Analysis/Strategic Goals/Pro's £t Con's: Public Works has completed checking the bids for the above referenced project, and recommends award of the contract to KT Contracting Company, Inc. for their bid amount of $702,965.00. Fiscal Impact/Cost Benefit Analysis: The Bid amount is $702,965.00. This will be funded at 100% by the Federal Highway Administration. Recommendation: Public Works recommends that the Board authorize the Award of Contract to KT Contracting Company, Inc., and return the original to Public Works for further processing. The Public Works Department recommends that the construction contract be awarded to the lowest responsive and responsible bidder: KT Contracting Company, Inc. of Salem, Oregon for their bid amount of $702,965.00, for the: Road Departure Reduction Project, County Project No. 18020980, Federal Aid No. HSIP-OOOS(627). And, authorize the County Engineer to execute change orders for the project, due to unforeseen conditions only, for up to 10% (per occurrence) of the contract amount ($70,296.50), up to a maximum contract amount of $843,556 (original bid amount plus 20%). Four bids were received. One of the bids was substantially lower than the Engineer's estimate. The other three were substantially higher. The bid of the lowest bidder, All Stripes, LLC, was determined to be non -responsive (a determination supported by WSDOT). The attached bid tabulation was completed and signed by Public Works staff shortly after the bids were opened.
