HomeMy WebLinkAboutPW RESOLUTION re Oil City Road Department of Public Works O Consent Agenda Page 1 of 1 Jefferson County Board of Commissioners Agenda Request To: Board of Commissioners Mark McCauley, County Administrator From: Monte Reinders, P.E., Public Works Director/County Engineer Agenda Date: October 9, 2023 Subject: Resolution to Create County Project Oil City Road MP 0.50 Culvert Replacement, County Road No. 134309 Statement of Issue: Create a county project known as the Oil City Road MP 0.50 Culvert Replacement. Analysis/Strategic Goals/Pro's Et Con's: Replacement of the culvert at Oil City Road MP 0.50 with a new concrete box culvert will help to preserve vehicular access to the Olympic National Park South Coast Trail, as well as state, federal, and private land, and correct a fish passage barrier. The Coast Salmon Foundation obtained funding and performed a preliminary design for this project. Subsequently, Public Works secured funding for the project through the Federal Lands Access Program. Western Federal Lands will perform final design, construction, and management of the project. Fiscal Impact/Cost Benefit Analysis: The total estimated project cost is $4,087,538, which includes $50,000 from the Coast Salmon Foundation, $3,959,538 from the FLAP program and toll credits, and $78,000 from the County Road Fund. Oil City Road MP 0.5 Culvert Replacement x IT IS HEREBY RESOLVED that Oil City Road, County Road No. 134309, from M.P. 0.49 to M.P. 0.53, be improved as follows: Remove the fish passage barrier and preserve safe vehicular access to residences and Olympic National Park by replacing the culverts at Oil City Road MP 0.5 with a new concrete box culvert. This project is hereby declared to be a public necessity and the County Road Engineer is hereby ordered and authorized to report and proceed thereon as by law provided. IT IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and based on the County Engineer's estimate is hereby made in the amounts and for the purposes shown: PURPOSE FUNDING Previous Present Appropriation Appropriation Coast Salmon FLAP * Road Fund Total Partnership * Preliminary $0 $509000 $780,347 $12,000 $842,347 Engineering Right of Way $0 $0 $0 $63,000 $63,000 Construction $0 $0 $3,179,191 $3,000 $3,182,191 TOTAL $0 j $50,000 $3,959,538 $78,000 $4,087,538 *Coast Salmon Partnership and FLAP funds will not pass through the County. IT IS FURTHER RESOLVED that: The construction is to be accomplished by contract in accordance with R.C.W. 36.77.020 et. seq. The construction is to be accomplished by County forces in accordance with R.C.W. 36.77.065 and W.A.C. 136.18. X Western Federal Lands will design and manage this project and be responsible for contracting and payment.
