you know, where others. 10:13:08 Dropped it off so That's really great to see. You know, we need people like that. 10:13:18 We. Put another heavy fog seal on the HJ. Carroll parking lot, which really now looks like it should look. 10:13:29 If you recall, there was kind of a lot of loose Small rocks in there and now it's that's all been broomed and really nailed down with a heavy fog seal and then we spent air. 10:13:42 Who's, drafted up a parking layout that we actually had a surveyor. Take from the Autocad plan to the to the parking lot itself and lay down so that it's laid out very. 10:14:02 Very straight and neat and We had a car that had rolled off the edge of the parking lot into the fence of the jump playground this summer. 10:14:13 You know, we had to rebuild the fence and everything. So we were. We pulled the parking back from the edge of that slope and created a pedestrian walkway in front of the cars so people don't have to walk behind them and we were able to do that again. 10:14:25 Take advantage of this. Reeseal project, we get those stripes down. So it looks really nice now. 10:14:33 You know, maybe a small thing, but I don't know. I think it's, you know, it's a heavily used park. 10:14:37 You saw it at the county picnic. There was not a parking spot to be had. Yeah. 10:14:42 So it's, you know, just great to see little things like that. Continue to. 10:14:48 I do happen around the county. How I guess any way to make shoulders, any, you know, smoother, better writing surface or as well that with time also, smooth out. 10:15:31 Yeah, that's a tough one. I mean, you know, chip seal is essential to preserving the roads and you see that the DOT who Didn't used to do any chip ceiling. 10:15:43 Now has is doing a lot of chip ceiling because it's the only way they can afford to take care of the roads. 10:15:52 You know, many of our roads, West Valley Road, for example, that thing was falling apart. It has virtually no shoulder to begin with. 10:16:03 So if you're on a bike, you're going to be out in the lane and that's where we need to put that ship seal down, you know, now the one concession we have made over the years is on center road, which is a popular biking. 10:16:15 Destination for many people, many people from outside of the county is we're not ship sealing. 10:16:22 All of that wide shoulder were just fog sealing it and 10:16:28 But you can only do that about once because you're gonna end up with a ridge line between the driving lane and the shoulder there so 10:16:39 They smooth out. Over time, yes, although the shoulders where there's less traffic takes longer for the the material to smooth out. 10:16:49 I would say every road that everyone's been biking on for years and years was chip sealed at some point. 10:16:55 Not, they are not asphalt roads. These are all chip seal roads. So if you're biking on it and thought it was good before we chip sealed it. 10:17:03 It was already chip sealed. It's been a while, but it just, you know, over time, should I start driving on the shoulders of a new chip sealed road to sort of help the bike. 10:17:14 You could do that. Sure. So, I don't have a great answer for you, Commissioner Dean, other than like I said, all of the roads. 10:17:22 Do we haven't changed anything we're doing so all of these roads that people have been biking on for years. 10:17:29 Have been regularly chip sealed. You know several times before and that's what they've always been riding on. 10:17:38 And And we know again what the alternative looks like by looking at some of the streets in the city where ship ceiling hasn't happened. 10:17:50 And again, that's a funding issue, not a criticism of the city or their choices. It's just that they don't have a road fund like the county does, but those streets aren't very fun to bike on either. 10:18:02 Because they're falling apart. So, it's you know, we just cannot afford to put asphalt down. 10:18:11 It's 10 times as expensive to put asphalt down on a road as a chip seal. And we're not keeping up with, even with. 10:18:20 Chip seal alone. We used to chip seal twice as many road miles per year as we're doing now. 10:18:27 Which was probably about the right pace. To really keep up with the degradation on the roads. 10:18:34 You know, they suggest 7 to 10 years. Cycle and chip seal. We're on a 15 to 20 year cycle with our chip seal now. 10:18:43 And it may go down from there because the costs are really going up. I mean, you know. Look at the price of gas at the pump. 10:18:50 You pretty much figure that's what's happening to. Asphalt products as well. And rock, you know, the rock for chip sealing this year came from. 10:18:59 Grace Harbor County. Wow. Used to be made right here in our county down the road. But it isn't anymore. 10:19:08 So, all the rock. In recent years has come from. Many miles away so the trucking for that gets more expensive. 10:19:16 Still a lot more cost effective than . So we just out of rock. I'm I'm curious about that comment. 10:19:25 I know our local 10:19:26 Orries won't make it because they it's a it's a not a high profit. 10:19:32 Morning product. It takes all of the good stuff out of the middle of the. Of the blend of rock that they're crushing and leaves them with a lot of sand, which isn't something they can sell. 10:19:48 So for a number of reasons they won't. They won't make it. But I, you know, I wish I had a better answer for the. 10:19:57 Viking community, but I really. Don't. You know, right after his chip seal, like you say, it looks virtually like a gravel road, but for the last 18 years, People have been riding coil road on on bikes and things and it's and I don't even know if many people knew it was chip sealed, but. 10:21:28 Course now it is again so it'll take a while to smooth back out for sure. But But again, that's why it's. 10:21:40 We do it because it's necessary to preserve those roads, you know. Would you remind me what fog ceiling is? 10:21:48 So, let me start by. 10:21:53 Saying what chip ceiling is, I mean, with chip seal, you spray down a heavy asphalt emulsion and then you, spread. 10:22:02 Rocks, chips. Into it and and roll them. And then traffic continues to roll them to. Embed them in that oil and then the trend in the industry in the last 15 years has been to put a fog seal over the top of that which is a much lighter weight oil. 10:22:25 In a very low shot rate over the top that. Helps. Further. Lock the rock into place. 10:22:37 It's what turns a chip seal black from the top. So they fog seal every time in chips seal you fog seal. 10:22:41 And, yeah, final stage. Yeah, it helps the, it helps the rock. With rock retention. 10:22:49 Helps the stripes really pop and it also helps with rock embedded because it heats the road up so you get hotter road up so you get hotter road temperatures while the rock is seating the road up so you get hotter road temperatures while the rock is seating into the oil. 10:23:03 You can use a fog seal also to just. 10:23:10 Steel asphalt surfaces it doesn't last as long as it chips a very low shot right and you can't put it on so heavy that it's going to create traction problems but you know you can missed. 10:23:20 Asphalt with fog seal to. Help, help with the sealing it from water intrusion and stuff. 10:23:31 Is it the new road smell? Yeah, that new road smell exactly. Yeah. So anyway, that's what, . 10:23:41 Actually, I was out meeting with the rep from the oil company. He was the road superintendent for Mason County for many years and we were. 10:23:46 Talking about the benefits of fog ceiling and the. The test that they'd done Mason County to show the benefits of it on a chip seal for rock retention. 10:23:59 Things like that. What, you know, benefits and how, project should unfold and so one of the things that the coordinating council is presenting on is the need for more coordinated regional planning including community engagement frameworks that include things like what we call in the the PPC and partnership world, human well being, which includes economic factors and. 10:32:14 That the partnership has recently hired more social science scientists. A lectures on how they succeeded in Jefferson County with a project like that because it isn't something that the type of project that FEMA really funded before with that program. 10:49:01 We also got a loan to bow around out funding on that, which, People think we're awash in money. 10:49:09 They might question why we're getting loans to do projects at this point. Fortunately, low interest loan. 10:49:16 From the public works trust board fun board that program super important We're looking at it for solid waste planning in capital facilities as well. 10:49:29 On the solid waste side it can come with up to 50% grant. Which is hard to find in solid ways. 10:49:35 So, but you know the loans are you know half percent. Still, I mean, even today is pretty good. 10:49:45 Wow. You know, so, So not bad there. So that was a We'll sell Creek Colbert by 1.3 million all told and contractor did a great job. 10:49:57 Now we had a few days of delay while the culvert was delivered to the project but still they wrapped that up, you know, well ahead of schedule and you know before moon fest. 10:50:07 And everything so and did a great job. Brock and Brock local contractor well really out of Kalum County but I consider that local. 10:50:17 And they now own the Penny Creek Cory so they really are local. They've always done really good work. 10:50:23 Did you say they only had because they had spent a month, you know, driving by my house with material for that and they were, they were like within 2 or 3 truckloads of right? 10:50:33 Yeah, so to do that project. Expeditiously, they hauled all the the fill in for that project, which came from their quarry. 10:50:42 Ahead of time when stockpiled it at a site we. Procured, which I should also. 10:50:50 Shout out to Rainier and Pope. That project would have been a lot more expensive without their cooperation giving us an affordable place to get rid of all the old unsuitable film material and and then the contractor used that to stockpile the new material ahead of time. 10:51:10 And it was about 18,000 tons of material. 10:51:15 12,000 yards so you know, a thousand truckloads of material, like you say. And, at the end of the job they had 3 loads left over. 10:51:29 Pretty great. So your public works team did a pretty good job estimating in the contractor did a pretty good job. 10:51:36 As well. With their estimates of what they needed to make that job happen. So pretty amazing when you saw the size of which you videoed it which I appreciate I showed that, drawing footage to a number of people. 10:51:53 They really liked it. Appreciate that, but you saw the size of that excavation and then to only have 3 truckloads material left at the end of the job. 10:52:00 Pretty, good. So, anyway, like I said, just waiting for, There's a little bit of delay on the guardrail post, but, we've got the temporary barrier up for now. 10:52:11 So people could use the road and And, it's a good project. So. 10:52:19 Anyway, yeah, this week is. You know, more sewer. I know, and we got to look into the That quil scene bridge project that the hood canal salmon enhancement group is. 10:52:31 Promoting with the Jamestown tribe. We got to start taking a look at that. Do you think we'll be able to get it onto the tip this year? 10:52:39 I mean, oh, we'll get it on the tip. No problem. Remains to be seen. 10:52:45 You know, they haven't, inked a deal with their funding agency yet and I think that they 10:52:53 My experience with federal funding agencies is it takes a while. You know, they need to hold off on bidding that project until they are. The consulting team members won't be with us going forward and some probably will. 10:55:50 But I think that, you know, More than anything. 10:55:55 It's called a transfer station for a reason. It's a transportation facility and transportation is the core of the issue there, of course, also the functionality of the. 10:56:08 Facility itself in the end, the internal, those that's also, you know, very important. You know, making sure that it's Located at the proper place to make it. 10:56:21 Accessible to. The customers, the commercial haulers, the trucks that are hauling the waste out of the county, you know, obviously. 10:56:33 There's lots of vacant property down there off of SR. 100, and 4, but that would be. 10:56:38 Incredibly dangerous to locate a facility off that highway, which you couldn't do anyway because washed out wouldn't allow it and for good reason because we all know how difficult it is to make left turns onto that highway. 10:56:51 So you got to think about other transportation facilities. Obviously the main one. For the bulk of our citizens is Beaver Valley Road and Center Road. 10:57:02 And looking for sites that are accessible to those transportation routes that also tick all the other boxes. And our existing site's not out of the question, but there are some intersection problems that need to be addressed if we're going to continue to operate there and the current site is really too small. 10:57:25 Especially the lanes in. Yeah, the other side the property own off Cape George has a lot of you know some potential as well but When you think about where the center of the population is. 10:57:36 North of 104 if we're you know where we have a facility in quill scene and that serves, in quill scene and that serves quill scene and that serves quill scene in Bryan. 10:57:49 But really that centroid of population is in the Port Hadlock area. Because you're thinking about people from Garter from Port Ludlow from Port Hadlock and for from Port Townsend and in a perfect world if there was a ideal. 10:58:01 Piece of property would probably be located in the port Hadlock, Chimacom area, but. 10:58:06 Perfect pieces of property are few and far between in this county. We have a lot of steep ridge lines and swampy. 10:58:13 Alder bottoms and then. So there's a lot to, you know, really consider in that process. 10:58:21 And that's what we'll be doing going forward. I would say right now though our solid waste team. 10:58:27 Is really just focused on moving garbage out of this county with the staffing challenges that we have. My takeaways and I keep coming back to you from the last solid waste. 10:58:52 Capital planning meeting was the task force was the the drone tour of the Grace Harbor facility, which is not Perfect in a lot of ways for I think our needs and our customer base, but. 10:59:02 I was really, It was telling to me when the architect talked about, about, you know, different levels of service, because that was what we were talking about at that last meeting and and how the flexibility of kind of just a big. 10:59:15 Parking lot versus having concrete, you know, having everything predetermined with concrete lanes and everything that, you know, a big parking lot with orange cones was. 10:59:24 In many ways offered a higher level of service than something that was really a more of a built architecture. Yeah, I think it could. 10:59:33 I mean that Grace Harbor facility was pointed out to us as a model of a good facility for a rural community. 10:59:43 It processes about 3 times the volume of waste that we currently process per year. And, seems to do it, you know, really efficiently and . 10:59:52 Barely was fairly simple a facility. I mean, like you say, it's a large flat. 10:59:59 Paved area with a big roof over a part of it. Yeah, you can come in 2 sides, right? 11:00:08 So that flexibility, these and they're loading and compacting with commonly available equipment, not these, you know, knuckle boom. 11:00:19 Yeah, not the specialized equipment and things that. Some other facilities used so they're reliability is really high. 11:00:26 And the flexibility like you say. So definitely something to look at. 11:00:35 The one thing they don't have a lot of on that site. Is queuing area for customers but they don't they somehow they have a quarter of the drive through customers that we have and they're processing 3 times as much garbage. 11:00:50 So don't have a lot of people bringing in small loads like because it's an hour from any cities. 11:00:58 It's that Montesanos and get there, right?
