Subject: Parks and Recreation LTAC Grant Discussion Statement of Issue: The 2024 Parks and Recreation budget projects $45,000 in revenue from an LTAC Grant. Parks and Recreation staff were not aware that the LTAC grant application period was moved six weeks earlier in 2023 than 2022. An email notification regarding this change was sent on August 11, 2023 but was lost in the county email system failure. Parks and Recreation is seeking guidance and additional funding to compensate for this loss of 0 Et M revenue. Analysis/Strategic Goals/Pro's Et Con's: Parks and Recreation successfully used LTAC funds to operate four county campgrounds from 2016 to 2023. Campground use increased from 5,517 people/nights in 2016 to 13,048 people/nights in 2022. Without LTAC grant revenue Parks and Recreation would be forced to reduce the level of service in the county campgrounds or other areas. Fiscal Impact/Cost Benefit Analysis: Parks and Recreation received $318,450 in LTAC grants between 2016 and 2022. Estimates indicate (using John L. Crompton method) that the cumulative economic impact of the county campgrounds was $2,180,799 between 2016 and 2023. It is projected that the loss of these funds would cause the unreserved ending fund balance in the parks and recreation budget to shrink to $26,767 at the end of 2025. Recommendation: Hold a discussion of options to replace or compensate for lost LTAC revenue. Fees: $25 per night for sites with ie electrical hookups(sites 15-19); $20 per night for sites without electricity(sites 1-14, 21,22). One camper or RV per site; maximum two vehicles.Third vehicle 19 ;ems permitted for an additional $10/night. A vehicle is defined as a car,truck, RV,or 101 Ha trailer such as a camper, utility, or boat trailer.All vehicles and equipment must 116 0 fit in your site. Checkout time 3pm. Quiet hours 10pm to lam. Do not leave Chimacum campfires unattended. No fireworks. Dispose of cigarettes butts properly. Dogs Ca on leash at all times.
